Schiffer Thesis 1 Abstract How are political identities formed? This thesis takes a historical-institutionalist, process-based view of the phenomenon of political identity formation in the United States, specifically focusing on the mixed impacts that party actors as agents asserting ideational claims have on the consolidation of in-group belonging. Using the case of the Jewish Labor Bund, a revolutionary socialist party in the Tsarist-administered Pale of Settlement from 1897-1943, this thesis traces Bundist party diaspora members’ movement from the Pale to New York City in the early 20th century, using historical process tracing to causally establish the relationship between three facets of Bundist ideology—cultural national autonomy socialism, Yiddishism, and trade unionism—and the formation of a post-diasporic American Jewish identity in New York City. Ultimately, this thesis concludes that the result of the “party diaspora” asserting its ideational commitments was the marginalization of cultural-national autonomy socialism, the depoliticization of Yiddishism, and the incorporation of trade unionism into the Jewish labor movement—suggesting that political identity is not unitary, but itself contested. Thank you for showing my family how the world should be. 6 Introduction Ghosts of the Past: The Development of American Jewish Political Identity If identity is everywhere, it is nowhere. If it is fluid, how can we understand the ways in which self-understandings may harden, congeal, and crystallize? If it is constructed, how can we understand the sometimes coercive force of external identifications? If it is multiple, how do we understand the terrible singularity that is often striven for—and sometimes realized—by politicians seeking to transform mere categories into unitary and exclusive groups? How can we understand the power and pathos of identity politics? 1 -Rogers Brubaker and Frederick Cooper In 1903, a young Jewish socialist living in the segregated Pale of Settlement in Tsarist Russia found himself in a perilous situation. He had been distributing socialist propaganda leaflets for the Jewish Labor Bund, a revolutionary political party in Tsarist Russia which aimed to represent all of the Jewish working classes in the Pale. He hoped to convince his fellow Jewish workers that their safety and prosperity could be guaranteed by the Bund, and by participating in labor strikes in their vulnerable communities. Trudging through the urban milieu of the Lithuanian section of the Pale, the young socialist tried to rally his neighbors to the Bund’s fast- growing cause. He came to have a reputation as a rabble-rouser among his comrades, willing to take risks, sometimes recklessly, in allegiance to his beloved party. One day, the young Bundist came back to his small, disorganized apartment to find it in an even more frenetic state than usual. Rifling through his personal belongings, he slung his jacket on the chair next to his bed and began to investigate who had been through his things. Turning around slowly, he came face to face with two Cossacks, a paramilitary Russian ethnic group which targeted enemies of the Tsarist regime and religious and cultural minorities. Turning his apartment upside down, the Cossacks searched in vain for evidence which could condemn the young socialist on the spot, and likely send him to his early death. Exasperated by their inability to locate the pamphlets, the Cossacks finally left the young Bundist’s apartment, letting him off with a stern warning. As soon as the Cossacks left, the young man, trembling with equal parts fear and adrenaline, gingerly removed the damning materials from the one place the Cossacks did not check—the pocket of the jacket that the young socialist had removed moments earlier. The very next week, the young man, weary of his prospects in the economically and culturally deprived Pale and fearing for his safety as a revolutionary socialist and enemy of the Tsar, departed on a ship for America. He arrived in New York City in early 1904, settling down with his Yiddish-speaking wife in Sheepshead Bay, Brooklyn. The young man began painting houses, and eventually established and led the first house painters’ union in Southern Brooklyn. He had four

    Name Date Migration of Jews to Palestine in the 20th Century Read the text below. The Jewish people historically defined themselves as the Jewish Diaspora, a group of people living in exile. Their traditional homeland was Palestine, a geographic region on the eastern coast of the Mediterranean Sea. Jewish leaders trace the source of the Jewish Diaspora to the Roman occupation of Palestine (then called Judea) in the 1st century CE. Fleeing the occupation, most Jews immigrated to Europe. Over the centuries, Jews began to slowly immigrate back to Palestine. Beginning in the 1200s, Jewish people were expelled from England, France, and central Europe. Most resettled in Russia and Eastern Europe, mainly Poland. A small population, however, immigrated to Palestine. In 1492, when King Ferdinand and Queen Isabella expelled all Jewish people living in Spain, some refugees settled in Palestine. At the turn of the 20th century, European Jews were migrating to Palestine in large numbers, fleeing religious persecution. In Russia, Jewish people were segregated into an area along the country’s western border, called the Pale of Settlement. In 1881, Russians began mass killings of Jews. The mass killings, called pogroms, caused many Jews to flee Russia and settle in Palestine. Prejudice against Jews, called anti-Semitism, was very strong in Germany, Austria-Hungary, and France. In 1894, a French army officer named Alfred Dreyfus was falsely accused of treason against the French government. Dreyfus, who was Jewish, was imprisoned for five years and tried again even after new information proved his innocence. The incident, called The Dreyfus Affair, exposed widespread anti-Semitism in Western Europe.

Bain News Service / Wikimedia It’s apparent to both her friends and enemies — Alexandria Ocasio-Cortez is different than the corporate politicians we’ve grown used to. Before even taking office, Ocasio-Cortez has already sparked a membership surge in the Democratic Socialists of America (DSA), floated the idea of a new congressional sub-caucus, promoted civil disobedience inside of Nancy Pelosi’s office, and opposed Amazon’s push for a government-subsidized headquarters in Queens. As she put it in a tweet advocating a Green New Deal and a federal jobs guarantee, it’s well past time that elected officials “push the limits of what’s possible.” In a context marked by deep popular anger at the status quo, these are encouraging signs. Bernie Sanders, Rashida Tlaib, Julia Salazar, and other recently elected socialists seem poised to play a major role reviving a working- class left in the United States. The political possibilities are immense, but so are the pressures from above. Moderating constraints on Ocasio-Cortez will significantly increase over time and it’s not yet clear how far she is prepared to break from the norms, politics, and structures of the Democratic Party. Alongside more insurgent moves, she has also extended some olive branches to the party establishment, such as pledging her support for Nancy Pelosi as House Speaker.

We build amodelthatpredictsthatminoritycommunitiesweremorelikelytobeexpropriatedinthewake of negative income shocks. Using panel data consisting of 1,366 city-level persecutions of Jews from 936 European cities between 1100 and 1800, we test whether persecutions were more likely in colder growing seasons. A one standard deviation decrease in average growing season temperature increased the probability of a persecution between one-half and one percentage points (relative to a baseline probability of two percent). This effect was strongest in regions with poor soil quality or located within weak states. We argue that long-run decline in violence against Jews between 1500 and 1800 is partly attributable to increases in fiscal and legal capacity across many European states. '1t's a well-known fact that those who accuse Poles of anti-Semitism are enemies of Poland." Everyone who has spent any time talking to Poles and Jews about the relations between them has heard some version of the sentiments paraphrased in these two comments. Even though Jews and Poles no longer live together in Poland, the simple phrase "Poles and Jews" evokes powerful emotions. Jews have bitter memories of friction and conflict, of being despised and threatened by Poles. Distrust of and dislike of Poles is handed down within the culture; most Jews today have had no personal experience of living among Poles. In contrast, when challenged to think about Polish-Jewish relations, Poles are quite likely to recall the good old days before the Nazis came when Poles and Jews got along very well with each other. But this sentimental memory is often linked with a sense of betrayal; since Jewish-Polish relations are remembered as good, Jewish accusations of Polish anti-Semitism are perceived as base ingratitude, if not treachery. In the ethnic cauldron that is Eastern Europe, there is nothing unusual about the historic frictions between Poles and Jews, for there can be little doubt that intense ethnic animosity is one of the principal features of the region. To be sure, Eastern Europe is not unique in this regard Ethnic conflict is a universal phenomenon, emerging from a tangled web of linguistic, religious, economic, and (broadly defined) cultural differences.

    Anke Hilbrenner Civil Rights and Multiculturalism Simon Dubnov’s Concept of Diaspora Nationalism The Russian-Jewish historian Simon Dubnov was the first to ascribe to the Diaspora a major role in shaping Jewish identity. From his analysis of the Jewish experience in Eastern Europe, he developed the concept of “nationalism without a nation-state”: Diaspora Nationalism. The minori- ties in supranational states were to enjoy the same civil rights as the ma- jority. Their cultural rights were to be guaranteed through the creation of autonomous communities. The field of nationalism studies has largely ignored Dubnov’s work. But his concept is quite relevant to contemporary multicultural European societies. Before 1917, the Russian Empire was home to the largest part of the Jewish Diaspora. Most of these Jews had come under Russian rule due to the partitions of Poland at the end of the 18th century.1 At the start of the 19th century, the vast majority of the Tsar’s Jewish subjects lived within the traditional setting of the Jewish shtetl in the Pale of Settlement, the group of western and southwestern provinces to which the Russia’s Jews were confined.2 Despite such restrictions on settlement and the isolated way of life pre- scribed by Jewish religious and communal law, there was at this time no substantial difference between the Jews and other subjects of the Russian Empire.3 The Russian Empire was a multiethnic entity, in which the population only grudging- ly acquiesced to the efforts of the authorities to centralise and modernise the state, and in which the particularist and estate-based premodern order had by and large been retained.
