Box 1346 Ann Arbor, Ml 48106-1346 ABSTRACT This thesis is concerned with the cultural politics and economics of the ownership, exchange and consumption of cattle in Peddie District in the Eastern Cape Province of South Africa. Specifically, the question for which I sought an explanation is why- given a long history of government attempts to limit and channel cattle ownership by rural Xhosa people, as well as what appeared to be entrenched processes of de-agrarianisation, economic decline and considerble circular migration between town and country - did many of the people living in the communal areas of the Eastern Cape (i.e. the former bantustans of Ciskei and Transkei) express a keen interest to own cattle? Drawing on nine years of research engagement in Peddie District, and thirteen months of fieldwork in two villages, this dissertation explores how cattle were practically and discursively enmeshed in people’s everyday livelihoods, accumulation strategies and domestic - including gender and generational - struggles of rural homesteads in Peddie District. It was clear that cattle enjoyed considerable appeal as some of the ‘big notes’ in a rural economy that was dominated by social welfare transfers and casualised employment. I found that one way to gain a fuller understanding of people's investments in cattle was to analyse their variable social and structural positions within the village milieu, their economic trajectories and their broader cultural projects over time. I attempt to do this by presenting a number of biographical sketches of people pursuing two broad economic, cultural and ritual projects, i.e. that o fukwakh'umzi [to build the homestead] andmasincedisane [let us help each other], I employ case-studies to illustrate the range of differentiated interpretations, strategies and manipulations of specifically local bovine resources that variously situated people, as members of different households, employed in pursuit of these projects. For rural people in Peddie District, especially men and some widows, holding cattle meant trying to maximise their use of available physical (i.e. ‘free’ grazing and water resources on the commons), economic (the use of state-subsidised dipping and inoculation programmes and of household labour) and cultural resources (patriarchal values, bridewealth, norms of accumulation and sharing, and ritual practices) to advance their particular social projects, within the limited range of options open to them. 2 ACKNOWLEDGMENTS After more than five years o f work, there are many people to thank for their support and encouragement in bringing this dissertation to completion. Finca PO BOX 7019 EAST LONDON 5201 EXECUTIVE SUMMARY The main objective of the South African National River Health Programme (NRHP) makes use of the instream and riparian biological communities like the fish, macro invertebrates and vegetation to assess the ecological health or condition of rivers. These biological communities are always found in rivers and they are often affected by any disturbance that occurs in the river ecosystem. This report provides the results of the biomonitoring survey that was undertaken in November 2007. Field indices used for data collection included the South African Scoring System version 5.0 (SASS5) for Macro invertebrates and the Fish Assemblage Integrity Index for fish (FAII).     46 STRATEGIC MILITARY COLONISATION: THE CAPE EASTERN FRONTIER 1806–1872 Linda Robson* and Mark Oranje† Department of Town and Regional Planning, University of Pretoria Abstract The Cape Eastern Frontier of South Africa offers a fascinating insight into British military strategy as well as colonial development. The Eastern Frontier was for over 100 years a very turbulent frontier. It was the area where the four main population groups (the Dutch, the British, the Xhosa and the Khoikhoi) met, and in many respects, key decisions taken on this frontier were seminal in the shaping of South Africa. This article seeks to analyse this frontier in a spatial manner, to analyse how British settlement patterns on the ground were influenced by strategy and policy. The time frame of the study reflects the truly imperial colonial era, from the second British occupation of the Cape colony in 1806 until representative self- governance of the Cape colony in 1872. Introduction British colonial expansion into the Eastern Cape of Southern Africa offers a unique insight into the British method of colonisation, land acquisition and consolidation. This article seeks to analyse the British imperial approach to settlement on a turbulent frontier. The spatial development pattern is discussed in order to understand the defensive approach of the British during the period 1806 to 1872 better.     HERITAGE SCAN OF THE SANDILE WATER TREATMENT WORKS RESERVOIR CONSTRUCTION SITE, KEISKAMMAHOEK, EASTERN CAPE PROVINCE 1. Background and Terms of Reference AGES Eastern Cape is conducting site monitoring for the construction of the Sandile Water Treatment Works Reservoir at British Ridge near Keiskammahoek approximately 30km west of King Williamstown in the Eastern Cape Province. Amatola Water is upgrading the capacity of the Sandile WTW and associated bulk water supply infrastructure, in preparation of supplying the Ndlambe Bulk Water Supply Scheme. Potentially sensitive heritage resources such as a cluster of stone wall structures were recently encountered on the reservoir construction site on a small ridge and the Heritage Unit of Exigo Sustainability was requested to conduct a heritage scan of the site, in order to assess the site and rate potential damage to the heritage resources. The conservation of heritage resources is provided for in the National Environmental Management Act, (Act 107 of 1998) and endorsed by section 38 of the National Heritage Resources Act (NHRA - Act 25 of 1999). The Heritage Scan of the construction site attempted established the location and extent of heritage resources such as archaeological and historical sites and features, graves and places of religious and cultural significance and these resources were then rated according to heritage significance.
