Speaker CARLOT Korman stated that according to Article 21(4) of the Constitution that two thirds of the Members should be present at the first sitting in any session of Parliament and as there was a quorum consisting of 36 Members, it rendered the sitting to be legally and constitutionally constituted to proceed with the Fourth Extra Ordinary session of 2009. 1 3.
