    BRIEFING Brazil ahead of the 2018 elections SUMMARY On 7 October 2018, about 147 million Brazilians will go to the polls to choose a new president, new governors and new members of the bicameral National Congress and state legislatures. If, as expected, none of the presidential candidates gains over 50 % of votes, a run-off between the two best-performing presidential candidates is scheduled to take place on 28 October 2018. Brazil's severe and protracted political, economic, social and public-security crisis has created a complex and polarised political climate that makes the election outcome highly unpredictable. Pollsters show that voters have lost faith in a discredited political elite and that only anti- establishment outsiders not embroiled in large-scale corruption scandals and entrenched clientelism would truly match voters' preferences. However, there is a huge gap between voters' strong demand for a radical political renewal based on new faces, and the dramatic shortage of political newcomers among the candidates. Voters' disillusionment with conventional politics and political institutions has fuelled nostalgic preferences and is likely to prompt part of the electorate to shift away from centrist candidates associated with policy continuity to candidates at the opposite sides of the party spectrum. Many less well-off voters would have welcomed a return to office of former left-wing President Luiz Inácio Lula da Silva (2003-2010), who due to a then booming economy, could run social programmes that lifted millions out of extreme poverty and who, barred by Brazil's judiciary from running in 2018, has tried to transfer his high popularity to his much less-known replacement.

Since the re-democratization in 1985, Brazil has had 8 direct presidential elections, among which there were two impeachments of the elected president. In this work we characterize the stability of the presidential regime and the periods of rupture analysing the votes that took place in the Chamber of Deputies from 1991 to 2019. We start by measuring the cohesion of the parties and the congress in the votes, quantifying the agreement between the votes of congressmen and observe that there is a stronger polarization among congressmen during legislative periods where there was no im- peachment, referred to here as stable legislative periods. Using clustering algorithms, we are able to associate these polarized groups observed during the stable periods with the opposition to the gov- ernment and government base. To characterize the impeachment of Dilma Roussef that happened in 2016 we analyze how the agreement between congressmen and the government evolved over time and identified, using cluster algorithms, that all the parties belonging to the majority coalition of the president, except her own party and another one, migrated to the opposition just before the impeachment. Our analyses allow us to identify some differences between stable presidential periods and Legislative terms with an impeachment.

    A Co-sponsorship Network Analysis of Caucus Influence in the Brazilian Congress Pedro Fernando Nery ∗ Bernardo Mueller Brazilian Senate University of Brasilia July 15, 2020 Abstract A defining characteristic of the Brazilian Congress is the informal self- organization of legislators from different parties into issue-specific cau- cuses, known as bancadas. Though not official entities and often loosely delineated, these groups many times play central roles in proposing and approving or blocking legislation. Presidents often negotiate directly with the more influential caucuses instead of going through formal political parties. In this paper we use network theory to measure the links be- tween legislators using the co-sponsorship of proposed bills. The analysis identifies and ranks the main caucuses and provides a measure of their influence and power. The networks that emerge from these exercises show that, at least at the level of co-sponsorships, caucuses can provide a bet- ter description of the legislators' behavior and interaction than political parties.     Votes for Populists CODEBOOK Anna Grzymala-Busse Michael McFaul Updated August 2020 1 Introduction The Global Populisms Project at the Europe Center and the Freeman Spogli Institute examines the global surge in populist movements and the consequences for established democratic rules and institutions. As part of the project, we collected data on the electoral performance of populist parties in Europe, Latin America, and Asia. This database provides two major contributions to the study of populism: a comprehensive list of populist parties in three major regions, and complete and up-to-data information on the electoral performance of these parties. The project was sponsored by the Hewlett Foundation. We are grateful to Ben Gardner-Gill, Aliz Toth, and Dawson Verley for their excellent research assistance. 2 Definitions The definition of populism is still a topic of some debate. Under the project's working definition, populism argues that the establishment elites are a corrupt and unresponsive cartel, and that the people need to have their general will represented. This approach is heavily influenced by the works of various scholars, particularly Mudde (2004), as well as Gidron and Bonikowski (2013). For this dataset in particular, parties are coded as populist if programs, elite pronouncements, or citations explicitly refer to: 1. Claims about corrupt elite, elite cartels or obstruction, failure to represent, economic woes as the fault of the corrupt elites, draining the swamp, elite collusion, etc., and 2.
