£AZERBAIJAN @Hostages in the context of the Karabakh conflict - an update Introduction Hostage-taking has been an intractable problem since the beginning of the conflict over Karabakh - an area of Azerbaijan populated mainly by ethnic Armenians. Over 20,000 people are estimated to have died in this conflict which has spread beyond Karabakh, now under the overall control of ethnic Armenian forces, to other areas of Azerbaijan which they have occupied. Hundreds of people, many unarmed civilians, have been held as hostages by all sides to the conflict. These hostages have been held by private individuals, with the knowledge and/or complicity of the authorities. They have also been held by the authorities themselves, who in some cases are reported to have detained people and then distributed them as hostages to private families who have members held as hostages by the other side. There have been many reports of torture and ill-treatment in detention. The self-perpetuating cycle of taking hostages to exchange for those held by the other side has been exacerbated by the activity of intermediaries, who have brokered hostage distribution to families, or their exchange, for money. Even corpses are traded. Humanitarian law forbids hostage-taking under any circumstances. Amnesty International has persistently appealed to all parties to the conflict to ensure that no one is detained as a hostage, or otherwise held solely on the grounds of their ethnic origin. The organization strongly believes that all human rights violations are to be deplored and that in no circumstances can abuses perpetrated by one party be used as justification for abuses carried out by another. -
Ethnic Profile of Post-Soviet Azerbaijan
Arif Yunusov* Ethnic Profile of Post-Soviet Azerbaijan I. Introduction Following the breakdown of the USSR, interethnic conflicts and rising self-identifica- tion processes in many nations were among the most serious problems that emerged within the territory of the former superpower. Azerbaijan not only failed to avoid these processes but, due to various circumstances, found itself at the forefront of the stand- off. It was in Azerbaijan that the first interethnic conflict in the former USSR started between Armenians and Azeris over Nagorno Karabakh in the late s. This conflict is still unresolved and remains a stumbling block, not only for the relationship between the two Caucasian nations, but also for stability in the entire region. Azerbaijan is a multiethnic country and the progressing ethnic self-identification trends have become a baseline for the emergence of ethnic secessionism within the republic. All these processes have occurred against the background of an independent nation-state construction in Azerbaijan, where the Azeris are the indigenous/titular people. The interethnic conflict with the Armenians over Karabakh, the construction of the nation-state and the upsurge of self-identification movements among the many ethnicities of Azerbaijan are all processes that are occurring simultaneously and sig- nificantly affect other developments unfolding in the republic. How have these proc- esses been developing and what shapes are they going to acquire in the future? What measures have the republican government been applying to solve the minority issues in Azerbaijan? These are the focal issues addressed in this article. II. Ethno-linguistic Situation in Azerbaijan before the Dissolution of the USSR The roots of the current ethnic conflicts and interethnic collisions within the territory of Azerbaijan lie in the distant past when, at the beginning of the nineteenth century, the Russian empire conquered the South Caucasus and started pursuing a policy of reshaping the region’s existing ethno-confessional profile. -

THE COMMISSIONER FOR HUMAN RIGHTS (OMBUDSMAN) THE REPUBLIC OF AZERBAIJAN Provision and protection of human rights and freedoms in Azerbaijan Summary of the Annual Report for 2008 Baku 2009 1 FOREWORD The first Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan is concluding her seven years’ activity. The aim of the report based on summarizing of seven year long activity of the Commissioner is to evaluate the state of promotion and protection of human and civil rights and liberties in the country, to provide information on the analysis of the state of the important problems linked to human rights, restoration of violated rights, situation with provision of human rights protection and prevention of violations, as well as to inform about the measures and steps taken by the Commissioner for learning of the state of ensuring of human rights and liberties. As usually, the report was prepared being based on the generalized analysis of the proposals and complaints, visits of the Commissioner and the staff members of the Office to the penitentiaries, investigatory and temporary detention places (TDPs), military units, orphanages, boarding schools, camps and settlements of the refugees and internally displaced persons, healthcare and social care facilities, as well as on the cases discovered during meetings with the local population and investigations, official responses of the state bodies, officials also the information provided by mass media. The report reflects the activities of the Commissioner in the area of human rights protection, educational and awareness raising events in this field, organization of the scientific-analytical work, public relations, and issues of international cooperation. -

STATE PROGRAMME ON POVERTY REDUCTION AND ECONOMIC DEVELOPMENT 2003-2005 AZERBAIJAN PROGRESSES TOWARD THE ACHIEVEMENT OF THE MILLENNIUM DEVELOPMENT GOALS PROGRESS REPORT – 2003/2004 BAKU – 2005 DECREE OF THE PRESIDENT OF THE REPUBLIC OF AZERBAIJAN on Approval of the State Programme on Poverty Reduction and Economic Development in the Republic of Azerbaijan for 2003-2005 The consistent reform program carried out in the Republic of Azerbaijan in recent years has helped to ensure economic development, gradual improvement of macroeconomic performance and improvement of the living standards in the country. Thus, in the period 1996-2002, Gross Domestic Product increased by 1.7 times, capital investment increased by 7.8 times, nominal monetary income of population increased by 3 times and average monthly wages and pensions increased by 5 times. There are improvements in other economic performance indicators. However, these ongoing efforts and achievements have not yet led to a sufficiently high level of economic development and the living standards of the population have still not reached international standards: part of population is still unemployed, minimum wages are not sufficient to meet the minimum subsistence level and a number of factors causing poverty have not been eliminated. In order to further strengthen social protection of the population for the near future, ensure poverty reduction in the country and implement necessary measures to meet the commitments of the 2000 United Nations Millennium Summit, I hereby decree: 1. The “State Program on Poverty Reduction and Economic Development in the Republic of Azerbaijan for 2003-2005” shall be approved. 2. The Ministry of Economic Development of the Republic of Azerbaijan shall be responsible for coordinating the implementation of measures set out in the State Program. -

KHOJALY GENOCIDE AS A CRIME AGAINST HUMANITY Khojaly is a town in the Nagorno-Karabakh region of the Republic of Azerbaijan with a total area of 0.94 sq.km, which was home to a population of 7,000 before the conflict. Harbouring the only airport in the area, Khojaly was a strategically important center of communication. On the night of February 25-26, Khojaly suffered massive artillery bombardment from the positions occupied by the Armenian forces. Soon after the intensive shelling, the Armenian Armed Forces, including the irregular armed bands and terrorist groups, and with the direct participation of 366th Motorized Infantry Regiment of the former USSR, seized the town. Under heavy conditions of frosty weather, several thousands of civilian residents fled the town in the dark and found refuge in nearby forests and mountain terrains, only to be eventually trapped and ambushed by Armenian forces and militia. As a result, 613 civilians perished, including 106 women and 63 children. 1,275 Khojaly residents were taken hostage, while 150 people to this day remain unaccounted for. In the course of the massacre, 487 inhabitants of Khojaly were severely dismembered, including 76 children. -

Also including how they have dealt with the waiting period itself and not just their trauma. Results were reached using a qualitative research method in the form of interviewing 10 Internal refugees. The data was later analyzed through the transactional coping theory. All participants of the study used hope of returning to their home regions, helping- and talking to each other about their problems. Other coping strategies employed were patience, withdrawal, work and visiting graves. They have used both approach- and avoidant styles of coping. Avoidant styles of coping were more common in dealing with their trauma, while approach styles of coping was common in dealing with stressors of everyday life as a internal refugee. There were also differing attitudes towards the idea of receiving mental health services where the majority would not use them. Instead all internal refugees desired to return home. Human Rights Without Frontiers International Avenue d’Auderghem 61/16, 1040 Brussels Phone/ Fax: 32 2 3456145 Email: [email protected] – Website: http://www.hrwf.net OSCE Human Dimension Implementation Meeting Warsaw, 3 October 2011 Working Session 11: Humanitarian Issues and Other Commitments/ IDPs 600 000 IDPs waiting for 20 years to return to Nagorno-Karabakh and the 7 Azerbaijani districts occupied by Armenia 600 000 is the number of internally displaced people in Azerbaijan that the UNHCR mentioned in its report Global Trends in 2009. These 600 000 IDPs were violently forced from their homes during the armed aggression by the Republic of Armenia against Azerbaijan. More than 40,000 come from the Nagorno-Karabakh region and around 550,000 come from the seven surrounding districts of Azerbaijan. As a result of an ethnic cleansing perpetrated by the Armenian forces not a single Azerbaijani remained there. All these regions have been occupied by Armenia for almost 20 years despite numerous decisions adopted by the UN Security Council, UN General Assembly, OSCE and the Council of Europe. Since 1992, the political settlement of the conflict has been discussed within the framework of the OSCE Minsk Group with Russia, United States and France as its Co-Chairs. The peace talks were reinvigorated in 2009 with the promotion of the Basic Principles contained in the Madrid Document and the Statement by the OSCE Minsk Group Co-Chair countries on 10 July 2009. The Basic Principles call for: The return of the territories surrounding Nagorno-Karabakh to Azerbaijani control; An interim status for Nagorno-Karabakh providing guarantees for security and self- governance; A corridor linking Armenia to Nagorno-Karabakh; Future determination of the final legal status of Nagorno-Karabakh through a legally binding expression of will; The right of all internally displaced persons (IDPs) and refugees to return to their former places of residence; International security guarantees that would include a peacekeeping operation.
