1. Introduction
This report has been completed by Boobook Ecological Consultants approved by the Commonwealth Department of Sustainability, Environment, Water, Population and Communities (DSEWPaC) in writing on the 28th of June 2011.
The field surveys were conducted by a team of ecologists lead by Craig Eddie, approved by DSEWPaC in writing on the 31st of March 2011, Principal Ecologist for Boobook Ecological Consultants.
2. Site Context
Condabri North comprises 11RP213931, 61BWR143, 62BWR741 and 63BWR138 and is a 1064ha aggregation of properties that is located approximately 3 km east of Miles in southern inland Queensland. Condabri North is situated within Provinces 27 (Barakula) of the Brigalow Belt Bioregion. The property is accessed via the Warrego Highway which borders its northern side, and Old Cameby Road which borders its southern side. Condabri North lies within PL267. Previous land use on the property has been agricultural, primarily grazing of domestic livestock. The majority of native vegetation on the property has been cleared, however, large remnants and advanced regrowth patches are present on the ridges associated with 63BWR138. Narrow riparian strips have been retained on some watercourses and young regrowth of Acacia spp. is extensive. Most of Condabri North consists of flat to gently undulating plains derived from weathered sandstone. The eastern extremity is located on plateaus and low sandstone hills to undulating plains. Three broad soil types can be found on the properties. The central region contains bleached sands over mottled, yellowish brown or brown and red clays. These are texture contrast soils (chromosols/ sodosols and kurosols), with a shallow, mainly sandy surface (acidic or alkaline). The soils on the ridges in the east are very shallow, gravely, red soils and shallow, gravely, texture contrast soils. These include skeletal soils (mainly rudosols) which are shallow stony loams derived from sediments. The south western corner of the property aggregation contains gently undulating to flat plains, with bleached sandy soils over mottled yellow or grey clays. Mapped soil types in this area include skeletal soils (mainly rudosols), alluvial- deep sands/texture contrast soils (chromosols, sodosols and kurosols) and moderately deep to deep sands/loams. Several unnamed watercourses are present on the flat to gently undulating plains, and on the west facing slope of the ridge on 63BWR138. The closest weather station to the site is Roma, with a climate consisting of yearly average temperatures ranging from a maximum of 34.1 in January to a minimum of 3.9 in July. The annual rainfall of Roma for 2010 was 582.5mm, with the highest rainfall occurring in February (90.3mm) and the lowest occurring in July (24.2mm). A preliminary broad-scale assessment of the property was presented in the report “Assessment of Existing Terrestrial Ecological Values: Gas Processing Facility Sites” (BAAM, 2009).

3. Methodology
3.1 Desktop and Literature Review
Sources used to obtain information for the desktop and literature review are as follows: . Nature Conservation Act 1992 (NCA) Protected Species Lists . Environmental Protection Biodiversity and Conservation 1999 (EPBC) Protected Matters Search Tool . Geosciences Australia Waterways mapping . Department of Environment and Resource Management Regional Ecosystem version 6.0b digital GIS layer . Department of Environment and Resource Management Wildnet database . Department of Environment and Resource Management Referrable Wetlands database . Queensland Herbarium HERBRECS database . Queensland Museum database . Hando and Hando (1997). Data searches were conducted using a 2km buffer for the EPBC Protected Matters Search Tool and 2.5km buffer for the NCA (Wildnet) search around the approximate centre point of the property.
3.2 Field Survey
Scouting surveys were conducted in general accordance with BioCondition – A Condition Assessment Framework for Terrestrial Biodiversity in Queensland – Assessment Manual – Version 2.1 (BioCondition Manual) (Eyre et al, 2011) and the Methodology for Survey and Mapping of Regional Ecosystems and Vegetation Communities in Queensland (Neldner et al, 2005).
3.2.1 Vegetation Community Survey
General baseline botanical surveys were undertaken to describe dominant flora and vegetation community structure throughout the survey site. Botanical surveys were consistent with the quaternary level of data collection as described in Methodology for Survey and Mapping of Regional Ecosystems and Vegetation Communities in Queensland (Neldner et al, 2005).
Vegetation community polygons were confirmed, mapped and identified in accordance with Queensland Regional Ecosystem (Biodiversity Status) and EPBC Threatened Ecological Community criteria. Areas of remnant vegetation were clearly distinguished from areas of regrowth vegetation that does not satisfy remnant regional ecosystem or EPBC Threatened Ecological Community criteria.

3.2.2 Habitat Survey
Habitat surveys were conducted within each Vegetation Community Survey location within the aforementioned Vegetation Community Area. A range of habitat features, such as log abundance, hollow tree size class and abundance were noted.
3.2.3 Threatened Flora and Fauna Survey
‘Threatened’ species are those listed under the Environment Protection Biodiversity Conservation Act 1999 and the Nature Conservation (Wildlife) Regulation 2006.
Targeted Flora and fauna searches were undertaken within the vicinity of a Vegetation Community Survey/Habitat Feature plot where the field ecologists deem the given area to be of sufficient potential value to a Threatened species to warrant such a search.
Targeted Threatened species surveys may have been conducted in additional locations based on incidental field observations of high quality habitat or identification of distinct ecological features through preliminary review of mapping and other background information for the property aggregation.
3.2.4 Exotic Flora and Fauna Survey
Environmental and declared pest (as defined by the Land Protection (Pest and Stock Route Management) Act 2002) populations were noted and abundance recorded at the time of the survey.
3.2.5 Disturbance Survey
Evidence of disturbance at each Vegetation Community/Habitat Feature plot was recorded for type, severity and estimated time of most recent occurrence. The recording of disturbance was also conducted at opportunistic sites where appropriate.

4.1.1.8 Wetland Ecosystems
Internationally significant wetlands that were identified through desktop analysis (EPBC Protected Matters Search) include a Ramsar listed wetland known as Narran Lake Nature Reserve. This wetland has been assessed as having a low risk of impact during operation as it is located 500km downstream (over 450km south west) of the proposed discharge location (see Volume 5, Attachment 17 of the APLNG EIS, Aquatic Ecology, Water Quality and Geomorphology Impact Assessment).

4.1.2 Nature Conservation Act
4.1.2.1 Listed Flora
No flora listed as endangered, vulnerable, near threatened or least concern was identified within the search area containing Condabri North. Ten species of least concern flora were recorded for the search area (Appendix B).
4.1.2.2 Listed Fauna
No fauna listed as endangered or vulnerable was identified within the search area containing Condabri North. One species of near threatened fauna (Table 8) and one species of least concern fauna was recorded for the search area (Appendix B).

4.1.3.1 Endangered Regional Ecosystems
All endangered regional ecosystems identified during the desktop analysis (using the DERM RE version 6.0b GIS layer) and their description can be found below in Table 9.

11.9.5 Acacia harpophylla Open-forest dominated by Acacia harpophylla and/or and/or Casuarina Casuarina cristata (10-20m) or Acacia harpophylla cristata open-forest with a semi-evergreen vine thicket understorey. on fine-grained Open-forest dominated by C. cristata is more sedimentary rocks common in southern parts of the bioregion. A prominent low tree or tall shrub layer dominated by species such as Geijera parviflora and Eremophila mitchellii, and often with semi-evergreen vine thicket species is often present. The latter include Flindersia dissosperma, Brachychiton rupestris, Excoecaria dallachyana, Macropteranthes leichhardtii and Acalypha eremorum in eastern areas, and species such as Carissa ovata, Owenia acidula, Croton insularis, Denhamia oleaster and Notelaea microcarpa in south-western areas. Melaleuca bracteata may be present along watercourses. Occurs on fine-grained sediments. The topography includes gently undulating plains, valley floors and undulating footslopes and rarely on low hills. The soils are generally deep texture-contrast and cracking clays. The cracking clays are usually black or grey to brown or reddish-brown in colour, often self mulching and sometimes with gilgai microrelief in flatter areas. Some texture contrast soils are shallow to only moderately deep.

11.7.2 Acacia spp. woodland Monospecific stands of Acacia spp. on lateritic duricrust. forest/woodland on Cainozoic lateritic duricrusts. Scarp retreat zone Acacia shirleyi and or Acacia catenulata usually predominate the woodland to low woodland to low open-forest tree canopy (7-12m high). Occurs on scarps and adjacent tops and slopes of dissected tablelands, mesas and buttes formed from chemically altered sediments and duricrusts. The soils are shallow to very shallow lithosols with surface stone and boulders. The vegetation is often growing in pockets of shallow lithosol soil between bare rock

present, including Eucalyptus exserta, E. panda, E. curtisii, Corymbia trachyphloia and Acacia blakei. Occurs on shallow soils often associated with natural scalds on Cainozoic lateritic duricrusts and sometimes lithosols derived from quartzose sandstone.
11.7.7 Eucalyptus fibrosa Eucalyptus fibrosa subsp. nubila predominates and subsp. nubila +/- forms a distinct but discontinuous open-forest to Corymbia spp. +/- woodland canopy (22-25m high). E. crebra often co Eucalyptus spp. on dominates or be locally dominant, particularly on Cainozoic lateritic lower slopes. Also includes areas with Corymbia duricrust citriodora as a codominant. Other frequently occurring sub-dominant tree species include Corymbia trachyphloia, E. apothalassica, E. sideroxylon, Acacia shirleyi and Callitris glaucophylla. There is usually a low woodland mid layer dominated by Acacia spp. or sometimes Allocasuarina luehmannii and Callitris endlicheri. Scattered tall shrubs may occur, but rarely form a prominent layer. There is usually a moderately dense, low shrub layer developed with a variable floristic composition. The ground layer is open to moderately dense and dominated by grasses. Occurs on low hills and ranges formed from deeply weathered sediments. Soils are usually shallow (< 30cm deep) uniform sands with stone or rocks covering much of the ground surface.
11.5.1 Eucalyptus crebra, Eucalyptus crebra and/or E. populnea +/- Callitris glaucophylla, Angophora leiocarpa +/- E. woollsiana (in south of Angophora leiocarpa, bioregion) dominate the woodland (to open- Allocasuarina woodland) canopy. A low tree layer dominated by luehmannii woodland Allocasuarina luehmannii +/- Melaleuca decora +/- on Cainozoic Callitris glaucophylla +/- C. endlicheri is usually sandplains/remnant present. 4.2 Field Survey
Field surveys were conducted on 10th December 2010, 16th to 17th December 2010, 27th to 28th January 2011 and 25 th March 2011. These field surveys were conducted by a team of ecologists lead by Craig Eddie, the Principal Ecologist for Boobook Ecological Consulting. The results of these surveys have been summarised below. 4.2.1 Matters of National Environmental Significance
Field survey results concerning MNES (protected under the EPBC Act) such as threatened ecological communities, listed flora, listed fauna, migratory species, weeds and pest fauna can be seen below.
4.2.1.1 Threatened Ecological Communities
No examples of any Threatened Ecological Communities identified within the desktop assessment (Table 1) were observed at Condabri North during the field scouting.
4.2.1.2 Listed Flora
No flora listed under the EPBC Act 1999 were detected during the field survey. No suitable habitat was identified for any of the species identified within the EPBC Protected Matters Search Tool.
4.2.1.3 Listed Fauna
No fauna listed as threatened under the EPBC Act 1999 was detected during the field survey. Potentially suitable habitat was confirmed during the field survey for six EPBC listed fauna. Of the 30 species of non-native plant recorded during the field survey at Condabri North, two species are listed as Class 2 pests under the Land Protection (Pest and Stock Route) Act 2002, these being Opuntia tomentosa and O. stricta. Both species occur throughout Condabri North in low abundance. The record of Buttonweed Diodia teres from Boobook field site CNI181 represents the first collection of this species in Queensland. Buttonweed was subsequently found at one other site on the property, this being CNI214. It was uncommon at both locations.

4.2.2.1 Listed Flora
Approximately 174 species of native flora were recorded during the field survey at Condabri North. No species of flora scheduled as endangered or near threatened under the Nature Conservation Act 1992 was recorded. One species listed as vulnerable was recorded (Table 15). Gonocarpus urceolatus was detected at 29 survey sites (Figure Two) at Condabri North most (24) of which are located on the crest or slopes of the ridge on 63BWR138. G. urceolatus was found in a wide range of habitats ranging from remnant and advanced regrowth woodland (REs 11.7.2, 11.7.4, 11.7.5 and 11.7.7) to cleared paddocks dominated by grasses and lacking woody vegetation. Individual populations ranged from tens of thousands of individuals to single plants.

A pea, Zornia sp., was collected from Boobook field site CNI221. This specimen was submitted to the Queensland Herbarium but was unable to be identified to species level, hence, it cannot be confirmed whether or not this specimen represents the near threatened Z. pallida. The number of individuals at the collection site, which is a clearing dominated by Melinis repens pasture, is less than 10. According to the Queensland Herbarium, the genus Zornia is currently undergoing revision and positive identification of this specimen cannot be made until this revision is completed. Targeted searches were undertaken for other NCA scheduled threatened flora, including Blake’s Spike-rush Eleocharis blakeana and Red-soil Woolly Wrinklewort Rutidosis lanata, however, none were detected. 4.2.2.2 Listed Fauna
No fauna scheduled as endangered, vulnerable, rare or near threatened under the Nature Conservation Act 1992 was identified during the field survey at Condabri North. However, potentially suitable habitat was recorded for 14 species that are listed in Table 16 below.

4.2.2.3 Other Significant Flora and Fauna
Fauna of regional conservation significance recorded during the field survey included Grey- crowned Babbler at Boobook field sites CNQ49, CNQ50, CNQ51, CNI181 and CN219. This species was identified as being of regional significance within the APLNG EIS (see Volume 2 Gas Fields, Chapter 8, Terrestrial Ecology).
No significant invertebrates were recorded during the field survey, however, intensive targeted searches have not been undertaken. The Dulacca Woodland Snail Adclarkia dulacca has been recorded from vegetation similar to that which occurs on ridges at

63BWR138. This species is pending listing as Endangered under the EPBC Act 1999. Further survey should be undertaken for this species when disturbance is planned in this area.
Flora of significance recorded during the field survey included two species of Type A Restricted Plant, these being Kurrajong Brachychiton populneus at Boobook sites CNQ47, CNQ50, CNI211, CNI214 and CNI219 and Forest Grass Tree Xanthorrhoea johnsonii at Boobook field site CNI188.
Several flora were recorded that are represented by relatively few collections in the Darling Downs pastoral district (Herbrecs data). The record of Goodenia disperma represents only the third collection for this pastoral district, and the record of Cucumis melo subsp. agrestis is the first collection of this subspecies for the pastoral district. Several other species are represented by relatively few collection records for the Miles area including Lobelia andrewsii, Glossostigma diandrum, Homoranthus melanostictus and Polygala linariifolia. All of the aforementioned species are well known and documented for the broader region (e.g. Hando and Hando 1997) and the paucity of database records for these species in the Miles area is likely to represent a lack of collection effort rather than genuine rarity.
4.2.2.4 Endangered Regional Ecosystems
No endangered regional ecosystems were identified during the field survey. A mapped polygon containing a mix of regional ecosystems (including the endangered RE 11.9.5 as a subdominant component) on 62BWR741 was consisted entirely of RE 11.5.1 (refer to Boobook field sites CNQ47, CNI181 and CNI182).
4.2.2.5 Of Concern Regional Ecosystems
No Of Concern regional ecosystems were identified during the field survey.
4.2.2.6 Not Of Concern Regional Ecosystems

Characteristic scalds on deeply genera include Calytrix spp., Hakea spp., Kunzea weathered coarse- spp., Micromyrtus spp., Acacia spp., Melaleuca spp. grained sedimentary and (in the ground layer) Triodia spp. Often scattered rocks or fringing emergent tree species are present, including Eucalyptus exserta, E. panda, E. curtisii, Corymbia trachyphloia and Acacia blakei. Occurs on shallow soils often associated with natural scalds on Cainozoic lateritic duricrusts and sometimes lithosols derived from quartzose sandstone.

11.7.7 Eucalyptus fibrosa Eucalyptus fibrosa subsp. nubila predominates and subsp. nubila +/- forms a distinct but discontinuous open-forest to Corymbia spp. +/- woodland canopy (22-25m high). E. crebra often co Eucalyptus spp. on dominates or be locally dominant, particularly on lower Cainozoic lateritic slopes. Also includes areas with Corymbia citriodora duricrust as a codominant. Other frequently occurring sub- dominant tree species include Corymbia trachyphloia, E. apothalassica, E. sideroxylon, Acacia shirleyi and Callitris glaucophylla. There is usually a low woodland mid layer dominated by Acacia spp. or sometimes Allocasuarina luehmannii and Callitris endlicheri. Scattered tall shrubs may occur, but rarely form a prominent layer. There is usually a moderately dense, low shrub layer developed with a variable floristic composition. The ground layer is open to moderately dense and dominated by grasses. Occurs on low hills and ranges formed from deeply weathered sediments. Soils are usually shallow (< 30cm deep) uniform sands with stone or rocks covering much of the ground surface.

4.2.2.7 Regrowth
Low shrubby regrowth of Acacia spp. (e.g. A. ixiophylla, A. spectabilis and A. leiocalyx) is extensive on the cleared parts of 11RP213931, 61BWR143 and 62BWR741, and smaller areas of 63BWR138. These areas have been stick-raked after previous clearing events, hence, cover for terrestrial fauna (e.g. logs) has been reduced. Stick-raked piles of logs are still present in some parts of 62BWR741 and 63BWR138 which provide shelter sites for small fauna, particularly reptiles. Areas of Acacia regrowth provide useful cover for woodland birds (e.g. fairy-wrens, thornbills, pardalotes, grey fantail and grey-crowned babbler). Mature trees (mostly Eucalyptus elegans) have been left standing throughout most cleared areas. Few of these trees are old enough to contain hollows, however, they are useful for fauna as roosting, nesting and foraging sites. Few trees with significant hollows were recorded, however, several examples were noted between Boobook site CNI217 and CNI219.
Areas of more advanced regrowth of Acacia shirleyi, A. aprepta and Eucalyptus fibrosa occur on the elevated areas of 63BWR138. Such areas of regrowth are very dense and are from 4- 8m in height. These patches are functioning as woodland and are utilised by a wide range of birds (e.g. Eastern Yellow Robin, Grey Shrike-thrush, White-eared Honeyeater) that typically inhabit remnant habitats. Areas of regrowth on the ridges have also not previously been stick-raked, hence, a large amount of ground debris (e.g. logs, fallen bark, sticks and leaflitter) is present.
4.2.2.8 Sensitive Areas
The ridges on 63BWR138 contain the highest flora diversity on the property and are also likely to be provide the most significant habitat for some fauna groups e.g. woodland birds and reptiles. The vegetation on the ridges is connected to other large vegetation remnants (and advanced regrowth) on land parcels to the east and south, hence, has useful regional corridor values. The field survey demonstrated that the ridge contains small, but nonetheless locally significant areas including, but not limited to, the following:
small rock pavement areas (e.g. Boobook site CNI288b); rocky outcrops with cavities and ledges (e.g. Boobook sites CNI188, CNI189, CNI202, CNI203, CNI286); areas of Acacia triptera shrubland (e.g. Boobook site CNI285); areas containing populations of the vulnerable herb Gonocarpus urceolatus particularly on the western slopes of the ridge.
Values and condition of regrowth and watercourse vegetation are detailed in sections 4.2.2.7 and 4.2.3 respectively. In terms of overall biodiversity values, the most significant vegetated parts of the watercourses are as follows:

A strip (up to c. 110m wide) of Eucalyptus elegans +/- E. chloroclada woodland in the northern section of 11RP213931 approximately between 222000E 7047683N and 222738E 7047620N (e.g. Boobook site CNI222, CNI225 and CNQ51); A strip (up to c. 150m wide) of Eucalyptus elegans +/- E. chloroclada +/- E. populnea woodland in the southern section of 62BWR741 approximately between 223677E 704576N and 224278E 7046140N (e.g. Boobook site CNI181, CNI182 and CNQ47).
4.2.3 Wetland Ecosystems
Several minor watercourses (stream order 1 and 2) are present on the property. Woodland vegetation associated with these watercourses has been entirely cleared in some parts of the properties, and retained as a narrow fringe elsewhere. Most watercourses on the site have highly erodible soils, with many examples of bank slumping and undercutting observed (e.g. Boobook sites CNQ51, CNI211, CNI220 and CNI222) which has affected fringing vegetation in some places (e.g. fallen trees in watercourse channels). Flora associated with the canopy and shrub layers of vegetation fringing the watercourses is typical of that occurring on land zone 5 in the district. The ground layer vegetation, however, is generally in poor condition and is frequently dominated by exotic plants, especially red natal grass Melinis repens, African Lovegrass Eragrostis curvula, Buffel Grass Pennisetum ciliare, Green Panic Megathyrsus maximus and Mayne’s Pest Verbena aristigera.
No significant wetlands are associated with these watercourses. No large waterholes are present and but small ephemeral pools and puddles were observed. Some aquatic flora was noted in wet depressions within watercourses e.g. Monochoria cyanea and Glossostigma diandrum at Boobook site CNI217.
Several earth dams are present (e.g. Boobook site CNI181a and site CNI219) which provide additional but highly localised habitat for aquatic flora and fauna. No springs, swamps or gilgais were observed and no other wetland types were identified during the field survey. The property contains no referrable wetlands identified by DERM (Appendix C).
4.2.4 Disturbance
Existing disturbances on the property include substantial areas of cleared land. The entire property has been grazed and a very small part of 63BWR138 has been previously cultivated and cropped. Numerous internal vehicle tracks and fence lines are present throughout. Other infrastructure associated with grazing is present including a homestead, sheds, stock yards and dams. A high pressure gas pipeline bisects parts of 61BWR143, 62BWR741 and 63BWR138.
5. Recommendations
Where possible infrastructure should be sited in existing clearings and avoid clearing of remnant vegetation. Where there is no reasonable alternative to siting proposed infrastructure in non- remnant vegetation, clearing should proceed in accordance with relevant statutory conditions.

Infrastructure placement should especially avoid the vegetated parts (including remnant and advanced regrowth) of the ridges on 63BWR138. These ridges have identified significant microhabitat features, including (but not limited to) areas of rock pavement and rock cavities. They also contain populations of the vulnerable Raspwort Gonocarpus urceolatus and contain habitat likely to be utilised by several threatened fauna. More detailed targeted surveys for threatened species should be undertaken for any infrastructure to be placed within remnant vegetation and advanced regrowth on the ridge on 63BWR138. Surveys should especially target the herb Gonocarpus urceolatus, Dulacca Woodland Snail Adclarkia dulacca and threatened species of reptile (e.g. Yakka Skink, Brigalow Scaly-foot and Dunmall’s Snake). Surveys for threatened reptiles should be in accordance with the “Survey Guidelines for Australia’s Threatened Reptiles” (DSEWPAC 2011). Regrowth should be retained wherever possible especially to provide cover for fauna occurring within the cleared parts of the property, and to assist with providing watercourse buffers and vegetated linkages between remnants on the property. Clearing of vegetation along watercourses should be avoided where possible, and existing crossings should be utilised for positioning of linear infrastructure. Where unavoidable, clearing or other disturbances should be limited to that which is in accordance with applicable regulatory approvals. Any clearing of remnant vegetation or advanced regrowth should be undertaken in a manner to allow escape of mobile fauna. A fauna spotter should be engaged prior to and during construction to identify potential habitat features of significance to fauna (e.g. large hollow logs and hollow trees) including within existing clearings Where possible clearing of Type A Restricted Plants should be avoided.
