About Montre 2017

Before 1983, a round of the Japanese Rally Championship held in Gunma has been named as the “ Rallly in Autumn” (Yamabiko meaning Echoing). However, in 1984 to make the rally realise under the support of many rally clubs it has been renamed as “Montree.” During this period, rally has been focused in Gunma Prefecture at the 3 mountains “Jyoumousanzan.” The mountains are mountain, Haruna mountain, and Myogi mountain. “The three famous mountains” (mont tres) has been mentioned on the outside in French has been changed to Latin character as (montres), Finally, the name of Japanese Rally Championship in Gunma Prefecture has been settled as “Montre.” From 1984-2003 Montre has been held every year and has brought many famous rally drivers and at the same time has performed dramatic scenes every year. However, because of the accident in 2003, the event has been suspended from 2004 to 2011. During that time, the reform of rally environment in the prefectural area, safety and management system have been reconstructed. In July 2012, “JAF Japanese Rally Championship Montre 2012 in Shibukawa” has been hosted by Gumna prefecture, Shibukawa city. The following year, 2013 the same big event has been realised at Shibukawa city for 2 days brought back many spectators. Moreover, from 2014 to 2016, to accomplish a high level of rally event, the place has been relocated to “the birthplace of motorsports” or known as Gunma Prefecture Tsumagoi village. The event has been realised as the high speed location at the vast plateau. The new location has satisfied many of the spectators successfully. In 2017, the event area from Tsumgaoi village to the neighbor area, has been extended to Nagano Prefecture Suzaka City. This added the status of rally and the international status of rally. Simultaneously, we are planning to add the Japan Super Rally Series Title to bring the rally event and the rally topic at a higher level compared to last year.

This year we are planning to establish spectator stages which the spectators could be filled with contentment. We, the staff members are looking forward to many entrants and spectators.

Tsumagoi Village

Tsumagoi Village is situated in West Northern part of Gunma Prefecture. On the eastern side is Naganohara Town and Town. Eastern, southern, northern sides are all part of Nagano Prefecture. Mountains excluding the exterior eastern side of the village are the Mount Asama(famous volcano), Yunomaru, Mount Azuma, Mount Shirane, an altitude of 2000m and is Japan’s great divide. In the center of the village from west to east runs the Azuma River. Most of the villages are scattered in this basin. Its geological features are mostly humus soil of volcanic tuff is most suitable for growing vegetables on the plateau. The cabbage grown in this region’s plateau is top number one nation-wide. Tsumagoi village is on a plateau, the climate is cooler all year round an average of under and above 8C degrees. Especially, the temperature is very volatile during one day. Mainly the temperature is best in summer outnumbering Karuizawa as a summer resort.. Now, the Asama plateau’s whole area is in the spotlight of villa ground. And for motorsports, Tsumagoi is known as a birthplace of the Japanese motorsports culture. The Asama volcano road race for motorcycle started in 1955 and the one of the oldest race track was opened in 1957 for research and development of the Japanese motorcycle and car manufactures. After motorcycle races, the track became a common venue for rally cars. Datsun’s Safari preparation continued till the mid ‘70s and Mitsubishi develop the cars at same time for the Southern Cross Rally. A part of the track still remains as a village heritage. In 2009, Tsumagoi motorsports promotion organization was founded by Tsumagoi mayor,Tsumagoi Commerce and Industry Association and Toursim office around the village. A part of the road used on the Asama race in 1955 is a liason and Asama race track is a special stage for the 2017 edition of Rally of Tsumagoi.

New target and new organisation for Montre 2017

Gunma, a place where rally “Montre” is most actively held in Japan is solely attracted as Japanese Rally Championship within the metropolitan area. It is an event admired by rally competitors nationwide. The event is managed by under the support of regional self-governing body, regional residents, police, and government authorities. This year, Japan Motorsports Association (JMA) will support the overall event. AG Members Sportsclub Hokkaido will be in charge of the International Status Sports Division, Johshu Autoclub will be in charge of Domestic Status Sports Division, NPO corporation MOSCO will be in charge of the Sports Management Administration. Then, management director will be chosen from Hokkado and Kanto area and will establish “Montre 2017 in Tsumagoi Event Organization Committee.” Highlighting Tsumagoi, the committee will try to make this rally event an exciting for the participants, a fun and an attractive event for the spectators.

Montre, as the Japanese Rally Championship the most closest to the metropolitan area collects most of the spectators. Last year, there were 25,000 people at the spectator stages and rally park in 2 days. This year, we would like to present to the spectators how even more fantastic the rally is. We are planning within 2 days the spectator area at Palcalll Tsumagoi Resort, a walking distance of Omae-Suzaka special stage. Also, a powerfull highspeed rally car running through. We are planning to organise many of the companies and local vendors booths at the rally park in Tsumagoi village and hope to satisfy many of the children, the demonstration rally in one day. This year, we have started “Premium spectator area package.” Currently, we are planning a special spectator area and other special plans so please look forward to it. Please come to Tsumagoi village this year!

Those who wish to take part of the International Rally of Tsumagoi must send the enclosed entry form, duly completed to the rally permanent secretariat by FAX or E-mail prior to the closing dates. Number of Entrants Accepted The maximum number of entries is 90 including jointly run national rally. The Organiser reserves the right to refuse entries in accordance with Article 74 of the International Sporting Code. The Organiser will notify those whose entries have not been accepted within eight days of its receipt. In case of the number of received application exceeds maximum number of entries, the Organiser reserves the right to decide which entries among the non-priority drivers will be accepted. The organiser notifies those whose entries have not been accepted immediately after entry closure. Overseas competition license holders must have a written authorisation to compete from ASN or to obtain its stamp on their entry form.

Eligible Cars for Japan Super Rally series 4WD: the ones which comply Chapter 4 of the 2017 FIA Regional Rally Sporting Regulations or the ones comply 2017 JSR regulations. 2WD: the ones which comply Chapter 4 of the 2017 FIA Regional Rally Sporting Regulations or the ones comply 2017 JSR regulations.

This entry fee includes two crew IDs, meals, a rental recce car, a hotel room for crew on the night of 09th and 10th JUN 2017 at Palcall Tsumagoi resort hotel (HQs hotel)

Test drive A road in Tsumagoi will be provided for test drive from 10:00 to15:00hrs on 08 JUN (THU) 2017. The registration on the entry booklet / order form must be sent to the rally permanent secretariat with the entry form. The registration fee for the official shakedown is JPY20,000.

Official Shakedown Official shakedown will run on Summy SSS in reverse 17:30-19:30 09th JUN (FRI) 2017. Maximum three passes for each crew. Those who wish to participate, The registration must be done on the entry booklet / order forms at the time of entry. The registration fee for the official shakedown is JPY10,000.

Team course car / Pace note crew (JSR only) A team course car/pace note crew per a competing car is authorised under the following conditions. The registration must be done on the entry booklet / order form. The registration fee for the team course car/ice note crew is JPY30,000. ・ Two passengers at least (up to the capacity) ・ The car must be equipped with towing eyes and towing cable /rope must be ready to use. ・ Cut off time for the course car entering into the stages is 60 mins prior to the first car start time. ・ Pace notes exchange points will be notified on a communication.

Service Registration Service vehicle(s) must be registered with the service registration form and the form must be sent to the rally permanent secretariat with the entry form. The registration fee for the 1st service vehicle is JPY15,000 including five IDs for service crew. The registration for the 2nd service vehicle is JPY10,000 including two IDs for service crew. Service crew ID with no service vehicle is JPY2,000 / person Note: All those registration fee do not include hotel rooms and meals.

Only the service vehicles are authorised in the service park. Other team vehicles must be parked in the designated area outside the service park. A vehicle servicing more than two rally cars must declare the rally permanent secretariat at the time of entry.

The following room rates for Palcall Tsumagoi resort on the nights of 9th and 10th JUNE will apply for registered service crew. The service crew who wish to stay at Palcall Tsumagoi resort must book the rooms through the rally permanent secretariat in advance.

The amount is payable in Japanese Yen (JPY) only. All transfer expenses / bank fee shall be borne by the competitors. No cheques will be accepted. The entry will only be accepted if accompanied by the total entry fee.

Refunds Entry fees will be refunded in full in the following cases : (1) where an entry is not accepted (2) where the rally is not held The Organiser may refund 50% of the entry fee to those competitors who, for reasons of' force majeure' (duly certified by their ASN), were unable to compete in the event.

Insurance

All competing vehicles registered outside Japan must be covered by Japanese compulsory automobile third party liability insurance (Jibaiseki) and by a third party injury and property insurance policy effective throughout the event. Competing vehicles registered outside Japan and their crews are covered under insurance policies held by the organiser, and its contract details are listed below. (figures in USD are based on the exchange rate of USD1 = JPY120)

Special Stages Special Stage spectator liability insurance: 1) Death cover - up to JPY100,000,000 (approx USD833,000) 2) Hospitalisation - JPY7,500 per day (approx USD62/day) (Maximum 180 days from the day of the incident) 3) Outpatient treatment - JPY5,000 per day (approx USD41/day) liaison Third party injury and property insurance for competing vehicles on Road Sections: 1) Death/Injury cover - unlimited 2) Property damage cover - up to JPY5,000,000 (approx USD41.000) (includes cover on Special Stages) 3) Passenger cover - up to JPY5,000,000 (approx USD41,000) The maximum number of days of coverage for hospitalization for passengers is 180 days from the day of the accident. The maximum number of days of outpatient treatment for passengers is 90 days within 180 days from the day of accident.

This insurance arranged by the organiser will be in effect from the start of the rally until the finish of the rally or until a crew's retirement/exclusion from the rally. All team vehicles, even though they may bear plates issued by the organiser, are not considered to be official competitors in the event and are therefore not covered by the organiser's insurance.

Competing Vehicle registered in Japan All competing vehicles registered in Japan must covered by additional third party insurance that policy valid for rally competition ,which must be arranged by the competitors themselves or by the rally permanent secretariat. The insurance must cover at least: Death/Injury cover: more than JPY20,000,000 Property damage cover: JPY2,000,000 Passenger cover: JPY10,000,000 (JMRC Mimaikin can be used for Passenger insurance)

Competitors who wish to arrange the insurance through the rally secretariat must apply at the time of entry. The application form for the insurance can be downloaded from the rally website. The following personal accident insurance cover for service crew and team members other than the competing crew may be purchased through the Organiser : 1) Death cover - up to JPY100,000,000 (approx USD833,000) 2) Hospitalisation – JPY5,000 per day (approx USD41/day) The maximum number of days of hospitalization and outpatient treatment for passengers is 180 days in total, from the day of the accident.

Advertising and Identification

On Windows Advertising is permitted on the body of the vehicle including the roof. Advertising on upper part of the front windowscreen is prohibited, with the exception of, on overseas-registered vehicles. A strip on the upper part of the front windscreen that may contain advertising of a maximum 10cm (for permitted vehicles), and rear window that may contain advertising within the 8cm height from the top or bottom of the window.

Optional Advertising Competitors who accept the Organiser's optional advertising must reserve spaces on their vehicles, as indicated in Appendix 7.

Alcohol and Tobacco Advertising There are no restrictions advertising on competing vehicles or team uniforms in Japan, including ones on alcohol or tobacco

Rally Plates and Competition Numbers The Organiser will provide the rally plates and competition numbers in accordance with Article 18 of the 2017 FIA Regional Rally Sporting Regulations and those must be affixed as specified in Appendix 7, before it is brought to Scrutineering and must be in place and visible for the duration of the rally. A fine of JPY54,000 will be imposed for any breach of this regulation.

Tyres

Tyres Road legal tyres under Japanese law are permitted.

Scrutineering Venue, Schedule and the equipment

Scrutineering for JSR will be held at the scrutineering area in Palcall Tsumagoi resort from 09:00 to 11:00 on 09th JUN(FRI) 2017

The marking/sealing of turbochargers (if applicable) , gearboxes and differentials will take place at scrutineering in accordance with a schedule on a communication.

Mud Flaps Mud flaps which comply with Article 252.7.7of Appendix J of the FIA International Sporting Code may be fitted to competition cars

Windows/Nets The use of silvered or tinted films on the side and rear windows is authorised in accordance with Article 253.11 of Appendix J of the FIA International Sporting Code.

Crew’s Safety Equipment The crew must wear homologated crash helmets, racing overalls under wears, gloves, shoes, balaclaves and FHRs (such as HANS) in compliance with Appendix L Chapter III of the FIA International Sporting Code. All those clothes and the equipment must be taken to the scrutineering.

Noise Level Temporary imported cars must comply with noise level regulations of the country the cars registered. Cars registered in Japan must be compliant with Article 3 of Road Transport Vehicle Act.

Special National Requirements The use of Radio is not permitted.

Specific requirements Competing car must be equipped with first aid kit, emergency smoke candle, red signal right, towing lope, two reflective triangles and OK/SOS sign in A3

Fuel

The permissible lead content of fuel allowed in Japan is 0g/litre based on the JIS K2255 examination procedure. Only re-fuel is allowed at the designated petrol stations on the road books after pre-event scrutineering till the end of the rally.

Reconnaissance

Reconnaissance is held on 09 JUN (FRI) under the organiser’s control for the competing crew. Recce registration at Rally HQs 14:30-20:00 08th JUN (THU) or 05:45-07:00 on 09th JUN (FRI) 2017 Recce card and car identification will be issued at Recce registration. Refer to Appendix 2 on the supplementary regulations for detailed Recce Schedule. Only Recce car provided by the organisers is authorised for Recce. Recce tyres must be the original fitted with the provided cars. A spare tyres on board or similar can be used in case of flat. The pick up procedure of Recce car will be announced on a communication. Recce identification must be displayed during the Recce. Crews are authorised to drive a maximum of two times over the route of each special stage. For reconnaissance purposes, any stage / any part of stage used more than once during the rally is considered a single stage / a single part. During reconnaissance, competitors must comply strictly with the road traffic laws and any further requirements of the organiser as published in the Supplementary Regulations or in the bulletins. At all times, the safety and rights of other road users must be respected. Officials may monitor the behaviour of competitors on the reconnaissance route using visual, electronic, photographic or video methods. All offences will be reported to the stewards who may impose penalties that may go as far as refusal to start. Speed limits as signposted on all roads used during reconnaissance must be observed. Failure to comply will result in a penalty to be applied by the Stewards according to Article 20.2 of the 2017 FIA Regional Rally Sporting Regulations.

Official Shakedown

Official shakedown will run on Palcall SSS in reverse 17:30-19:30 09th JUN (FRI) 2017. Maximum three passes for each crew. Those who wish to participate, The registration must be done on the entry booklet / order forms at the time of entry. The registration fee for the official shakedown is JPY10,000. Official shakedown will run accordance with 2017 FIA Regional Rally Sporting Regulations 29. 1. Official shakedown will run with marshaled start / radio point /finish under the special stage regulation. 2. Stage times on the official shakedown will be published. 3. Only the registered crew are allowed to participate. 4. The participating crew must wear all the necessary safety equipment for the rally. 5. The participating car must be scrutineered and sealed before hand. 6. In case of brake down during the shakedown, he work can be carried out only in the service park with permission from scrutineer. 7. The crew themselves must be present at the start ceremony even their car is being repaired.

Service park / Rally park

The service park is situated at the Palcall Tsumagoi Resort parking area 1400km above sea level.

Due to the weather condition, Please be alerted to prepare appropriate clothing and that the service tent would not be blown by strong winds because there may be times when the temperature drops, thunder lightening during the evening, and cold strong winds even in the mid June.

The service park is not sealed parking area. Please take extra care when using jacks and axle stands.

The service space per rally car is 5m x10m. In case of registering an addition of 2nd service car please add 2.5m x 10m. (Regarding service car registration, please refer to this guide book on page 10)

There are no trash cans at the service park so kindly take the garbage home.

JSR lounge

JSR lounge will be open in the rally park for the competitors and team members, team guest and sponsors. Free access pass will be provided to all the JSR competing crew (two pass / car). Other pass (valid for Saturday and Sunday) can be purchased at JPY7,000 per pass up on request. More details will be on an information. Light meals are provided during lunch time / soft drinks and snacks all the day through. Opening time 10th JUN(SAT): 08:30-17:00 (Lunch 11:30-14:00) 11th JUN(SUN): 07:00-16:00 (Lunch 11:30-13:00)
