19-10-2016 Sitrep Floods 1.Pdf (English) Cambodia: Flood and Dam Breaches Humanitarian Response Forum (HRF) Situation Report 2016-10-19 This report is produced by the Humanitarian Response Forum (HRF), a network of United Nations (UN), non-government organizations (NGOs), and international organizations (IOs) engaged in emergency preparedness and humanitarian response in Cambodia. It covers reports of flooding and dam collapse during 14-19 October 2016 Highlights and key priorities • Heavy rainfall in Kampong Speu Province led to Prek Thmout River flooding and collapse of 3 earth bank irrigation reservoir dams • Flooding affected 1193 Households in Phnom Penh Dangkor District adjoining Prek Thmout River (Southern Phnom Penh) • Flooding affected 2216 Households in Kampong Speu • 3 dams on Prek Thmout River have been breached increasing the flood • National Road 3 to Sihanoukville cut due to flooding • Landslides on Phnom Sront • Flooding in Prey Veng leads to road closures to prevent damage to dams • Rainfall has been unusually heavy in Kampong Speu leading to the flooding and dam damage • Banteay Meanchey reported to have short-duration flooding • Kampong Thom Province, flooding in Kampong Svay District form Stung S • Flooding in Prey Veng Province near Kor An Doeuk. 3,409 3 4 230 242 500 Households Dams broken due Provinces affected Households Households received Households Affected by flooding to excessive water by Flood evacuated to Safe Cambodian Red Cross received CRC Hills in Dangkor assistance in Dangkor, assistance in District, Phom Penh Phnom Penh Kampong Speu Situation Overview Heavy rains in October as a result of the Tropical Storm Aere have resulted in floods along the Prek Thmout River which passes to the south of Phnom Penh. The high water levels due to heavy rain in the Aurol Mountain area has casued several earth bank dams to fail, letting the water stored for irrigation in the coming dry season join the already high river levels and cause floods in Kampong Speu and Southern Phnom Penh. Flooding is particularly bad along the Prek Thnout river because the dams along the river failed, it seems that the additional flow from broken dams caused a surge which damaged the downstream dams. The heavy rainfall in Kampong Speu has also caused the National Road 3 to be blocked preventing trucks form getting to the Port at Sihanoukville without lengthy delays. National Route 4 was temporarily flooded but is now reported to be clear again. Landslides have been reported at Phnom Sront mountain in Kampong Speu due to the heavy rains. No reports of casualties or damage other than to forested areas. MoWRAM is attempting to repair the Dangkor Dam which was badly damaged by the overflowing waters. Dams in Kong Pisei, Oral and Samrong Tong districts of Kampong Speu have now been repaired in order to save water for irrigation later. NCDM reports to Phnom Penh Post that 10,000 Ha of rice paddy flooded over 8 provinces, and 3,000 expected to be lost due to water damage. Flooding reported in Kampong Thom, Kampong Svay District from Stung Sen river. Humanitarian Response Forum (HRF) Cambodia Situation Report 04 09 2014 | 2 CHF Zones are reporting on situation as reported by member organisations at field level. zone 3, 6 and 9 report no flood. The remaining zone will report later. Zone 3: Kampong Chhnang & Pursat Zone 6: Kratie, Stung Streng & Ratanakiri Zone 9: Koh Kong & Preah Sihanouk See below for reports received from Dangkor, Phnom Penh - WVI and Kampong Speu – LWD. Map of Flood impact in Kampong Speu Response Response activities are being carried out in Phnom Penh by Cambodian Red Cross and World Vision, and in Kampong Speu Cambodian Red Cross is responding and LWD is attending a planning meeting with PCDM to coordinate response activity. World Vision is planning to respond in Dangkor District of Phnom Penh in coordination with CRC and other actors Humanitarian Response Forum (HRF) Cambodia Situation Report 04 09 2014 | 3 Cambodian Red Cross branches in Phnom Penh Dangkor District have provided a package of Rice, Canned Fish and some tents where necessary to 242 Households in 9 Sangats, and will continue on Thursday 20th In Kampong Speu CRC has provided a similar package to 500 Households. The packages are made up of pre- positioned stocks held at branch level. CRC is planning to respond in Kampong Thom Province where flooding is reported in Kampong Svay District from the Stung Sen river. No further information at present on situation in Kampong Thom. CHF has offered to make the newly trained Rapid Assessment teams available should assessment be required. If necessary a simple KoBoToolbox smartphone based reporting tool can be made available to get reports quickly. Report from World Vision - Phnom Penh Phnom Penh: World Vision has deployed our team to work with DCDM at Khan Dangkor and Meanchey and we come up with the information as bellow: Khan Meanchey The governor of Khan Meanchey visited the areas and World Vision team has work with collaboration with VDMG of the concerns flooding to assess the affected families and report to DCDM. Situation is improved - at Boeung Tumpun, the water level might decrease as they authority open the water gate - and would increase the water level at Saang Disrict. However, Prek Takoung 1 village is still a concerned area - 198 families (22 families seriously affected today). Separately, there was flash flood (raining) in Thnoat Chrum 1 village. There are 23 households affected. Khan Dankor Prek Thnoat river causes the increase of the water level in 6 Sangkats - but no yet seriously affected in general. 460 Hectas (8 villages in Sangkat Spean Thmor) of rice field were affected. And Rolous village (bordering with Kandal Steung district), 30 households (112 people, no RC) is seriously affected (Cambodian Red Cross - Phnom Penh branch will action and respond tomorrow.) There is no any concern with Toumnoub Kob Srov (Khan Sen Sok, Khan Russey Keo, Khan Por Senchey, and Khan Prek Phnoav). Partners involved with • Our World Vision team keep monitoring the situation and flooded communities. • Authorities, DCDM, CCDM and VDMG actively involve and monitor the situation and share the data/information with our programme. And we are keeps engaging with them more. • Authorities told us that there was no any other NGOs started the assessment besides from our organization. • To morrow we will deployed again our team to the field to see and close monitor the situation. Affected communities Khan Meanchey • 2 poor communities/slums in 2 Sangkat; 221 households, 1,005 people (505 females), 415 children Khan Dankor • 17 villages in 5 Sangkats; 942 households, 3,391 people Safety Hills In the affected areas - there are 4 safety hills; and they are identified by the community. However, our community people do not go to the safety hill yet. Some stays at relative's house; some are still at their home and higher level (Prek Takoung 1 village). Logistics is identified like basic food items (rice, canned fish, instant noodles, flash light...) - we can purchase immediately from our regular suppliers if needs Our programme continues the awareness activities of the hazard of the electricity, diarrhoea outbreak, skin rush... Report from LWD – Kampong Speu Kampong Speu: 18/10/2016 Flood situation in Kampong Speu province. So far I have work closely with PCDM and PDWORAM in Kampong Speu since last week. As the result of heavy rain a few days go, PCDM reported that flood have affected to infrastructure such road, dam, school and rice field. PCDM said that there is no any interventions were provided to affected people beside Cambodia Red Cross. However, PCDM said that provincial agriculture department has reserved some rice seed for farmer after flood resist. In addition, the PCDM plan to organize coordination meeting with relevant NGO and other stakeholder tomorrow afternoon. LWD will join this meeting as well. As a result of this purge, T A An became the Deputy Secretary of the Central Zone and the Secretary of Sector 41. Prior to leading the Central Zone purge, T A An had been a Member of the Sector 35 Standing Committee in the Southwest Zone and an elected representative RIWKH3HRSOH¶V5HSUHVHQWDWLYH$VVHPEO\ 3. In 1977 and 1978, another group of Southwest Zone cadre led by Ta Mok and T A Tith purged and replaced the existing cadre of the Northwest Zone.
