The offer was unconstitutional because on 10 July 1899, the Premier made it in response to a request from the Commandant and senior officers of the Queensland Defence Force that ‘in the event of war breaking out in South Africa the Colony of Queensland could send a contingent of troops and a machine gun’. War was not declared until 10 October 1899. Under Westminster government conventions, the Commandant’s request for military intervention in an overseas war should have been discussed by the elected legislators in the House. However, Parliament had gone into recess on 24 June following the Federation debate. During the critical 10-week period, the politicians were in their electorates preparing for the Federation Referendum on 2 September 1899, after which Parliament would resume. -

Speech By Robert Skelton MEMBER FOR NICKLIN Record of Proceedings, 1 December 2020 INAUGURAL SPEECH Mr SKELTON (Nicklin—ALP) (11.18 am): I would like to begin by acknowledging the First Nation people on whose land we meet: the Turrbal people. I also acknowledge the Kabi Kabi people, whose land I am honoured to speak of in this place, and I pay my respects to their leaders past, present and emerging. I was born an Army brat and spent my early life travelling around the country with my family and sister Cassandra as my father, Robert, served. My mother, Yvonne, also imbued in me a sense of duty and honour, so in 1995 after finishing school in Townsville I joined the Navy so that I, too, could serve my country. My naval career saw me serve as a boatswain’s mate on HMAS Swan, HMAS Canberra and HMAS Ipswich. I later had an educational posting at the gunnery range at HMAS Cerberus. In 2002 I transferred to RAAF Base Amberley to train as an aviation firefighter. I then served at RAAF Base Tindal. My time in the services taught me the importance of comradeship, teamwork, improvisation and a love of, and duty to, country. During this time my wife, Rachel, and I had a young family. I have three beautiful children: Brandt, Delaney and Jamison. All three were born thousands of kilometres apart in Cairns, Frankston and Katherine respectively. I also had the good fortune of adopting Ray and Sandra Hubbard and John and Julie Aldous as parents somewhere along the way. -

Abolition of the Upper House Community Engagement – Updated 27 March 2001 THE ABOLITION OF THE UPPER HOUSE IN QUEENSLAND INTRODUCTION Unicameral legislatures, or legislatures with only one chamber, are uncommon in democracies. It is usually considered that two chambers are necessary for government, and this is the case for the United Kingdom, Canada (at the Federal level) and the United States (Federally, and for all states except Nebraska.) However, some countries, usually small ones, are unicameral. Israel, Denmark, Finland, Luxembourg, Sweden, and Greece have only one chamber. All the Canadian Provinces, all the Malaysian States and some of the Indian ones, including Assam, are unicameral. Other single-chambered legislatures in the Commonwealth include New Zealand, Ghana, Cyprus, Sierra Leone, Tanzania, Uganda, Malta, Malawi, Zambia, Gambia, Guyana, Singapore, Botswana, Zimbabwe and (Western) Samoa. In Australia, the Federal Government has two chambers, as do the governments of all the states, except Queensland. At its separation from New South Wales in 1859, Queensland had two houses of Parliament, the Legislative Assembly and the Legislative Council. But in a move unique in Australian history, the Legislative Council abolished itself. EARLY DAYS OF THE LEGISLATIVE COUNCIL, 1860-1890 Queensland, separated from New South Wales in 1859, was the only colony to have a Parliament from its inception. When the Parliament of Queensland was first promulgated in 1860, there were two houses of Parliament. The first members of the Upper House, the Legislative Council, were appointed for five years by the Governor of New South Wales, so that Queensland would not be left permanently with nominees from the Governor of another colony. -

Commonly known as the Tokyo trial, Tokyo tribunal, or Tokyo IMT, the IMTFE brought Japan’s wartime leadership to justice for aggression, crimes against humanity, and war crimes committed during World War II. Using rare sources in three languages from public and private collections in eight countries, this dissertation presents a multi-perspective experiential history of the IMTFE in operation. By placing the court in a distinct international moment that produced the United Nations, the Nuremberg trial, the Genocide Convention, and the Universal Declaration of Human Rights, among other outgrowths of global community, this work explores the IMTFE as both a groundbreaking judicial undertaking and a pioneering multilateral institution. Other scholars use overly reductive and judgmental constructs based on outside-looking-in perspectives to assess the court’s legal or moral legitimacy without appreciating or detailing its nuance and complexity. This dissertation prefers an inside-out view to explain the trial, not judge it. It describes the IMTFE as a collective endeavour and experience behind the scenes. Chapters review the personal, emotional, administrative, logistical, legal, political, and global dimensions of internationalism in action. -

7. The Pizzey–Chalk interlude, 1968 With the retirement of Frank Nicklin as Premier in January 1968, the Queensland Parliament entered a period of turbulence and uncertainty. Nicklin had been the leader of the Country Party continuously since June 1941, accumulating a total of 26.5 years at the helm. He had been Premier for 10.5 years and had governed the state competently and conscientiously. He had stamped his own personal integrity and probity on the character of the government and had quietly maintained a guiding hand over the cabinet and party room. In the Parliament, he was uniformly held in high regard not only by his own Country Party colleagues but by his Coalition partners and members of the opposition. He had maintained a sense of decency in the Assembly that was recognised by friend and foe alike. At the time of his retirement, Nicklin had attained many parliamentary achievements, not the least of which was the general acceptance of the Coalition parties as the natural parties of government. He had also, perhaps more conscientiously, sustained the Country Party as the dominant party in the Coalition despite consistently polling fewer votes than the largely urban-based Liberal Party. Nicklin’s retirement at seventy-two years of age was not exactly a surprise; it had been expected for some time. His health and energy were waning and he had spent some weeks in hospital during the final months of his record- breaking premiership. It was widely believed that Nicklin had hung on to the job for so long simply to beat the previous record of Labor’s Forgan Smith as the longest-serving premier (Forgan Smith had served 10 years and three months). -

DF CRISAFULLI (Mundingburra—LNP) (Minister for Local Government) (10.52 am): Madam Speaker, I thank Her Excellency the Governor for the speech she has delivered to parliament. My presence in this place is the result of many and varied contributions over the years. I want to start today by placing on record my thanks to some of those people. I am here because a middle-age Italian man made a decision in 1960 to head to North Queensland, leaving behind his loving family for a year, to work in a field cutting cane. I am here because a first-generation Australian and his young migrant bride made countless sacrifices to educate a bright young girl who would later become my mother. And I am here because of the incredible support of my wife, Tegan, and children Georgia and Nicola, who have always supported their dad. Tegan did not fall in love with a journalist, a councillor or a member of parliament; she married her high school sweetheart, and she has stuck by me through a series of demanding careers. Every day I remind myself how fortunate I am. But I am also here for other reasons. I am here because of a strong country upbringing which taught me that people matter. I am here because of the discipline I received at Canossa Primary School and Gilroy Santa Maria College in my home town of Ingham. I am here because of the skills I learned working in the media—an often criticised but valuable pillar in our great democracy. -

Abstract: Anthony Downs public choice theory proposes that every rational person would try to meet their own desires in preference to those of others, and that such rational persons would attempt to obtain these desires in the most efficient manner possible. This thesis submits that the application of this theory would mean that public servants and politicians would perform acts of corruption and maladministration in order to efficiently meet their desires. As such action is unavoidable, political parties must appear to meet the public demand for accountability systems, but must not make these systems viable lest they expose the corruption and maladministration that would threaten the government’s chance or re-election. The thesis demonstrates this hypothesis through a study of the history of the public sector in Queensland. It shows that all governments have displayed a commitment for accountability whilst simultaneously ensuring the systems would not be able to interfere with government control or expose its flaws. Jobs and management of the economy were dominant themes in the election campaign. New electoral boundaries and three tropical cyclones also framed the context for the election. • Under the banner of ‘Keep Queensland strong’, Labor primarily campaigned on creating 100 000 new jobs, maintaining its record spending on infrastructure and developing a football stadium on the Gold Coast. • The LNP campaigned on ‘Change for a better Queensland’ and proposed to apply a three per cent funding cut to public sector spending, maintain two children’s hospitals in Brisbane, and implement a $726.9 million infrastructure investment program. • Pre-election polling indicated a tight finish with the LNP ahead 51–49 on a two-party preferred basis. However, despite a 4.7 per cent (first preference) swing against Labor, the Government was returned with 51 of the 89 seats. Bligh became the first female to be elected Premier in Australia.
