Date of City Council Vote: After the Public Hearing, the final report will be drafted incorporating comments from the Planning Board, MHC and the community. This final report will be submitted to the New Bedford City Council for consideration. The Study Committee anticipates that the matter will be sent for review to the City Council Ordinance Committee, a standing committee. The City Council meets monthly and the agenda is determined by that body, thus it is not possible to state the expected date. The Study Committee anticipates that the issue will be considered in the spring of 2020. Total Properties: There are a total of 38 parcels within the proposed local historic district, including two vacant parcels currently being developed into a city park commemorating the abolitionist movement in New Bedford. -

ABSTRACT In the mid-nineteenth century a compulsory education system was emerging that allowed all children to attend public schools in northern states. This dissertation investigates school attendance rates among African American children in New York State from 1850–1870 by examining household patterns and educational access for African American school-age children in three communities: Sandy Ground, Syracuse, and Watertown. These communities were selected because of their involvement in the Underground Railroad. I employed a combination of educational and social history methods, qualitative and quantitative. An analysis of federal census reports, state superintendent reports, city directories, area maps, and property records for the years 1820–1870 yielded comparative data on households, African American and European American, in which African American school-age children resided. The nature of schooling and the manner in which the household and community advocated for school attendance during this period are also described and compared. -

Stories From Discovering the Underground Railroad, Abolitionism, and African American Life in Seneca County, 1820-1880 Introduction The various stories I have compiled here are based upon the information found in the project report Discovering the Underground Railroad, Abolitionism, and African American Life in Seneca County, New York, 1820-1880 written by Dr. Judith Wellman of Historical New York Research Associates. This is the report of the research project funded in 2005-06 by a Preserve New York Grant from the Preservation League of New York State and the New York State Council on the Arts. The grant made it possible to do an in-depth sites survey of places in Seneca County that were part of the Underground Railroad and/or abolitionist activity and/or homes of African Americans. This report was completed through the Seneca County Historian’s Office. The purpose of these compiled stories is to help the reader grasp more fully the wonderful insights that can be gleaned from making use of the information found in this report. In my stories I have tried to take the information found in the project report about a particular place or a particular person and put it into a narrative format and add some discussion of the historical significance about this person or place. While each story can “stand alone,” when put together they help the reader to understand much of what was happening in Seneca County during these years. I sincerely thank Dr. Wellman for her wonderful wording that I have so extensively used and to which I have added some discussion of historical significance. -

UNIVERSITY OF CALIFORNIA Los Angeles Charlotte Forten: Coming of Age as a Radical Teenage Abolitionist, 1854-1856 A dissertation submitted in partial satisfaction of the requirements for the degree Doctor of Philosophy in History by Kristen Hillaire Glasgow 2019 © Copyright by Kristen Hillaire Glasgow 2019 ABSTRACT OF THE DISSERTATION Charlotte Forten: Coming of Age as a Radical Teenage Abolitionist, 1854-1856 by Kristen Hillaire Glasgow Doctor of Philosophy in History University of California, Los Angeles, 2019 Professor Brenda Stevenson, Chair In 1854, Charlotte Forten, a free teenager of color from Philadelphia, was sent by her family to Salem, Massachusetts. She was fifteen years old. Charlotte was relocated to obtain an education worthy of the teenager’s socio-elite background. The 1850 Fugitive Slave Law had a tremendous impact on her family in the City of Brotherly Love. Even though they were well-known and affluent citizens and abolitionists, the law’s passage took a heavy toll on all people of color in the North including rising racial tensions, mob attacks, and the acute possibility of kidnap. Charlotte Forten: Coming of Age as a Radical Teenage Abolitionist is an intellectual biography that spans her teenage years from 1854-1856. Scholarship has maintained that Charlotte was sent to Salem solely as a result of few educational opportunities in Philadelphia. Reexamining the diary she kept as a teenager in Salem reveals that there was more to the story. Her family’s extensive ties to the Underground Railroad, anti-slavery endeavors, and lack of male guardianship for her in Philadelphia also factored in to the ii family’s decision to send her to Salem. -

Pelton, Ph.D., Dean of the Graduate College ABSTRACT This thesis conducts an environmental analysis of narratives written or dictated by fugitive American slaves in the early to mid-nineteenth century. It re-examines previously studied information from a different perspective—one that incorporates people’s interaction with their surrounding natural environments, both cultivated and uncultivated—which reveals new information and leads to some new potential conclusions. Specifically, this re- analysis of the slave narratives shows that the rural enslaved population of the antebellum South had an intimate and cooperative relationship with the natural world, one that enabled them to develop critical skills that maximized their chances of successfully escaping slavery permanently. -
