Planning and Highways Regulation Committee PLANNING AND HIGHWAYS REGULATION COMMITTEE Meeting: 9 October 2014 At: 6.00 pm PRESENT Councillor Lenny Grice (Chair) in the chair; Councillor Andrew Bispham (Vice-Chair); Councillors Brian Bagnall, Sue Derbyshire, Philip Harding, Sylvia Humphreys, Hazel Lees, Chris Murphy, Paul Porgess, Andy Sorton, John Taylor and John Wright. 1. MINUTES The Minutes (copies of which had been circulated) of the meeting held on 4 September 2014 were approved as a correct record and signed by the Chair. 2. DECLARATIONS OF INTEREST Councillors and officers were invited to declare any interest which they had in any of the items on the agenda for the meeting. The following interests were declared:- Personal and Prejudicial Interests Councillor Interest Andrew Bispham Plan no. 55483 for the construction of five no. cottages with associated car parking, landscaping and boundary treatment at the former Church Street Garage, Church Street as the applicant’s architect had carried out some work on his behalf. Councillor Bispham left the meeting during the consideration of this item and took no part in the discussion or vote. Hazel Lees Plan no. 55772 for the demolition of existing school buildings and erection of new three storey teaching block, replacement all-weather pitch with flood lighting, extension and refurbishment of Sports Hall and associated parking, landscaping, fencing, external lighting and hardsurfacing at Werneth High School, Harrytown, Bredbury as a member of the Governing Body of Werneth High School. Councillors Lees left the meeting during the consideration of this item and took no part in the discussion or vote. 3. URGENT DECISIONS No urgent decisions were reported. 4. PUBLIC QUESTION TIME No public questions were submitted. Planning and Highways Regulation Committee - 9 October 2014 5. SITE VISITS The Democratic Services Manager submitted a report (copies of which had been circulated) detailing recommendations made by the Visiting Team on Monday, 6 October 2014. RESOLVED – That the report be noted. 6. DEVELOPMENT APPLICATIONS Development applications were submitted. (NOTE: Full details of the decisions including conditions and reasons for granting or refusing planning permission and imposing conditions are given in the schedule of plans. The Corporate Director for Place Management and Regeneration is authorised to determine conditions and reasons and they are not therefore referred to in committee minutes unless the committee makes a specific decision on a condition or reason. In order to reduce printing costs and preserve natural resources, the schedule of plans is not reproduced within these minutes. A copy of the schedule of plans is available on the Council’s website at www.stockport.gov.uk/planningdecisions. (xi) DC055946 - 161 Stanley Road, Heald Green In respect of plan no. 55946 for a single storey extension to the rear and two storey extension to the side and internal alterations at 161 Stanley Road, Heald Green, it was RESOLVED – That planning permission be granted. DC056269 - 213 Woodford Road, Woodford In respect of plan no. 56269 for the remodelling of the front of the existing detached dwelling, including a new porch and bay window and rendering of the building at 213 Woodford Road, Woodford, it was RESOLVED – That planning permission be granted. 7. APPEAL DECISIONS, CURRENT PLANNING APPEALS AND ENFORCEMENTS A representative of the Deputy Chief Executive submitted a report (copies of which had been circulated) summarising recent appeal decisions, listing current planning appeals and dates for local inquiries and informal hearings according to area committees. RESOLVED – That the report be noted. The meeting closed at 7.34 pm.

The following document will highlight the justification for such a development on the proposed site. The proposed use will be for the delivery of Project RECCE (Resettlement, Education, Community, Education) a training programme designed to prepare Veterans for their first role in the construction industry. Summary Nomad Construction Training, is a Community Interest Company (CIC) which has been established for over 2 years as a social enterprise; with profits and assets being used for the public good. Project RECCE (Re-settlement-Education- Community-Construction-Employment) was developed to provide a transitional pathway for veterans, regardless of previous experience, to acquire suitable skills for a career in the civilian construction industry. Laurence Moore, founder of Nomad and Co-founder of Project RECCE, is a Veteran who has found stability by working positively in the construction industry. Mr Moore has collaborated with Mrs Susan McCormack of MODE Rehabilitation and Mrs Ruth Houlihan of the Detail Group, to develop Project RECCE to become a positive force for the training of other veterans so they too can find stability and employment in the Construction Industry and resettle into our communities.

    More Trips Out from Eccles Station J.E.Rayner 2010 Eighty three ROMILEY – MARPLE This is an attractive, interesting countryside and canal walk. You can divert off the canal to visit Chadkirk – a charming little spot with St Chad’s Well, a farm, a chapel and a walled garden. This walk could be linked to the next one of the series. Take the train to Manchester Victoria and from there a tram to Manchester Piccadilly Station. From here catch a train to Romiley. Option: - turn right as you get off the tram and on Fairfield Street use the lift on the left to the link bridge lounge. Alight at Romiley. Descend the steps from the platform, go along the tunnel and descend the steps ahead. Outside the station turn right along Stockport Road. This is Romiley’s main street. Notice the Wesleyan chapel of 1811 (MDCCCXI) with the star of Bethlehem above the door – it is now the ‘Little Nine Heaven Kung Fu School’! Cross the bridge then turn right through the wall and descend the steps. Turn right and right again onto the canal bank. This is the Peak Forest Canal. Just before a pipe crosses the canal there is the remains an old pier to tip mine tubs onto barges. Pass a steep set of steps down and across from this notice the unusual church spire with flying buttresses. Continue along the canal. [OPTION: For a very easy walk carry on along the canal to Oakwood Mill and Hyde Bank Tunnel. This misses out the Chadkirk Estate and the steep climb back up.] Descend the next set of steps on the right.
