MINISTERIAL STATEMENT Achievements of Queensland Police Force; Attack by Queensland Police Union against Minister for Police Hon. W. A. M. GUNN (Somerset—Deputy Premier, Minister for Public Works, Main Roads and Expo and Minister for PoUce) (10.10 a.m.), by leave: Mr Speaker Opposition members interjected. 5632 12 April 1988 Ministerial Statement Mr SPEAKER: Order! The Minister has been given leave by the Pariiament to make a ministerial statement. That statement will be heard in silence. Mr GUNN: Eariier this moming I tabled in this House the annual report of the Police Department covering the year to June 1987. While I will leave honourable members to digest the report for themselves, I believe that some of the force's achievements deserve highlighting because of their beneficial impact on our society. As the report points out, issues affecting policing are under investigation by the commission of inquiry into possible illegal activities and associated police misconduct. The correct position on specific or overall aspects of areas under scmtiny cannot be ascertained until after the completion of the report by the commission of inquiry. I acclaim the praiseworthy efforts of each good and honest police officer who has acted in the interests of the people and served our community in such a noble fashion. In particular, the force achieved its objectives in the areas of increasing the clear- up rate in serious assaults, increasing drink-driver detection, reducing road fatalities and cutting road casualty accidents. Road fatalities were cut by 14 per cent, casualty accidents were reduced by 7 per cent and drink-driving detections rose by 9 per cent. I believe that all three are directly attributable to the success of the RID program, which has been one of the outstanding road safety initiatives of this Govemment. The police also succeeded in raising the clear-up rate in serious assaults by 4 per cent to 81 per cent. Although the general crime clear-up rate remained constant at 52 per cent, it is still an excellent result when considered on a national basis. This result was achieved despite a 6 per cent increase in general crime. Future major developments which the Police Department is examining include upgrading of computer and communications capacities and instaUation of a computer- assisted dispatch system in the new police headquarters. I inspected such a system in Munich. It will greatly expedite the deployment of police in response to reports of crime or other incidents. The department is also investigating the use of cellular radio and the installation of computer terminals in police vehicles. '/Ir Burns interjected. Mr GUNN: I know that members of the Opposition do not like to hear this. While the annual report is essential reading for those who want a factual account of policing in this State, the main purpose of my statement this moming is to condemn the Queensland Police Union for its totally unwarranted and unfounded attacks on this Government and myself, as Minister for Police. Perhaps the antagonistic stance by union officials towards the Govemment has been occasioned by their short memories or by their not readily taking to change. Certainly the police union's action in eliciting some vote on my standing is not new. I understand that some time ago their counterparts in Western Australia passed a motion of no confidence in their Police Minister—to little avail. To place the matter in perspective, I remind those who have an antagonistic attitude towards me and this Govemment of my achievements and aims as Minister for Police. Since taking over this portfoUo in Febmary 1986, I have overseen the following initiatives— • Introduction of the RID campaign in August 1986 in conjunction with the Minister for Transport at that time, Mr Don Lane. • Introduction of a new Dmgs Misuse Act, giving Queensland some of the toughest measures in the nation to fight illicit dmgs, which was opposed by the Opposition. Ministerial Statement 12 April 1988 5633 • The allocation of 200 extra police in the 1986-87 Budget, compared with previous annual increases of about 100. • The obtaining of an extra $10m in capital funding in 1986-87 for new police facilities as well as provision of some $60m in the special capital works program for a new police headquarters building, which was opposed by the Opposition. • The introduction of computerised fingerprint retrieval in Queensland in April 1987 as part of a national system. This involved expenditure in excess of $ 1.5m. • In May 1987, this Govemment instituted the Fitzgerald commission of inquiry, largely at my instigation, which, in the medium to long term, must benefit both our police force and the public it serves. As I have moved among the police, I have leamt that, despite adverse odds, they will protect the people of this State. These are the men and women who stand for us in the front line of defence against violence and intimidation, injustice and wrong-doing. We may be assured that members of the police force, both uniformed and plain clothes, will not let anarchy take over. Their dedication and commitment to the cause of the people are too great. I do not intend to allow policemen to be demoralised by improper news reporting and by a distortion of the facts. This Govemment and I as Police Minister are championing the cause of a tme and honest police force to protect and serve the people, and efforts are being made to see that this State returns to national morality. I will not allow attempts to discredit our police or discredit them from doing their job to the best of their ability. The Acting Commissioner, his commissioned officers and all other members of the police force as they properly carry out their swom duty have the support of this Government and myself There should be nothing done to reduce public faith in the police or to decrease effective law enforcement. Therefore, this Government, with me as the Police Minister, shall not hesitate, for fear of criticism, to improve our police force. Mr Burns: Why didn't you make those statements on Sunday? Mr GUNN: We know who criticises the police! I believe that it is reasonable to assume that, in the wake of the Fitzgerald inquiry, this Govemment will be furnished with a report which advocates substantial change to the ways in which the Queensland police force operates and is administered.

Abstract: Anthony Downs public choice theory proposes that every rational person would try to meet their own desires in preference to those of others, and that such rational persons would attempt to obtain these desires in the most efficient manner possible. This thesis submits that the application of this theory would mean that public servants and politicians would perform acts of corruption and maladministration in order to efficiently meet their desires. As such action is unavoidable, political parties must appear to meet the public demand for accountability systems, but must not make these systems viable lest they expose the corruption and maladministration that would threaten the government’s chance or re-election. The thesis demonstrates this hypothesis through a study of the history of the public sector in Queensland. It shows that all governments have displayed a commitment for accountability whilst simultaneously ensuring the systems would not be able to interfere with government control or expose its flaws.   • National Parks and Sand Mining
    Paul Stephen Sattler OAM M.Nat.Res.; B.App.Sc.(Rur.Tech.) Paul has a lifetime of professional experience in nature conservation. He was the principal architect in doubling Queensland’s National Park estate in the 1990s whilst working with the Queensland National Parks and Wildlife Service (QNPWS). Paul initiated and guided the comprehensive description of Queensland’s bioregional ecosystems and the assessment of their status, a vital planning tool for conservation and natural resource management. He was directly involved in the development of a range of State and national conservation policies and has a particular interest in rangeland conservation and sustainable management. After leaving the QNPWS, Paul formed his own specialised eco-consultancy business and was principal author of the National Land and Water Resources Audit’s terrestrial biodiversity assessment of Australia, the first detailed assessment of biodiversity at a range of scales nationally. He grew up in a beekeeping family and learnt a practical appreciation of nature and is now once again, an apiarist. Having completed a degree in Applied Science (Rural Technology) in 1971 at the University of Queensland, Gatton College, he went on to gain a Masters degree in Natural Resources at the University of New England, Armidale. Paul has been awarded a Medal of the Order of Australia for his services to biodiversity conservation. Dedication To my daughters, Seola Anne and Melita Louise. Thomas Alfred Hiley was a member of this House for 22 years, which—it deserves to be said—is a very lengthy period of service for a member of the Queensland Legislative Assembly.

    401 Frank Nicklin and the Coalition Government, 1957-1968 by Brian Stevenson Presented to a meeting of the Societi;, 27 April, 1989 Coalition governments are Queensland's political past and future. As the three major parties prepare for the 1989 state elections, none of them has a strong chance of winning government in their own right. If no party wins the numbers to govern alone, a conservative coalition government seems the most likely outcome if Queensland is not to enter an Itahan-style era of unstable administrations, minority governments and frequent elections. This paper examines the coalition governments that ruled Queensland during the most tranquil decade of its recent political history — the Nicklin governments of 1957 to 1968. It concentrates on the relationship between the two conservative parties during Frank Nicklin's stewardship. Many times, Nicklin and his calming influence would prove the most important element in keeping the relationship on an even keel. When he came to power in 1957 after the Labor split, Nicklin, although the most senior member of the government side, had had no experience in government. He was elected to Parliament on the day in 1932 when the conservative coalition of Arthur Moore was defeated at the polls. But Nicklin, as well as having seen the disastrous results to the Labour party when it failed to suppress the discord within its ranks, had experienced the full frustrating and erratic history of coalition co-operation during a quarter of a century in opposition. The conservative coalition forged by Arthur Moore under the label Country-Progressive Nationalist Party (CPNP) lasted one term in opposition, but after they were annihilated at the polls in 1935, disintegration was swift.

ABSTRACT The central question posed in this thesis is why has the Queensland model of workers' compensation been so enduring? The legislation remained largely intact from 1916 until 2001, with the exception of the years from 1996 to 1998. This was so despite the fact the central feature of a state-controlled monopoly that underpinned this model was always potentially divisive in line with the variances between liberal-conservative traditions and social-democratic ideals that subsisted in broader political culture. In addressing this question of longevity, this thesis explores the capacity of an initially contentious piece of legislation to draw strong support from former opponents, and the argument is put forward that it is best explained through the development and operation of a policy community that fostered a shared set of core values relative to broad workers' compensation policy preferences.
