Características generales Nombre Oficial: República de Mozambique Superficie: 799.380 Km2. TANZANIA Límites: Limita con Sudáfrica y Suazilandia al sur, con Zimbabwe, Zambia y Malawi al oeste y con Tanzania al norte. Lago Malawi Población: 23´4 millones de habitantes. ZAMBIA Capital: Maputo. Idioma: El portugués es la lengua oficial del Estado. Existen diversas lenguas nativas, entre las que destacan el makonde, makua, suabo, shona, ronga y MALAWI changana. El swahili se habla en las zonas costeras del norte. Moneda: Nuevo Metical (MZN). Dependiendo de la cotización, alrededor de 36 meticais = 1 euro. Nampula Religión: Las confesiones religiosas más presentes son la católica, con cerca del 35% de creyentes, seguida de la musulmana (30%) y de ritos animistas. Las iglesias Evangélicas están creciendo con rapidez en los últimos tiempos, fundamentalmente en el sur del país. Forma de Estado: Con la Constitución de noviembre de 1990, Mozambique abandonó el sistema de partido único y economía centralizada para convertirse en una República presidencialista, con separación de poderes y elecciones periódicas multipartidistas. La actual Constitución data de 2004. El Presidente, elegido por Chimoio sufragio universal directo, secreto y personal, por un período de cinco años, es el ZIMBABWE Jefe de Gobierno y Comandante de las Fuerzas de Defensa y Seguridad. La Cons- titución contempla la figura de un Primer Ministro, nombrado por el Presidente de la República. El órgano legislativo (unicameral) es la Asamblea de la República. Sus 250 miembros son elegidos para un período de cinco años por sufragio universal directo. Existe un Tribunal Supremo, de corte europeo, y un Consejo Constitucional. División administrativa: La organización territorial se basa en la división en diez Provincias más la Ciudad de Maputo, al frente de cada cual hay un gober- nador, nombrado por el Presidente y al que representa en todas sus funciones. Paralelamente, al amparo de un proceso de descentralización, hay instituidos 43 Municipios, regidos por Consejos y Asambleas Municipales, que son reno- vados cada cinco años en elecciones locales. Por debajo de los municipios se SUDÁFRICA sitúan los Distritos. Asimismo, como parte del mencionado proceso de descen- tralización, se han creado Asambleas Provinciales elegidas por sufragio directo. Geografía Mozambique está regado por 25 ríos importantes que vierten sus aguas en el © Ocina de Información Diplomática. 2012 Aviso: Las fronteras trazadas no son necesariamente las reconocidas ocialmente. Índico. El principal río es el histórico Zambeze, con un recorrido de unos 650 Km. en tierras mozambiqueñas, la gran mayoría navegables, que fluye desde el este de Angola hasta la costa oriental de África y facilita el acceso al interior del conti- nente. La mayor elevación es el “Monte Binga”, en la provincia de Manica, que alcanza 1.7. Distribución del comercio por países y productos 2.436 metros. La mayor parte del país está cubierta de vegetación de sabana, que hacia el norte va derivando en un bosque más o menos cerrado. El país Origen de las importaciones en 2010: Sudáfrica 40%, China, Australia, India cuenta con unos 2700 Km. de costas. y Portugal. A continuación Japón y EEUU. 1.3. Indicadores sociales Principales productos importados: Maquinaria y bienes de capital, aluminio, automóviles, derivados del petróleo. Densidad de población: 25 habitantes/Km2. Renta per cápita: 635 USD (estimado 2012 FMI). Principales destinos de las exportaciones en 2010: Sudáfrica 18%, China, Coeficiente GINI: 45,6% (IDH del PNUD, 2011). Zimbabwe, India y Portugal. España ocupa el séptimo lugar. Esperanza de vida: 50 años (UNICEF). Crecimiento de la Población: 2,1% (UNICEF). Principales productos exportados: Aluminio (de la empresa Mozal, repre- IDH: 0,347 (185/187) en 2013 (PNUD) senta 55,6% del total de las exportaciones de Mozambique), electricidad, gas Tasa de natalidad: 38 en 2010 (UNICEF) natural, tabaco, langostinos, azúcar, madera, algodón, anacardos. After repeated criticism, Filipe Paunde resigned as party secretary-general. Paude and the party Political Commission tried to restrict the list of possible candidates to three allied to current President Armando Guebuza: Prime Minister Alberto Vaquina, Agriculture Minister Jose Pacheco and Nyussi. An old guard anti-Guebuza campaign led by Graça Machel and Joaquim Chissano, forced two former prime ministers onto the list, Luisa Diogo and Aires Ali. In an impassioned speech, Graça Machel also forced Guebuza to allow former members of the Political Commission who are no longer on the Central Committee, including former President Chissano, to attend and speak (but not vote). (Contrary to earlier reports, Eduardo Mulembwe did not stand.) In the first round tonight, Nyussi gained 46% and Diogo 23%. In a second round between those two, Nyussi was selected, with 135 votes (68%) against 61 (31%) for Diogo. Filipe Nyussi is Macondi and was born 9 February 1959, in Namaua, Mueda, Cabo Delgado. He was the only one of the candidates to have a liberation war link, having attended the Frelimo school in Tunduru, Tanzania before independence.

Agricultural productivity is "especially low" because of "the persistence of extremely rudimentary technologies." People do not leave their farms only because there are no jobs to move to. This "gloomy picture" is painted in the Mozambique country case study for the World Bank 2013 World Development Report, published 1 October. The report, "Jobs and Welfare in Mozambique" by Sam Jones and Finn Tarp of the University of Copenhagen, is damning. It says there are no clear and coherent policies and that both manufacturing and smallholder agriculture are stagnating. 300,000 adults are joining the workforce each year, and there are no jobs for them. "There is no evidence of a positive process of structural transformation in the employment landscape; rather, underemployment is rife [and] education levels remain extremely low." Government is continuing patrols and Renamo is continuing to attack the patrols. On Sunday morning Renamo attacked a military base at Mussicadzi II, killing four border guard soldiers. The location is 500 metres from the main north-south N1 road, and 60 km north of Gorongosa town. And on Monday last week (24 February) Renamo attacked a three vehicle convoy at Vunduzi, near the former Renamo headquarters of Santungira, injuring five soldiers. The base is now occupied by government troops and the convoy was bringing supplies. (O País, 26 February and 4 March) Meanwhile, the normal weekly Renamo-government talks took place Monday at the Joaquin Chissano conference centre. Having agreed electoral issues, the talks have moved on to security matters. COMMENT: The issue appears to be how to integrate Renamo officers and soldiers into the army. Frelimo wants a loyal army that would not threaten military coups, and thus it marginalised former Renamo fighters after the 1994 integration of the military. Renamo says this cannot happen again, while Frelimo does not want an armed opposition.

  • Mozambique – Political Dynamics, Regulatory Outlook and Infrastructure Risks
    AFRICA MOZAMBIQUE – POLITICAL DYNAMICS, REGULATORY OUTLOOK AND INFRASTRUCTURE RISKS Hugely promising natural gas exploration success rates off Mozambique have generated expectations of escalating investment in the country in the coming years. Robert Besseling examines the most significant political challenges to the development of the natural gas sector in Mozambique. Political in-fighting and distractions are likely to stall the formulation of a legislative framework for the sector, motivate the renegotiation of existing contracts and delay the necessary development of LNG infrastructure. In order to mitigate risks, investing companies will become more dependent on local partnerships with the political elite. SECTOR OVERVIEW Significant natural gas reserves – estimated at around 150 trillion cubic feet (tcf) – have been discovered in the Rovuma Basin by Italy’s Eni S.p.A and Houston-based Anadarko Petroleum Corporation. These reserves have the potential to position Mozambique as a major natural gas exporter. Stake sales by first-movers Eni and Anadarko (along with its partner, India’s Videocon Industries Limited) are attracting major international players, with China National Petroleum Corporation (CNPC) purchasing a 20% stake in the “Area 4” project from Eni in March 2013. According to the National Petroleum Institute (INP), a number of companies have previously expressed an interest in future bidding rounds for exploration blocks off Mozambique, including Petroliam Nasional Berhad (Petronas), the Vitol Group, Noble Energy, Inc., Tullow Oil plc, Exxon Mobil Corporation, Royal Dutch Shell plc and BP plc. In addition, there will be opportunities for construction companies in the development of liquefied natural gas (LNG) terminals, ports, new pipelines and associated infrastructure.

Prime Minister Aires Ali was seen as President Armando Guebuza's choice as a relatively weak President he could control, and his defeat shows the limit of Guebuza's power. Former Prime Minister Luisa Diogo was the anyone-but-Ali candidate. The defeat of both shows that interests and power with the party are dispersed, and some compromises and negotiation will be needed before the Presidential candidate is selected next year by the Central Committee. The candidate does not have to be a member of the Political Commission, but it would be hard to select someone who did not have enough support within the Central Committee to have been elected to the Political Commission. The Frelimo 10th Congress in Pemba 23-28 September 2012 elected the president of the party - re- electing Armando Guebuza unopposed - and elected one-third of the Central Committee.
