Niet alleen hebben wij de prachtige houten architectuur Paramaribo World Heritage Associates: leren kennen, maar ook de genius loci van Paramaribo, de inzet van de staf van de Stichting Gebouwd Erfgoed Suriname, de heer Stephen Fokké en de stakeholders die we hebben ontmoet. We moeten ook de toegewijde professionals bedanken die in de loop der jaren Paramaribo hebben bezocht en trouw hebben gerapporteerd over de status ervan. Speciale dank gaat ook uit naar wijlen Ron van Oers, voor wie - zoals wij weten - Paramaribo een speciale plaats innam. De immigratie. Wanneer men in het rapport van de Volkstelling 1950 leest dat de Surinaamse bevolking (TAV deel X, biz. 6) voor 46 % uit Black- coloured (in Suriname beter 'bekend als Creolen),, voor 31,2 fo uit Hindoestanen, 17,6 % uit Indonesiers, voor 1,2 % uit Chinezen, 1,3 % uit Europeanen, 1,7 % uit Indianen en 1 % uit overige landaarden (rassen) bestaat, dan mag men hieruit de conclusie trekken dat tot voor korte tijd grote bevolkingsgroepen uit verschillende delen van de wereld Suriname zijn binnengekomen.

    CHAPTER VI Suriname on its knees The most important challenge for Suriname in the next decade is to achieve eco- nomic independence. We in Suriname must be able to take decisions on our own. We must be able to reap the benefi ts of our own resources and the products of our own efforts according to our own priorities. Only then will we be able to provide solutions to the problems which our people meet daily. (Bouterse cited in Uwechue 1986.) As outlined in the previous three chapters, the events of December 1982 plunged Suriname into severe socio-economic diffi culties. These were caused, on the one hand, by the termination of Dutch aid and, on the other hand, by the failure to establish close relations with regional powers or with Third World nations as a collective to compensate, at least partly, for this fi nancial shortfall. Consequently, to secure the regime’s survival, Bouterse realized that he had no choice but to improve Suriname’s relations with the Netherlands, so as to be able to negotiate the terms for reinstating Dutch aid. In this, Paramaribo was forced to acknowledge The Hague’s primary stipu- lation for reopening the fl ow of fi nancial assistance: the reintroduction of democracy. Yet the military’s gradual shift towards democratic rule clashed with the Dutch demand that aid be provided only after the offi cers’ complete withdrawal from politics. The North Coronie area (see Map 6) is part of the highly productive estuarine zone of Suriname, and consists of several coastal wetland ecosystems: mudflats, mangrove forest, open lagoons and brackish grass swamps. The area is an important breeding and feeding area for scarlet ibises, egrets and herons. During northern winters, it also serves as an important feeding ground for migratory shorebirds from the North. The ecosystems and their biodiversity offer a range of ecotouristic activities that should be further developed. Next to this (1) the Coronie mangrove forests protect the coast against erosion, enhance sedimentation and stimulate coastal accretion; (2) its ecosystems are particularly important as spawning and nursery grounds for the marine fauna and (3) these ecosystems add value to the nearshore small-scale and offshore industrial fisheries. On March 18, 1985, the Republic of Suriname became a Contracting Party of the "Convention of Wetlands of International Importance, especially as Waterfowl Habitat", also known as the "Wetland Convention" or "Ramar Convention".

Whereas in a town like Kingston there is primarily a distinction between black and white, and in Georgetown and Port of Spain between black and Indian, Paramariboʼs population is made up of three main ethnic groups: Creoles, Hindustanis, and Javanese; and at least seven smaller ones: Amerindians, Europeans, Maroons, Chinese, Lebanese, and Brazilians. Moreover, over time an ethnically mixed group formed that originally consisted of people of mixed European and African heritage (known then as mulattoes), though it now also includes descendants of other mixed ethnic relations. In this group of mixed ethnicities, not one is numerically predomi- nant, and they come from all over the world: Western Europe, Western Africa, Bihar and West Bengal, Java, different parts of China, Lebanon, and more recently Brazil. One could say globalization took place in Suriname during its very founding as a plantation society (see also Hoefte & Meel 2001). The present-day population of Paramaribo largely descends from forced and semi-forced immigrants who came to the country mainly during the plan- tation era, though in sequence. Their move into the capital was also sequen- tial. After the abolition of slavery in 1863 and the immigration of Asian laborers to the plantations, Paramaribo became a “Creole” city dominating the “Asian” rural areas. As, at the beginning of the twentieth century, more Hindustanis and Javanese entered the city in search of new economic oppor- tunities and a better education for their children, the ethnic composition of the capital gradually changed.
