According to a statement you made on behalf of the European Union on 6th December, this spurious process took place in the absence of electoral conditions that could have guaranteed its credibility, without any respect for political pluralism, and in an atmosphere of persecution and disqualification of democratic leaders whose legitimate rights were curtailed. Your statement concludes that such circumstances could not consider this process credible, inclusive, and transparent and therefore the results did not represent the will of the Venezuelan people. That initial statement was confirmed on 6 January of this year by a new declaration, in similar terms to those expressed on 6 December, and by the conclusions of the Foreign Affairs Council of 25 January. These reiterated the lack of recognition of the electoral process and regretted the behaviour of the authorities of the Maduro regime, whose actions are preventing a solution to the serious crisis in Venezuela. We were surprised and gravely concerned to learn that on 14th April, at your request, senior officials of the European External Action Service received the aforementioned delegation, comprising Iris Varela, Pedro Carreño and Desirée Santos Amaral, at the EEAS headquarters.

Therefore, we welcome the EU4Belarus programme pledging to contribute EUR 24 million to reinforcing resilience and empowering civil society in Belarus, of which EUR 8 million will go to scholarships and stipends for study in the EU. Unfortunately, the basis for the distribution of these funds is still unknown, so the money is still waiting to be allocated.

    Dear President of the European Parliament, Dear President of the European Council, Dear President of the European Commission and Dear President of the French Republic, We all have a responsibility for the shared future of Europe. In this time of crisis, it is high time to re-evaluate some of the rules we have upheld till now and focus on the most important aspects of the European project, which will help us move forward. An unprecedented health crisis is currently affecting millions of people in Europe and tragically taking thousands of lives. However, this is not the end. The economic crisis will crush the hopes and dreams of generations of Europeans. We sincerely hope that we will all do whatever is in our power not to leave anyone behind. We firmly believe that the European Parliament needs to take on its responsibility and share the burden since it is the highest European directly elected body. We need to be part of the solution, not part of the problem. If we want the people to have confidence and trust in the European project, we need to show them that we are also ready to make concessions. Therefore, we would like to ask you to do everything in your power to change the treaties in order to have just a single seat of the Parliament in Brussels. This call has again gained a large majority of support in the 2018 Parliament discharge resolution adopted on 13 May 2020 and shall now be taken into account and acted upon. The financial and environmental costs of moving the Parliament are, especially in these times of digitally connected Europe, extremely high and hard to justify.

About the Author Marek Belka is the President of the National Bank of Poland. After completing economic studies at the University of Łódź in 1972, Professor Belka worked in the university’s Institute of Economics. He earned a PhD in 1978 and a postdoctoral degree in economics in 1986. Since 1986, he has been associated with the Polish Academy of Sciences. During 1978–79 and 1985–86, he was a research fellow at Columbia University and the University of Chicago, respectively, and in 1990, at the London School of Economics. He received the title of Professor of Economics in 1994. Since the 1990s, Professor Belka has held important public positions both in Poland and abroad. In 1990, he became consultant and adviser at Poland’s Ministry of Finance, then at the Ministry of Ownership Transformations and the Central Planning Office. In 1996, he became consultant to the World Bank. During 1994–96, he was Vice-Chairman of the Council of Socio-Economic Strategy at Poland’s Council of Ministers, and later economic adviser to the President of the Republic of Poland. Professor Belka served as Deputy Prime Minister and Minister of Finance on two occasions—in 1997, in the government of Włodzimierz Cimoszewicz, and during 2001–02, in the government of Leszek Miller. During 2004–05, he was Prime Minister of Poland. Since 2006, Professor Belka has been Executive Secretary of the United Nations Economic Commission for Europe, and since January 2009, he has been Director of the European Department at the International Monetary Fund (IMF).

Additionally, the Regulation should help strengthening the European Union’s strategic resilience and global economic competitiveness, maintaining its energy security and affordability, boosting growth and job creation and supporting a just and inclusive energy transition that leaves nobody behind. However, to what extent the Taxonomy Regulation will ultimately meet these expectations depends primarily on the technical screening criteria (TSC) defined in the Delegated Act on climate change mitigation and adaptation. We understand the European Commission will publish it later this month, whereupon the European Parliament may make full use of its scrutinizing prerogatives under Article 290 TFEU. In advance of its publication, we would like to share with you some of our major concerns regarding the revised draft version of this delegated act. Firstly, it is indispensable that the Taxonomy Regulation takes into account transition at the energy system level and supports the most cost-efficient decarbonisation pathway for each Member State in line with the principle of technology neutrality.
