D.T.P. — REFUSE PERMISSION FOR THE FOLLOWING REASONS z—

1. The proposed dwelling would be out of scale with its immediate neighbours and would thereby appear unduly dominant and out of place in the local scene to the detriment of the character and setting of the existing development. 2. The proposed house would unduly intrude into the aspect of the adjoining dwellings and would reduce privacy in their respective curtilages to an unacceptable level.

3. The proposed development would attract more vehicular movements to and from the site via an unmade and infrequently used access which is ill— suited to deal with vehicular traffic and which emerges onto the busy traffic route Greensward Lane in close proximity to the junction with Pluntherow Avenue. The latter is already a difficult junction to negotiate because of the alignment of the two roads, road levels and a railway bridge: further (vehicular) slowing, turning, and crossing movements in this section of Greensward Lane could not fail to cause more confusion and additional traffic hazards at this point.

4. The proposal if permitted would create a precedent for additional development on or adjacent to the site of 6 Greensward Lane which would impinge further on the amenities and privacy of the existing residential properties and aggravate highway conditions in Greensward Lane.

5. The proposed development would be prejudicial to achieving a satisfactory development or re—development of both the application site and the curtilage of 6 Greensward Lane, and the possibility of achieving a more satisfactory means of access to the sites from the made up public highway to the east, Broad Close. in the opinion of the local planning authority no re—development, more intensive, or new development should be permitted unless or until a more adequate and safer means of access can be provided together with a more satisfactory disposition of buildings.

The application seeks permission to demolish an existing one--bedroomed bungalow and erect a substantial 4—bedroomed house with an attached annexe with a separate bedroom, bathroom, kitchen and living room for occupation by elerly relatives. Access to the site is via an unmade grassed strip of land also serving No.6, a bungalow occupied by a single person. The access is very rarely used by vehicles and it is probably fortunate that this is so because of its position relative to the junction of Greensward Lane and Plumberow Avenue.

The proposed house would be set on slightl higher ground than the existing properties in Greensward Lane, which would in my view be unduly dominated and overlooked by the development.

If any new development, or re—development, is to take place at all in this location I take the view it should be in accordance with a comprehensive scheme embracing the complete curtilages of 6 & 8 Greensward Lane with access from Broad Close which lies to the east.

At the time of writing this report the comments of the County Surveyor had' S not been received, I will report his observations verbally at the meeting.

Set out below is a summary of the representations received from adjoining residents.

16 Greensward Lane — overpowering development. — adverse effect on privacy, light and views. — access unsuitable and would be a traffic hazard.

20 —"— — overlooking. — intrusion into aspect. — loss of privacy.

D.T.P. — GRANT PERMISSION SUBJECT TO:—

1. Permission is hereby granted for a temporary period expiring on 31st December 1984. On that date the caravan shall cease to be used for any purpose and shall be removed from the fan.

2. The caravan shall only be used for the purposes applied for, viz, as a rest room, lunch room and toilets for the benefit of persons employed in agriculture at Newhouse Farm. The caravan shall not be used for any other purposes or by any other persons without the prior consent in writing of the local planning authority.

NOTE:

The applicant has taken on two youths under the ITS Scheme and would like to use a caravan formerly occupied by him and his family to provide a rest room, mess room, and a toilet facility for these staff. The current term of the YTS Scheme ends in March but the applicant anticipates retaining the assistance of at least one of the youths after this date. The applicant and his family no longer require the use of the caravan for residential purposes as planning permission has been given for a farmhouse which is now virtually compieted.

000007 The farm is Involved in calf fattening and growing foodstuffs, although few livestock have been teared in recent months whilst the house has been under construction and some of the farm buildings used for the storage of building materials. I am Informed by the applicant that he has 65 head of cattle ordered for the early part of next year and intends to also raise pigs. The available arable land is under cultivation.

In the present circumstances and based on the information provided by the applicant I am inclined to recommend permission for a one year term only and if Members agree I would further recommend that the applicant is informed that the Council is unlikely to grant a renewal of the permission and that he should look to providing such facilities in the future either by adapting part of the existing outbuildings or, if necessary, erecting a suitable extension as I feel the caravan should not become a permanent feature on the site.

5. ROC/772/83 GREAT WAXERING

Extend existing permission to site mobile home for elderly parent. 77 Barling Road, Great Wakering. Mr. T.A. }layzer, 77 Barling Road, Great Wakering.

7. Notwithstanding the provisions of Article 3 and Schedule 1 of the Town and Country Planning General Development Orders 1977 to 1981k no development shall take place within the area coloured blue on the plan returned herewith without the prior consent in writing of the local planning authority.

8. The proposed dwelling,+ and any other structures, caravans or buildings, whether of permanent or temporary nature, shall not be connected to any form of foul drainage, existing or proposed, other than a cesspool constructed within the application site without the prior consent of the local planning authority.

NOTE:

Since 1982, Members have granted planning permission for various residential properties on land between Nos.8 and 18 St. Thomas Road. This application is for a dwelling on the only remaining plot, that of No.9 which originally formed part of the large side garden of the bungalow No.8.

-9- 000012 The site is somewhat smaller in frontage than plots 11/12, 13/14 and 17, but nevertheless the design, overall appearance and siting is compatible with the adjoining properties and will complete the street picture.

The siting of this proposed dwelling, in respect of other existing properties and those recently approved or under construction, is shown on the composite plan which Members have been shown on previous occasions.

The occupier of No.8 has written saying there are no objections to the proposal. Whilst to date the Director of Health and Housing has not formally made his observations, there is no doubt that he is concerned, as he was with the adjoining proposed dwellings, that connection is not made to

the existing foul drain which runs through the rear garden. -.

A condition specifically precluding connection to this drain and requiring an individual private cesspool to be installed within the site, has been included as for the adjoining plots. It is possible that a temporary residential caravan or builders' site hut will be required on the site, although an application has yet to be submitted but nevertheless the suggested condition should ensure that no connection to this existing foul drain is made, whether on a temporary or permanent basis.

Outline planning permission for a dwelling on this site was granted on 1st December 1982 under ROC/438/82 but this application is for full planning permission, not connected with the outline permission.

12. ROC/8l5/83 RAYLEIGH

Extend opening hours to 10.30 p.m. The Inn Plaice, 6 Ilambro Parade, Rawreth Lane, Rayleigh. Daphne Friedlander, 6 Hambro Parade, Rawreth Lane, Rayleigh.

2. No sales shall take place from the premises and the shop shall be closed promptly at 10.30 p.m. each weekday.

NOTE:

Members will recall that planning permission for a change of use from a wool shop to fried fish shop was allowed on appeal by the Secretary of State in 1982, who imposed three conditions. Apart from the standard condition requiring commencement of the use within 5 years, he also imposed a condition regarding the provision of adequate ventilation and fume extraction. The third condition restricted the hours of opening from 12 noon to 9.00 p.m.

-10- S The shop has been open for several months and one or two complaints were received regarding smells but since the original fume extract system was replaced, no further complaints were received regarding smells.

Another complaint was that the shop did not close promptly at 9.00 p.m. and that food was served up to 20 minutes later. This was explained by the applicant, who said that he always ceased cooking by 9.00 p.m. but sold any remaining chips he had left.

Members will recall that planning permission was recently granted for a rear extension to the shop for food preparation subject to several conditions and the applicant now seeks permission to keep the shop open at night more in line with other fish shops and the nearby off licence.

At the time of writing only two replies have been received in response to the 19 letters sent to adjoining residents. The occupier of No.51 Hullbridge Road, who moved into the property only 4 months ago, objects on the grounds of smell. The previous occupier also objected originally but dropped his objections follaiing the installation of the second extract system.

The Director of Health and Housing will, of course, be supplied with copies of any letters received regarding smell or disturbance but at present confirms that he has not received any complaints in recent months regarding the fish shop.

One oEher nearby resident, on the corner of Rawreth Lane and Lubbards Close, has verbally objected to the proposal on the grounds of smell, litter and disturbance and considers that too few residents were notified (19) for this application, in comparison to the 97 who were consulted about the original change of use. Such a large number of consultees was not, however) considered necessary in the light of the absence of complaints received in recent months.

Nevertheless, in order that the situation can be monitored, it is suggested that the change of use is permitted for a period of one year subject to prompt closure at 10.30 p.m., which would mean that frying ought to cease before that time.

Whether the suggested conditions are complied with properly, or whether nuisance from smell, litter etc. increases due to the later opening hours, would be taken into consideration when the application comes before the Committee for renewal or permanent permission in 1985.

There are no town planning objections in principle to the erection of bungalows on this site, each of the two plots being 9.475m. (3l'O") wide. However, the design of each bungalow features a garage which projects 5 metres (16'S") in front of each dwelling, in order to permit a lounge, two bedrooms, a bathroom, utility room and kitchen to be accommodated. As a result of this particular design the overall length of the bungalows are such that they will extend beyond the rear walls of the adjoining development.

Although this overhang is unlikely to affect the amenities of either adjoining dwelling, any further extensions to the bungalows will need to be carefully designed to prevent any adverse effect occurring. Once occupied, such extensions codid normally be carried out without planning permission, since such development, up to 70 cubic metres, would fall within the category of development permitted by Article 3 and Schedule I of the Town and Country Planning General Development Orders 1977 to 1981. For this reason a conditon has been suggested which removes such permitted develpment rights, making it necessary for planning permission to be applied for in respect of future extensions to each dwelling.

D.T.P. — REFUSE PERMISSION FOR THE FOLLOWING REASONS:— 1. The proposed building, by reason of its block form and two storeyed elevations, the alignment and disposition of the roofs and prominent gable ends, would be totally out of harmony and scale with the block form and elevations of the group of bungalows of which the proposed dwelling would form part and would introduce a disruptive element to the detriment of the character and appearance of the Street.

2. The disposition and type of dormer windows, particularly on the eastern side of the dwelling, would result in overlooking to an unacceptable degree of the windows of the adjoining bungalows to the detriment of amenities and loss of privacy to the occupants of that dwelling.

NOTE:

This site adjoins the east boundary of the Pooles Lane recreation ground and forms part of a larger site upon which, until a year ago, a pair of large semi—detached bungalows existed. The other half of the site to the immediate east has recently been re—developed with a large bungalow. Between the application site and the Halcyon Caravan Park several other residential properties exist, all of which are fairly low—ridged bungalows. Thus, first impressions of this small pocket of residential land in Pooles Lane when approaching from Hullbridge is that of a small group of bungalows of similar form and siting.

The proposed dwelling is TTt_shaped, the leg of the 'T' fronting onto Pooles Lane, with the bar of the 'V lying transversely across the site, both legs being joined by a smaller and lower—pitched roof section. Both legs or elements of the dwelling are two—storey, of chalet type, with dormer windows facing both side boundaries and front and rear.

The applicant apparently requires a large dwelling to accommodate relatives as welt as his immediate family, hence the five bedrooms and two living rooms. The larger of the living rooms is at first floor level at the rear with a balcony overlooking the river and a certain amount of sympathy is felt for the applicant in that the design of the dwelling, from a practical point of view, is beyond serious criticism and is obviously ideally suited to his needs.

The site is very wide being nearly 60 feet and the proposed building would not be cramped within the site, adequate isolation space being provided around the dwelling and the block form of the building shown on the submitted block plan is satisfactory.

If the dwelling had been submitted as a bungalow, even with larger proportions on plan, there would be little or no objection from a town planning point of view. However, it is the two—storeyed element of the design which would introduce a block form into the street scene which would be totally out of harmony with the form and scale of the adjoining bungalows, even though the difference in ridge heights is quite small.

The alignment and disposition of the roofs together with the prominent gable end would make the property out of scale with the neighbouring bungalows, whilst the dormer windows on the eastern side would give rise to serious overlooking problems of the windows of the adjoining bungalow.

The reason for the recommendation of refusal is, therefore, not connected with the design of the dwelling itself but the inappropriateness of it on this particular site.

Members may be aware that the Secretary of State recently reversed, on appeal, a delegated decision to refuse the conversion to a large chalet, of the bungalow within the curtilage of the Halcyon Caravan Park bpt the Secretary of State did not feel that this particular bungalow related closely enough to the group of bungalows to warrant upholding the Council's refusal.

The present application site, however, does relate extremely closely to the adjoining bungalow recently built and to the group of bungalows as a whole. The views of the adjoining occupier have not been sought in view of the main reason for refusal of this application.

15. ROC/53l/83 RAYLEIGH

Outline application to erect horticultural buildings and lay out car park. Bedloes Corner, Rawreth, Rayleigh. Mr. S.R. Staddon, 9 Kingswood Crescent, Rayleigh.

The proposed use of this prominent site as a horticultural nursery would detract from the character and appearance of the Green Belt.

NOTE:-

The application site is owned by Rochford District Council and is encompassed by Church Road, the Old Chelmsford Road and Chelmgfor4 Road (A130). The land is at present grassed and an income is gained from cutting hay by licence.

a —14— w 000017 The applicant seeks to use the site for that of a horticultural nursery and has written a covering letter in support of his proposal. He states that 1-xe would like to erect several greenhouses or tunnels for the growing of plants and that the buildings would be screened by shrubs and trees around sections of the site where deemed necessary. Be states that both he and his wife lived in Rayleigh for many years and whilst they have been on an Essex County Council waiting list for a email—holding, that they have been unsuccessful to date. Due to the low agricultural value of the soil on the site, tunnels or glasshouses are required to ensure horticultural production but some farm gate sales are envisaged. The applicant advises that such sales should not be confused with that appertaining to a Garden Centre.

The following observations have been received from consultees:—

Chief Executive, Essex County Council — consulted under paragraph 19 procedure, does not object but recommends that planting be carried out around the boundaries of the site.

County Surveyor — does not object subject to the imposition of five condition8.

Both the Engineering Section and the Director of Health and Housing do not object to the proposal.

Despite new planting within the highway verge along the eastern boundary, the site remains extremely exposed and any new building would therefore be very prominent and would detract from the appearance of the area. The western and southern boundaries possess high hedgerows but the southern boundary hedge would need to be reduced to im. (3'3') in height to meet the requirements of the County Surveyor.

I have given the applicant's proposals much consideration but whilst I am sympathetic towards his intentions, I am of the opinion that this site would not be suitable for a horticultural use within this part of the Green Belt because of its exposed nature and that a less obtrusive site should be sought.

Since making this recommendation the Director of Town Planning has had discussions with the Director of Legal Services and it may be that satisfactory control over the number and use of any buildings and structures to be erected on the site could be achieved through covenants and conditions in a long lease of the land if that method of disposal were considered, in place of the usual freehold sale.

Furthermore, the proposal would prejudice the replacement of the oak tree the subject of Tree Preservation Order No.26/83 which was felled without the necessary consent of the local planning authority.

A previous application for a detached houses on this land was refused by the Council ROC/590/82 and became the subject of an appeal. The appeal was dismissed principally on the grounds that the house design and layout was unacceptable and the site included Green Belt land. The Inspector, however, saw no reason why that part of the site allocated for residential use should not be developed and felt that a plot of 9m. (30') width was adequate.

The current application seeks to overcome the previous objections by omitting the Green Belt land and a revised house design located on a similar building close to the existing properties in the road.

The appeal application sought to build a dwelling further back into the site to enable an existing oak tree to be retained. Following the appeal decision the applicants arranged for the oak tree to be felled and notwithstanding action by the Council by the issue of a Tree Preservation Order, the tree was felled. Arising from this action the Council has authorised the prosecution of each and every person responsible for the breach of the Tree Preservation Order and the necessary notice to be served requiring the planting of a tree of a size and species as close as possible to the tree that was felled. (Minute No.553).

In the new application the applicants show an intention to plant a new oak tree on the site frontage.

The appeal decision and the unauthorised felling of the oak tree make this a difficult case to determine but taking all factors into account I feel it would be wrong to grant permission for the development proposed as it would prejudice the planting of a replacement tree in a similar position to the one that was felled. Furthermore, notwithstanding the appeal decision I still consider that the proposal will produce a cramped form of development which will be out of character both with the site and the existing development in Woodlands Road.

Local residents have been notified of the application and all responses received so far express objections to the new proposal. I will report a summary of all representations received at the meeting. V

The Management Team reminded the Committee of committed and uncommitted schemes setting out the programme on an appendix to the agenda. £128,000 of Improvement Grants and £60,000 of Insulation Grants were moved to the committed column and £200,000 shown as an uncommitted sum for the purchase of aged persons properties for resale, in priority after Insulation Grants.

13. CAPITAL PROGRAMME 1983/84 (Minute 476/83) CONTRACT 1018, HAEDWIC1C HOUSE, RAYLEIGH

The Director of Health & Housing reported that because of the need for completion before the end of the current financial year, the Chief Executive had exercised his authority under Standing Order 16 to accept the tender of Tilbury Mechanical Services Limited, being the lowest of three tenders submitted at £27,617.73. 14. ROOF INSUlATION GRANTS

The Director of Health & Housing reported that grants were currently available only for dwellings with no roof insulation and that recently he had been obliged to refuse a number of applications where insulation had been found in the roof space. Investigations showed that these applications were generated through door—to—door canvassing by contractors who had not inspected the roof space or had given the applicant the impression that a grant would be available if the insulation material was not up to modern standards. Some residents had paid deposits and were experiencing difficulties in recovering their money. Similar problems had been experienced by many local authorities.

The Government had now announced that it was proposed to extend the scheme as soon as possible making grant aid available for topping up insulation of dwellings which had 25mm or less of existing roof insulation.

Members were concerned at such misrepresentations and suggested an item in the Rochford News to alert the public. (1243)

15. SELECTION OF CONTRACTORS — MAINTENANCE OF COUNCIL DWELLINGS AND CIVIC BUILDINGS

The Director of Health & Housing reported that in accordance with Financial Standing Orders a review had recently been undertaken to select contractors to carry out works of repair, alteration and maintenance to Council dwellings and all civic buildings.

Following public notice, replies were received from 109 contractors and, after enquiries and the taking up of references, the appended list was compiled.

A large proportion of maintenance work had to be completed as a matter of urgency and various contractors had been selected from those included in the Standing Approved List to carry out work of an urgent nature. The contractors currently used for such work were under review and a report would be made to the Committee at a later date. . Health & Housin Services Committee

16. ANNUAL PROGRAMME OF PEE-PAINTING REPAIRS AND PAINTING 1984/85 — COUNCIL DWELLINGS

The Director of Health & Housing submitted the appended report detailing the areas in which pre—painting repairs and painting would be carried out in 1984/85. Members asked various questions which were answered satisfactorily by the Director.

The Committee noted the report of the Director of Town Planning on the progress of a number of contracts and Members questions were answered to their satisfaction. (647)

18. STORAGE OF LIQUEFIED PETROLEUM GASES (Minute 113/83)

The Director of Health & Housing reported on the A.D.C. reply that proposals for extending the flammable gases Regulations to cover L.P.G. used domestically were being discussed by the Health & Safety Commission and that, when the new Regulations were in a more advanced states the local authority associations would be consulted. 19. STRAW AND STUBBLE BURNING — PROGRESS REPORT (Minute 571/83)

The Committee noted the report of the Director of Health & Housing and the letters from Dr Michael Clark MP, the National Society for Clean Air and the National Farmers' Union as appended to the agenda and that the Home Office was currently preparing a draft Model Bye—law to control nuisance and atmospheric pollution from straw and stubble burning. It was hoped that the draft would be circulated early this year. The proposed bye—law might enable District Councils to control the problem such as those experienced in this District and a report would be made to the Committee when further details were available. The Chief Executive reported that the Save—a—Can scheme was inaugurated on 7th December with a collection vehicle and exhibition at Webs ters Way car park and that the publicity campaign continued over Christmas. (240)

25. SHANCRI—LA WEST CARAVAN SITE, P00123 LANE, HULLERIDGE (Minute 32B/B3)

The Chief Executive and Director of Health & Housing reported on new information which had a material bearing on the previous decisions. CounselTs Opinion had been obtained advising of the likely difficulties facing the Council if it attempted to enforce the condition requiring vacation of the site in February and of the rights of the occupiers against the site owner.

Officers were evaluating this new information and invest- igating possible courses of action whilst the residents investigated their own position. It was thought proper to delay enforcement of the Condition until all investigations were complete and to advise the occupiers of the developments immediately so removing their fears that they would be made homeless this February.

Resolved (1) that no action be taken in respect of Minute 328183.

The Director of Health & Housing reported that a stage payment had been requested and made but that the property had been sold before approval of the completed works. The sale meant that the Council was barred from paying the balance and would receive no Government grant toward the stage payment.

REPORT OF THE DIRECTOR OF HEALTH & HOUSING

ANNUAL PROGRANNE OF PRE—PAINflNG REPAIRS AND PAINTING 1984/85 — COUNCIL DWELLINGS

In accordance with Council policy, a proportion of Council— owned dwellings are painted each year on a cyclical basis. Essential repairs are executed prior to painting in order to achieve the maximum benefit from painting. This work is mainly carried out by contractors on behalf of the Council.

Repairs to be executed prior to painting, and problems relating to the painting of all dwellings included in an annual programme, are determined by detailed inspections. The accuracy of information obtained at such inspections is ensured by awarding contracts as soon as possible after pre— inspection. However, it is necessary to undertake many tasks after inspections, but before contracts are awarded, including preparation of specifications and tender documents, selection of contractors invited to tender, consultation with tenants and owners, as appropriate, inspections by contractors, submission and scrutiny of tenders and the preparation of reports.

Having regard to this, Members will appreciate that with the limited technical staff resources available to carry out detailed inspections, it is necessary to spread the workload over a considerable period of time. In order to keep the time between inspections and execution of contracts to a minimum, contractors are invited to tender, and contracts subsequently awarded, on a phased basis throughout the early part of the "painting season". By careful planning it is often possible to advise contractors of the results of one tender before being invited to tender f or a subsequent contract, thereby ensuring that the Council obtains keenly competitive rates. In addition, it is possible to prevent any contractors becoming overcommitted to such an extent that the completion of the annual programme is prejudiced.

In order to achieve high standards of workmanship, it is normal practice to inspect work in progress at each site at least once a day, and in some cases more frequently. The phased nature of the annual programme and the location of contracts in suitably related, geographical units has proved most satisfactory and has enabled work in progress inspections to be carried out without interruption throughout each "painting season". 30. GROVE ROAD OPEN SPACE (Minute 455/83)

The Director of Leisure submitted the appended report. Whilst welcoming and approving the principles, Members felt that the experience gained at the BMX event, next item, highlighted a need for more car parking than the 70 proposed, public toilet facilities and provision for ambulances and coaches together with thought for residents' inconvenienced by loudspeakers and inconsiderate parking.

There was clear case for holding a public meeting to explain the proposals and seek the views of residents.

RECOMMENDED (1) That Phase I as detailed in the report and hliitsis displayed be approved and that it be considered as part of the Draft Capital Programme for 1984/85.

(2) That Phases II and III be deferred for consideration as part of the Capital Programme in future years.

(3) That a public meeting be held to discuss the proposed development preferably by the end of February 1984. (6473) (DL)

31. GROVE ROAD BMX TRACK

The Director of Leisure reported that, after consultation with the Chairman and the Chairman of the Finance and Personnel Committee, he had agreed the exclusive use of the track on 8th January at no charge but subject to the usual conditions covering insurance, etc.

Members thought that the event had been a great success, proving the need for the track but that this very success had brought problems for residents.

RECOMMENDED (1) That the action of the Director of Leisure iii ijieeing the exclusive use of the ENK track on 8th January 1984 be confirmed.

(2) That no special events be authorised on the track until public consultation is completed and a report made to the Committee thereon. (6473) (DL)

32. DOG NUISANCE AT GREAT WAKERING RECREATION GROUND

The Director of Leisure reported on a request from Great Wakering Parish Council that a dog walk area be provided at the above recreation ground and a fence erected around the children's play area.

A Member asked that, to provide more car parking space, consideration be given to moving the children's play area before fencing works were carried out.

RECOMMENDED That a dog walk area be created on the perimeter of Great Wakering Recreation Ground and that the children's play area be fenced. (872) (DL)

33. LAND ADJOINING 64 NELSON ROAD, RAYLEIGH

The Chief Executive reported an application to purchase the I above land of approximately 565 square metres and build on it a detached chalet.

Access to Fairview Playing Field Was adequate and it was unnecessary to retain a large entrance in Nelson Road. Pedestrian access could be maintained within the line of the main drain which ran close to the boundary of 64 Nelson Road. As the land was purchased as part of the playing field, before it could be disposed of, it would be necessary to advertise the proposal formally arid consider any objections.

RECOMMENDED (1) That land having an area of approximately 565 square metres adjacent to 64 Nelson Road be declared surplus to the Council's requirements.

(2) That tenders be invited by public advertisement for the purchase of the land. wa o00050 Leisure Services Committee

(3) That a pedestrian access be maintained from Nelson Road through to Fairview Playing Field.

(4) That1 for the purposes of Regulation 5 of the Town and Country Planning (General) Regulations 1976, permission be sought for the carrying out of the development of this land by the erection of a detached chalet. (10714) (CE)

34. ROC1IFORD FAIR 1984 (Minute 579/83)

The Director of Leisure reported that it was proposed to hold the Fair on one day only although for the same number of hours as the previous two day event and set out suggested entry fees and charges for stalls etc.

The Committee had strong reservations about holding the Fair on only one day believing that spreading the event over two days gave a better chance with the weather and of breaking— even and would allow greater variety in the programme with more involvement of local organisations. It would also present a more attractive proposition for tourists and for visitors from Haltern.

RECOMMENDED (1) That the 1984 Fair be held on two days.

(2) That a further report be made to the next meeting of the Policy and Resources Committee. (5745) (DL & OF)

35. SOUTHEND AND COUNTY WHEELERS CYCLING, CLUB

The Director of Leisure reported that thi8 Club, which had been involved in several Council leisure promotions, wanted their own club room and training facilities and possibly, purpose—built cycling areas.

The Committee agreed that the idea was interesting and worth pursuing.

RECOMMENDED That negotiations continue and the Director of Leisure report again in due course. (131) (DL)

36. MILL HALL -FUTURE DEVELOPMENT (Minute 796/83)

The Director of Leisure reminded the Committee of the four— phase programme of improvements approved at the last meeting and reported that the Council's Quantity Surveyor had, on preliminary sketch plans, estimated the following costs at December 1983 prices including fees.

It was envisaged that Phase I, U and IV might be carried out in 1984/85 and it was expected that, a significant contri- bution could be forthcoming from the brewers.

(2) That provision be made to make a start on the scheme in the 1984/85 Draft Capital Programme and for the remainder in future years' programmes. (6643) (DL & 1W)

37. CAPITALPROGRAMME19S4/85 (Minute 849/83)

The Management Team reminded Members of the current contractual commitments and programmed works.

Members were in agreement that Council policy on the provision of the second access to Clements Hall dictated that this project should be the first priority. It was also accepted that it was common sense to undertake the alterations to the bar while the Phase IV contractors were still on site. The alterations to Mill Hall held the promise of a substantial contribution from the Brewers and of improved income.

The Committee discussed at length the need to delay a start on the Grove Road project given that public consultations were now to take place and that different proposals might well etharge as a result.

As regards the proposal to delete the Hockley Woods Footpath Improvement works from the Programme it was noted that the scheme was being, undertaken by the MSC. RECOMMENDED-— That the Policy and Resources Committee

(1) advised of the contractually committed schemes identified in the agenda;

(2) asked to include the following schemes in the 1984/85 Capital Programme in amended priority order:—

39. RAYLEIGH GRANGE COMMUNITY CENTRE! RAYLEIGH GRANGE COMMUNITY ASS0CWJS?N1

The Director of Leisure reported on a recommendation from the Rayleigh Grange Management Committee that the Community Association be allowed free use of a room at the Centre on one night a week.

Since it was not Council policy to give facilities "free of charge", it was

RECOMMENDED That the Finance and Personnel Committee be requested to consider making a grant to the Rayleigh Grange Community Association to enable them to hire Room 2 every Tuesday evening at a cost of £27.80 in 1983/84 and £195 in 1984/85. (21535) (DF)

40. COUNCIL BALLS — FUNCTION CATERING

The Director of Leisure reported that there could be financial advantage if tenders were sought for the exclusive right to provide Catering Services at Mill Rail, Freight House and Clements Hall Phase IV.

Whilst prepared to consider proposals, Members were concerned that some users would be dissuaded from hiring if they could not provide their own refreshments.

RECOMMENDED That the Director of Leisure seeks proposals from various reputable caterers with a view to offering a catering concession/s at the Council's three function suites, and reports back to a subsequent meeting. (6771, 6643 and 435) (DL) 000053 I

REPORT OF THE DIRECTOR OF LEISURE

GROVE ROAD OPEN SPACE (Minute 455/83)

The Director of Leisure reports that detailed schemes have now been prepared for the proposed Phase I of this project which provides for an access road, car park arid changing accommodation for the playing field. The design has been prepared with a view to incorporating in future phases, a community hail and field studies centre.

Plans are displayed in the Members Room.

Phase 1

(a) Access Road

This will be a private road leading off the end of the adopted part of Grove Road giving access exclusively to the car park.

It is proposed to be a 4.8 metre joint user fully curbed road (no traditional footpath would be provided) in black—top construction. Its size has been determined to allow vehicles to pass but to be such as would discourage parking. It is also proposed that when the Byelaws for the Council's Open Spaces are next reviewed, that a clause be included prohibiting parking on the road.

In an attempt to ensure the safety of users of the area, it is proposed that "speed ramps" are sited at points along its length and that the road be illuminated to Class B Street Lighting standard.

(b) Car Park

The car park will provide approximately 70 spaces and will also be of a black—top construction with illumination. (There is potential if future phases should be developed, to provide for approximately 170 cars.)

(c) Changing Pavilion

A brick built, slate roofed building is proposed which will incorporate within its design and construction, measures to combat vandalism.

It is proposed that thd building will provide 4 changing rooms with toilet and shower facilities, a refereest changing room and a small room which an "attendant/warden" can use as a base.

Provisional estimates have been prepared for Phase 1 incorporating all the above work and fees at £150,000.

Phases II and Ill

(a) Community Hall a The location of a community ball has been shown and the building has been designed to ensure the maximum economy in the provision of common services between Phase I and II. 000055 (b) Field Studies Centre

Provision has also been designed into the scheme for this information and educational centre should the scheme for providing sucha resource in Hockley Woods prove impossible.

Provisional estimates have been prepared for Phases II and III and for increasing the Car Park to its maximum capacity, and these works, including fees, have been estimated at £227,000.

Timetable

If the Committee approve the design of Phase I, a detailed planning application will be made to the 8th March meeting of the Planning Services Committee, and it would be possible, subject to the scheme being included in the 1984/85 Capital Programme, for Phase I to be completed by late Summer 1984.

Public Consultation A number of requests have been received for a public meeting to be convened I to enable local residents to look at and comment on these proposals.

RECOMMENDED:

1. That Phase I as detailed in the report be approved and that it be considered as part of the Draft Capital Programme for 1984/85.

2. That Phases II and III be deferred for consideration as part of the Capital Programme in future years.

3. That a date be determined for a public meeting to discuss the proposed development.
