Afghanistan: Post-Taliban Governance, Security, and U.S Afghanistan: Post-Taliban Governance, Security, and U.S. Policy Kenneth Katzman Specialist in Middle Eastern Affairs October 9, 2014 Congressional Research Service 7-5700 www.crs.gov RL30588 Afghanistan: Post-Taliban Governance, Security, and U.S. Policy Summary Afghan security forces have lead security responsibility throughout the country, and the United States and its partner countries are in the process of transitioning to a smaller post-2014 mission consisting mostly of training the Afghanistan National Security Forces (ANSF). The number of U.S. forces in Afghanistan, which peaked at about 100,000 in June 2011, has been reduced to about 30,000. President Obama announced in May 2014 that the United States plans to keep 9,800 U.S. forces in Afghanistan during 2015, shrinking to 4,900 mostly in Kabul and at Bagram Airfield during 2016. The post-2016 force is to be several hundred military personnel, under U.S. Embassy authority. The post-2014 force was contingent on Afghanistan’s signing a Bilateral Security Agreement (BSA) with the United States. All candidates in the April 5, 2014, presidential election publicly support the agreement, including Dr. Abdullah Abdullah and Ashraf Ghani, who garnered enough votes to proceed to a runoff on June 14. A dispute over alleged fraud in that runoff resulted in a U.S.-brokered solution under which Ghani was declared the winner and Abdullah was appointed to a new position of Chief Executive Officer of the government. Ghani and Abdullah took office on September 29, and the U.S.-Afghan BSA was signed on September 30. A similar document was also signed between Afghanistan and NATO. Even though the election dispute has been resolved, at least for now, experts remain concerned that Afghan stability is at risk from weak and corrupt Afghan governance and insurgent safe havens in Pakistan. U.S. and partner country anti-corruption efforts in Afghanistan have yielded few concrete results, although the new President, Ghani, has taken steps to prioritize anti- corruption issues. An unexpected potential benefit to stability could come from a negotiated settlement between the Afghan government and the Taliban and other insurgent groups. Negotiations have been sporadic, but in May 2014 produced an exchange of prisoners that included the return of U.S. prisoner of war Sergeant Bowe Bergdahl. Afghanistan’s minorities and women’s groups fear that a settlement might produce compromises with the Taliban that erode human rights. The United States and other donors continue to fund development projects, but increasingly delegate implementation to the Afghan government. U.S. officials assert that Afghanistan might be able to exploit vast mineral resources to prevent a major recession as international donors scale back their involvement. U.S. officials also seek greater Afghan integration into regional trade and investment patterns as part of a “New Silk Road.” Persuading Afghanistan’s neighbors, particularly Pakistan, to support Afghanistan’s stability has shown some modest success. Even if economic development and investment continue, Afghanistan will remain dependent on foreign aid for many years. Through the end of FY2013, the United States provided nearly $93 billion in assistance to Afghanistan since the fall of the Taliban, of which more than $56 billion has been to equip and train Afghan forces. The appropriated U.S. aid for FY2014 is over $6.1 billion, including $4.7 billion to train and equip the ANSF, and the FY2015 request is about $5.7 billion. These figures do not include funds for U.S. military operations in Afghanistan. Administration officials have pledged to Afghanistan that economic aid requests for Afghanistan are likely to continue roughly at recent levels (about $1.5 billion per year) through at least FY2017. Our aim therefore remains to provide a guide to the terms, structures, mechanisms and coordinating bodies critical to the Afghanistan relief and reconstruction effort to help ensure a shared vocabulary and common understanding of the forces at play. We’ve also included maps and a contact directory to make navigating the assistance community easier. This 2nd edition also includes a section called “Resources,” containing information on such things as media organisations, security information, and Afghanistan-related web sites. Another new addition is a guide to the Afghan government. As the objective of so many assistance agencies is to support and strengthen government institutions, we felt that understanding how the Afghan government is structured is important to working in the current environment.

The issues of identity of the population of Afghanistan, which is viewed as a complex self- developing system with the dissipative structure are studied in the article. The factors influencing the development of the structure of the identity of the society of Afghanistan, including natural and geographical environment, social structure of the society, political factors, as well as the features of the historically established economic and cultural types of the population of Afghanistan, i.e. the Pashtuns and Tajiks are described. The author of the article compares the mental characteristics of the bearers of agriculture and the culture of pastoralists and nomads on the basis of description of cultivated values and behavior stereotypes. The study of the factors that influence the formation of the identity of the Afghan society made it possible to justify the argument about the prevalence of local forms of identity within the Afghan society. It is shown that the prevalence of local forms of identity results in the political instability. Besides, it constrains the process of development of national identity and articulation of national idea which may ensure the society consolidation. The relevance of such studies lies in the fact that today one of the threats of Afghanistan is the separatist sentiments coming from the ethnic political elites, which, in turn, negatively affects the entire political situation in the region and can lead to the implementation of centrifugal scenarios in the Central Asian states.

The Afghan government has come under increasing domestic criticism not only for failing to prevent insurgent gains but also for its internal divisions. In September 2014, the United States brokered a compromise to address a dispute over the 2014 presidential election, but a September 2016 deadline was not met for enacting election reforms and deciding whether the Chief Executive Officer (CEO) position might be elevated to a prime ministership in a restructured government. The progress of the Afghan government in reducing corruption and implementing its budgetary and other commitments was assessed by an international meeting on Afghanistan during October 4-5, in Brussels, as sufficient to merit continued international assistance. By PERIOD 11b through to PERIOD 16, US deployment was at least 90,000. In June 2011, towards the end of PERIOD 14a, US President Obama announced the start of draw-down of US troops – an initial 5,000 to 10,000 in 2011. By the end of September 2012, US deployment to Afghanistan had reverted to around 68,000; and was around 47,000 by the end of PERIOD 20. Canadian troops had no combat role after 2011. Withdrawal of French troops was to begin in July 2012 and be completed by the end of 2012. UK troops had reduced to 9,500 by early 2012, and to 9,000 by the end of 2012. At 1 August 2013, International Security Assistance Force (ISAF) troops numbered 87,200 and Afghan National Army (ANA) troops 187,000. The UK contingent had reduced to 7,700 and US troop-deployment was 60,000. By the end of PERIOD 20, UK troops numbered 5,200 among around 75,000 ISAF troops. In September 2012, six US Harrier strike aircraft, whose replacement cost is $30 millions each, were destroyed and two others seriously damaged in a Taliban attack on Camp Bastion which claimed the lives of two US personnel.
