PREAMBLE

The Planning and Development Department is pleased to release the Makerere University Fact book-2014/15. The resource is an annual production that is available in soft and hard formats. The digital format can be accessed from the departmental website http://pdd.mak.ac.ug.

The production of the fact book is in line with the revised strategy of the Planning and Development Department which is “to coordinate planning in the University and offer support to strategic and operational decision making through collection analysis and interpretation of institutional and external source data”. The information is synthesized from the University’s databank notably Academic Records Information System (ARIS) Human Resource Information System (HURIS) and Financial Management Information System (FINIS). Other sources of data from which information has been processed include among others the teaching and non-teaching units of the University.

The fact book complements the University’s Annual report by providing the quantitative movements of the key University areas of focus. It is designed to provide current information about Makerere University in an academic /fiscal year. For our internal stakeholders within the University the fact book is intended to act as a tool to support institutional research and our quest for evidence based decision making. For the external stakeholders it is a one-stop guide that provides a wealth of information to facilitate an understanding of the specifics and processes within Makerere University.

The University fact book by nature is a dynamic source of information which evolves with both the internal and external data requests. As such, we continue to update and improve formats on an annual basis based on the feedback from our stakeholders. Building on the 2013/14, fact-book this edition provides a three year trend for most of the parameters captured. It is our belief that this will enable users of the fact book to have an overview of the changes that have occurred over this timeframe.

GENERAL INFORMATION

Makerere College was established by Government of on 1st August 1922. It immediately shed the trade courses that had been offered by its predecessor Technical College. New courses were offered in Medicine, Agriculture, Veterinary Medicine, Engineering, Surveying and Teacher Training1. Makerere College became affiliated to the University of London from 1949 - 1963. It became one of the three constituent Colleges2 of the University of East Africa from 1963 – 1970. Makerere University became an independent University by Act of Parliament in 1970. The status continued until 2001 and University is currently governed by the Universities and Other Tertiary Institutions Act as amended.

University Estate

The University estate includes; the 350 acre Main campus located on Makerere Hill 5kms from the city centre; the 45 acre College of Health Sciences located on Mulago Hill adjacent to the National Referral Hospital – 2kms from the Main Campus; the Agricultural Research Institute Kabanyolo -650 acre located 30kms from the city centre. The estate further extends to a 350 acre Buyana Stock Farm; a 250 acre Nakyesasa Farm under College of Veterinary Medicine Animal Resources and Bio-Security; the Makerere University Biological Field Station -Kibale Budongo Forest Reserve under College of Agricultural and Environmental Sciences; Kasangati Health Centre linked to College of Health Sciences. The University also has residential housing estates located in the outskirts of Kampala namely Kololo, Katalemwa, Makindye, Makerere North and Bwaise.

Colleges Makerere University officially transformed into a Collegiate Mode of governance in 2011 with 10 Constituent Colleges and School of Law with College status. It has two off-campuses centres located in Jinja and Fort Portal offering courses from the respective colleges.

The University Council works through six Committees these are: Appointments Board; Finance Planning & Administration; Student Affairs & Disciplinary; Estates & Works; Staff Development Welfare & Retirement Benefits; and Audit. The Academic matters are channelled to Council through Senate. The cross-cutting issues are handled by the two joint committees of Council and Senate namely; Information Communication and Technology (ICT) Quality Assurance & Gender mainstreaming; and the Honorary Awards Committees as shown in Fig.1.

Students Governance The Dean of Students has oversight over University students governance affairs. The Guild Executive is headed by the Guild President. The Guild President and Vice-President are members of University Council. The Chair for Graduate Council and Guild President are members of the Senate Committee. The Guild Representative council is the representative body of students from the Colleges and halls of residence.

For academic year 2014/15 there are 121 undergraduate (5 diplomas & 116 bachelors) programmes and 119 postgraduate (10 postgraduate diplomas and 109 masters programmes). All colleges have the provision for offering Doctoral Degrees either by research only or course work and dissertation. Table 1 shows programmes with registered students in the academic year 2014/15.

STUDENT ADMISSIONS This section provides the information on student admission to Makerere University. Undergraduate Admissions Makerere University has three admission channels to the undergraduate programmes: Direct Entry scheme for students who have completed secondary school and sat the Uganda Advanced Certificate of Education (A ‘Level) within a maximum of two years preceding the year of admission; Diploma holders scheme for students from other tertiary institutions seeking to obtain a university degree; and the Mature age entry scheme for students who have been out of the formal education system for not less than six years.

Students can be admitted under the public scholarship or fee-paying schemes. They are further categorized according to the study time schedule of the programmes: day, afternoon, evening and/or external/distance learning. Over a ten year period the percentage of eligible A ‘level students joining University5 education has almost doubled from 35,196 to 61,479 (see table 2). Makerere University has maintained a more or less constant share of eligible students over this period.

Student’s admission by college shows that the Colleges of Humanities & Social Sciences, Education & External Studies, Computing & Information Sciences and Business & Management Sciences contributed on average 73 % of the total student admissions over the three year period. The science based colleges and the School of Law take up a smaller percentage of the students and more or less a constant intake of students. The College of Business & Economics, Health Sciences and Fort Portal registered an increase in students admitted for its programmes over the three year period.

College of Humanities and Social Sciences has the highest number of admissions with 4583 students. However, College of Business and Management Sciences registered and increase in admission of the three year period (fig.5). Government admissions have declined in 2014/15 with the exception of College of Education and External Studies as compared to 2012/13 (see fig.6).

On average the proportion of female students admitted was 49% of the total student population over the three year period. The distribution of students across the colleges is generally tilted towards the male with an exception of the College of Humanities & Social Sciences and the affiliate colleges MUBS and Nsamizi have 59%. The College of Engineering, Design, Art & Technology has the least number of females with 25% followed by College of Veterinary Medicine, Animal Resources and Biosecurity with 31 %(see Table 4).

Admissions by Discipline Student admissions can be further categorised by three disciplines; Business & Economics; Humanities and Science & Technology. Business and Economics comprises of programmes from the College of Business and Management Sciences. Humanities constitute programmes from the Colleges of Humanities

& Social Sciences, College of Education & External Studies and School of Law. Science & Technology includes programmes from the Colleges of Agriculture and Environmental Sciences, Engineering Design Art & Technology, Health Sciences, Natural Sciences and Veterinary Medicine Animal Resources & Bio- Security.

Admissions to Business & Economics declined by 29% for Government scholarship and remained constant for fee-paying. The Humanities increased by 2% for Government and declined by 8% for fee- paying, Science & Technology increased by 4 % for Government and declined by 1 % for fee-paying scholarships respectively. (See table 5 & Figure 8). For Affiliates, business and economics declined by 21 and 12 % for Government and fee-paying respectively. Humanities and Science & Technology both increased by 27 % and 12 % and declined by 11 % and 7 % for

Law Entry Examinations The University introduced pre-entry examinations for the Law programme in 2013/14. In addition to the three admission categories (A ‘level-direct entry diploma and mature) the examination includes students who have completed other degree programmes. For the two years, there was a decline in the number of students by 24% who applied to undertake the law pre-entry examination. For academic year 2014/15, 66% of degree holders and 56 % of mature age entry qualified for admission as compared to 27% from A ‘level or direct entry.

Staff Development The University staff development policy derives from the PhD qualification requirement for all academic staff as such that Assistant Lecturer and Teaching Assistant positions are categorised as training grades for academic staff. The various sources of funding for staff development includes the staff development fund established by the University international organisations scholarships from external Universities and bilateral support under the institutional development program.

Accommodation Facilities Makerere University has nine undergraduate halls of residence three for female students and six for male students and one postgraduate hall of residence. FINANCIAL INFORMATION University Funding The University has three major sources of funding: Government of Uganda subvention; Appropriation in Aid/or Non tax revenue that is internally generated; and donor support. Donor support falls into two categories institutional development program predominantly from bilateral support and the American Foundations. The second category comprises of research grants either to individual staff members or to specific academic units. The Financial spectrum over the last ten years is given in Table 28.

External Research Funding Sources of research funding to Makerere University include, Government of Uganda, Internally Generated funds and Development Partners (Bilateral funds from Governments such as those of Sweden and Norway, USAID, Carnegie Corporation of New York,. These laergely contribute to the Institutional Dvelopment Programme.. The University contributes 1% of its income through internally generated funds. The College of Health Sciences has the biggest volume of documented research funds in the University, this is followed by the College of Natural Sciences. In terms of funding agencies, the National Institutes of Health had the highest volume of recorded support for projects undertaken during the year. Figures-44 -47 give an overview of external grants to Mak by College and Funding Agencies- While attempts have been made to highlight the funding to 2014- information for some projects span across years.
