BACKGROUND:

At the Board of Education Meeting on December 2, 2020, an analysis of data and information related to K-8 Schools was shared with the Board of Education. This analysis included historical data, enrollment patterns, long-term trends in student achievement as well as both the cost and educational implications associated with the K-8 school model.

Among the district’s eight K-8 schools, there is a wide range of levels of achievement (including student academic growth), variety in the percentage of students who attend the school from Kindergarten through 8th Grade and a high degree of decline in selection of some schools in the School of Choice process. Furthermore, with declining enrollment across the district and space available at a number of middle schools, there is a potential for cost savings and enhanced programming through program consolidation.

RECOMMENDATION:

It is recommended that the Board of Education take action to consolidate Hudson K-8 School and Gompers K-8 School to K-5 only (elementary) campuses. The 6th and 7th Grade students who currently attend Hudson and Gompers will be provided priority placement in other middle school programs for the 2021-2022 school year.

Mandated by California Education Code, Special Education Programs, Article VII, Section 56190, the mission of the Community Advisory Committee for Special Education (CAC) is to help ensure that Long Beach Unified School District delivers quality special education services, in compliance with federal and state laws, to all children with disabilities. The community advisory committee shall have responsibilities that include:

(a) Advising the policy and administrative entity of the district regarding the development, amendment, and review of the local plan. The entity shall review and consider comments from the community advisory committee; (b) Recommending annual priorities to be addressed by the plan; (c) Assisting in parent education and in recruiting parents and other volunteers who may contribute to the implementation of the plan; (d) Encouraging community involvement in the development and review of the local plan; (e) Supporting activities on behalf of individuals with exceptional needs; (f) Assisting in parent awareness of the importance of regular school attendance.

The group is composed of parents of individuals with exceptional needs enrolled in public or private schools, parents of other pupils enrolled in school, pupils and adults with disabilities, regular education teachers, special education teachers, and other school personnel, representatives of other public and private agencies, and persons concerned with the needs of individuals with exceptional needs.

All voting members of the Community Advisory Committee must submit a membership application to the Assistant Superintendent of School Support Services. Applications are approved by the Assistant Superintendent and the LBUSD Board of Education must approve the membership prior to members exercising their rights and responsibilities.

Senate Bill 98 replaced the 2020-21 LCAP with the Learning Continuity and Attendance Plan and called for the Budget Overview for Parents to be submitted with the First Interim Financial Report by December 15, 2020. LBUSD must post a copy of the Budget Overview for Parents on its homepage (https://www.lbschools.net/Departments/Local_Control/ ).

Per Senate Bill 820, this year’s Budget Overview for Parents reports expenditures connected with the 2019-20 LCAP and the 2020-21 Learning Continuity and Attendance Plan. It also specifies the amount of funds allocated through the Coronavirus Aid, Relief, and Economic Security (CARES) Act. Moreover, it includes brief information on increased or improved services for low-income students, English learners, and foster youth (referred to as “high need” students in the document).

It also reduced educational experiences like the Long Beach College Promise campus tours, which help expose high needs students to postsecondary opportunities. Because of these effects, LBUSD has emphasized home visits and other direct outreach efforts in its Learning Continuity and Attendance Plan.

BACKGROUND:

Education Code Sections 35035(i), 42130, and 42131 require school districts to prepare two reports regarding the financial and budgetary status of the District. The first report covers the period ending October 31, and the second report covers the period ending January 31. The District is required to prepare these interim reports in a format prescribed by the state and in accordance with the state’s Standards and Criteria. In addition, the Governing Board of each school district is required to certify to the district’s ability to meet its financial obligations for the remainder of that fiscal year and for the subsequent two fiscal years.

RECOMMENDATION:

Approve a positive certification of the First Interim Financial Report for 2020-2021 indicating that the Long Beach Unified School District will be able to meet its financial obligations for the remainder of the 2020-2021 Fiscal year and the following two fiscal years, and authorize filing of this report with the Los Angeles County Superintendent of Schools, in accordance with Education Code Section 35035(i).

A RESOLUTION OF THE GOVERNING BOARD OF EDUCATION OF THE LONG BEACH UNIFIED SCHOOL DISTRICT OF LOS ANGELES COUNTY DECLARING THE RESULTS OF THE GENERAL MUNICIPAL ELECTION HELD ON NOVEMBER 3, 2020 AND SUCH OTHER MATTERS AS PROVIDED FOR BY LAW

WHEREAS, a General Municipal Election was held and conducted in the Long Beach Unified School District, on Tuesday, November 3, 2020, as required by law; and

WHEREAS, notice of the election was given in time, form, and manner as provided by law; voting precincts were properly established; election officers were appointed and in all respects the election was held and conducted and the votes were cast, received and canvassed and the returns made and declared in the time, form, and manner as required by the provisions of the Election Code of the State of California for holding elections in school districts; and

WHEREAS, the City Council of the City of Long Beach has declared the results of the consolidated primary nominating election held on Tuesday, November 3, 2020 and has certified the results to this Board of Education, and whereas the results are received, attached, and made a part hereof as Exhibit A; and

NOW, THEREFORE, BE IT RESOLVED, that the Board of Education of the Long Beach Unified School District does declare, determine and orders as follows:

1. That the total number of votes cast in the election for Member, Board of Education District Two is shown on the attached Exhibit A,

2. That the names of persons voted for at the November 3, 2020 election for Member, Board of Education District Two is as follows:

District Two Tonia Reyes Uranga Erik Miller

3. That the number of votes given at each precinct and the number of votes given in the District to each person named for the office of Member, Board of Education District Two are listed in the attached Exhibit A,

4. That the Board of Education does determine that Erik Miller received a majority of the votes cast for all candidates for the office of Member, Board of Education District Two, and he is declared elected to that office for the full term of four (4) years commencing with the third Tuesday of December, 2020,

5. That a qualified person shall administer the Oath of Office prescribed in the Constitution of the State of California to Erik Miller and shall have him subscribe to it and file it in the office of the Executive Secretary to the Board of Education, and he shall then be inducted into the Board of Education.

BE IT FURTHER RESOLVED, that the Board of Education adopt Resolution No. 121520-A declaring the results of the General Municipal election held on November 3, 2020 and such other matters as provided for by law.
