Council Implementing Regulation (Eu) 2016 29.1.2016 EN Official Journal of the European Union L 23/1 II (Non-legislative acts) REGULATIONS COUNCIL IMPLEMENTING REGULATION (EU) 2016/111 of 28 January 2016 implementing Regulation (EU) No 101/2011 concerning restrictive measures directed against certain persons, entities and bodies in view of the situation in Tunisia THE COUNCIL OF THE EUROPEAN UNION, Having regard to the Treaty on the Functioning of the European Union, Having regard to Council Regulation (EU) No 101/2011 of 4 February 2011 concerning restrictive measures directed against certain persons, entities and bodies in view of the situation in Tunisia (1), and in particular Article 12 thereof, Having regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy, Whereas: (1) On 4 February 2011, the Council adopted Regulation (EU) No 101/2011. (2) On the basis of a review of the list in Annex I to Regulation (EU) No 101/2011, the entries for 48 persons should be amended. (3) Annex I to Regulation (EU) No 101/2011 should therefore be amended accordingly, HAS ADOPTED THIS REGULATION: Article 1 Annex I to Regulation (EU) No 101/2011 is replaced by the text appearing in the Annex to this Regulation. Article 2 This Regulation shall enter into force on the day following that of its publication in the Official Journal of the European Union. (1) OJ L 31, 5.2.2011, p. 1.     QUELQUES ASPECTS PROBLEMATIQUES DANS LA TRANSCRIPTION DES TOPONYMES TUNISIENS Mohsen DHIEB Professeur de géographie (cartographie) Laboratoire SYFACTE FLSH de Sfax TUNISIE [email protected] Introduction Quelle que soit le pays ou la langue d’usage, la transcription toponymique des noms de lieux géographiques sur un atlas ou un autre document cartographique en particulier ou tout autre document d’une façon générale pose problème notamment dans des pays où il n’y a pas de tradition ou de « politique » toponymique. Il en est de même pour les contrées « ouvertes » à l’extérieur et par conséquent ayant subi ou subissant encore les influences linguistiques étrangères ou alors dans des régions caractérisées par la complexité de leur situation linguistique. C’est particulièrement le cas de la Tunisie, pays méditerranéen bien « ancré » dans l’histoire, mais aussi bien ouvert à l’étranger et subissant les soubresauts de la mondialisation, et manquant par ailleurs cruellement de politique toponymique. Tout ceci malgré l’intérêt que certains acteurs aux profils différents y prêtent depuis peu, intérêt matérialisé, entre autres manifestations scientifiques, par l’organisation de deux rencontres scientifiques par la Commission du GENUING en 2005 et d’une autre août 2008 à Tunis, lors du 35ème Congrès de l’UGI. Aussi, il s’agit dans le cadre de cette présentation générale de la situation de la transcription toponymique en Tunisie, dans un premier temps, de dresser l’état des lieux, de mettre en valeur les principales difficultés rencontrées en manipulant les noms géographiques dans leurs différentes transcriptions dans un second temps. Certains auteurs ont déjà étudié la flore marine tunisienne mais souvent d’une manière occasionelle soit que leur séjour en Tunisie ait été bref et ne leur ait pas permis d’entreprendre un travail complet soit que les algues n’étaient, dans leur travaux, que des indicateurs biocénotiques. Ces travaux ont été cependant pour nous d’une grande utilité. La direction générale des Travaux Publics, a publié ano­ nymement (1923), une étude des fonds de pêche des côtes tunisiennes, où quelques algues ont été citées. Le Danois (1924 et 1925) signale des posidonies dans le fond S.E. du golfe de Tunis. Feldman (1931) publie une liste de quelques algues ma­ rines en Tunisie et en 1961 étudie particulièrement les algues de la Galite. Molinier et Picard (1954) dans une étude de bionomie marine citent un certain nombre d’espèces caractéristiques des différents biotopes. Dans un travail antérieur nous avons apporté, (Ben Alaya 1969), quelques précisions sur les limites actuelles des prairies à monocotylédones et noté également quelques algues permettant de situer phytosociologiquement ces prairies.

Zelin اﻟﻌﺮﺑﻴﺔ Also available in May 9, 2014 Security crackdowns will not be enough to eradicate jihadist networks in Tunisia and Libya, which have the patience and ideological conviction to weather drastic reorganization. Eight months ago, the Tunisian government officially designated Ansar al-Sharia in Tunisia (AST) as a terrorist organization. Since then, Tunis has cracked down on the group's activities, going after both its dawa campaign (i.e., proselytization and social-welfare efforts) and any links members have to terrorist plots. On the whole, AST's public response has been to keep relatively quiet. Yet recent developments indicate that the group may be rebranding itself as Shabab al-Tawhid (ST; the Youth of Pure Monotheism), a shift that would have important implications for efforts to counter Tunisian jihadists and their associates in Libya. SHIFTING GEARS Within a week of the August designation, AST largely ceased releasing updates about its dawa campaign in Tunisia. The group may still be conducting lower-level dawa in rural areas outside the state's reach, but if so, it is no longer publicizing such activity. The main messages it has put out via its Twitter account have been declarations of solidarity with arrested "brothers," repeated calls for patience, and quotes from both traditional Islamic sources (the Quran and sunna) and ideological figures (e.g., Ibn Taymiyah, Sayyed Qutb, and Abu Qatada al-Filistini). Indeed, AST has kept a low profile compared to its modus operandi before the designation; its only prominent announcement was leader Abu Ayyad al-Tunisi's message of support for the Islamic State of Iraq and al-Sham (ISIS), the jihadist group deemed too extreme by senior al-Qaeda leaders and their official Syrian affiliate, Jabhat al-Nusra.
