Recommendations to the Federal Government of Pakistan and the Provincial Government of Balochistan Executive summary Human rights defenders, i.e. persons who uncover human rights violations, bring them to public knowledge and campaign for redress for victims through peaceful and non-violent means, were in December 1998 placed been under the special protection of the international community when the General Assembly adopted the UN Declaration on Human Rights Defenders. It was the first UN instrument that explicitly recognizes the importance and legitimacy of the work of human rights defenders and lays down their right to effective protection. This commitment has not been honoured in Balochistan. Human rights defenders - be they journalists investigating and documenting wrongdoings of state agents, lawyers representing victims of human rights abuses in court or human rights activists campaigning to end human rights violations – have been subjected to a range of human rights violations themselves. They have been harassed, arbitrarily arrested and detained, subjected to enforced disappearance, torture and extrajudicial killings. -

Hughes-Buller, 1901 The gate of Kalat ca. 1910 The tribes inhabiting Baluchistan came under the identical pressures influencing the tribes of Afghanistan during their violent histories. Living at the crossroads of Central Asia had one great disadvantage, and this involved the repeated and serial invasions by migrating tribes pressed from their original homelands and armies bent upon conquest. Generally, these invasions came from the west – along the same route of the tribal migrations. In southern Afghanistan, individual tribes began to organize themselves into larger aggregations in hopes of defending themselves against the repeated threats emerging from the west of their tribal areas. Only the armies of Alexander the Great entered the region using the “northern route,” and even he chose the more obvious southern route as his men struggled to depart from Central Asia. The terrain of the south, less the large desert areas, was an ideal invasion route and army after army used it. -

A Drynet Science & Technology Expertise : Assessing the potential of the indigenous livestock breeds of Baluchistan Dr Abdul Raziq Kakar Consultant Drynet project 20 December, 2009 Drynet is a project funded by the European Union and supported by The Global Mechanism Assessing the potential of the indgenous livestock breeds of Balochistan “Abdul Raziq“ page 1 Abstract Balochistan province comprises of arid and semi-arid lands (ASAL), makes about 44% of the total geographical area of the country. Only 5% is arable and the rest is rangelands. Livestock is one of the major important sectors, and housing about 20% of the national stock of Pakistan. Province is the cradle of many precious livestock breeds and play pivotal role in the socio-cultural and socioeconomic life of its inhabitants. Animal genetic resource provides a major source of livelihood and mean of utilization of marginal environments not suitable for cultivation. The Animal genetic resources are the building blocks for future livestock development that will enable livestock keepers to respond to changes in animal production circumstances and new consumers preferences. The livestock genetic diversity is the product of local environmental conditions combined with the breeding strategies of traditional communities. Interspecies biodiversity is the outcome of many different communities managing livestock in many different habitats and ecological zones. The ability of livestock to survive natural calamities (droughts, climatic extremes) is necessarily more important than high productivity. Also local livestock breeds are embodied with indigenous knowledge which is an important human resource for animal breeding and precious heritage for the inhabitants. These precious and important livestock breeds, we have in hand are currently under threat and disappearing even before documentation. -
