The Holy See The Holy See APOSTOLIC LETTER ISSUED «MOTU PROPRIO» BY THE SUPREME PONTIFF FRANCIS ON THE PONTIFICAL COMMISSION "ECCLESIA DEI" For over 30 years the Pontifical Commission Ecclesia Dei, instituted with the Motu Proprio Ecclesia Dei Adflicta of 2 July 1988, has carried out with sincere solicitude and praiseworthy concern the task of collaborating with the Bishops and the Dicasteries of the Roman Curia, in facilitating the full ecclesial communion of priests, seminarians, communities or individual men and women religious connected with the Fraternity founded by Archbishop Marcel Lefebvre, who wished to remain united to the Successor of Peter in the Catholic Church, preserving their own spiritual and liturgical traditions.[1] In this way, it was able to exercise its own authority and competence in the name of the Holy See over these societies and associations, until otherwise provided.[2] Subsequently, by virtue of the Motu Proprio Summorum Pontificum of 7 July 2007, the Pontifical Commission extended the authority of the Holy See to those Institutes and Religious Communities which had adhered to the extraordinary form of the Roman Rite and had assumed the precedent traditions of religious life, supervising the observance and application of the provisions established.[3] Two years later, my Venerable Predecessor Benedict XVI, with the Motu Proprio Ecclesiae Unitatem of 2 July 2009, reorganized the structure of the Pontifical Commission, in order to make 2 it more suited to the new situation created by the remission of the excommunication of the four Bishops consecrated without pontifical mandate. And, furthermore, considering that after this act of grace, the questions addressed by the same Pontifical Commission were of a primarily doctrinal nature, he connected it more systematically to the Congregation for the Doctrine of the Faith, while maintaining its initial aims, but modifying its structure.[4] Now, as the Feria IV of the Congregation for the Doctrine of the Faith of 15 November 2017 formulated the request that dialogue between the Holy See and the Priestly Fraternity of Saint Pius X be conducted directly by the aforementioned Congregation, as the matters being addressed are of a doctrinal nature, to which request I gave my approval in Audientia with the Prefect on 24 November 2017 and this proposal was accepted by the Plenary Session of the same Congregation celebrated from 23 to 26 January 2018, after ample reflection, I have arrived at the following decision. Considering that today the conditions which led the holy Pontiff John Paul II to institute the Pontifical Commission Ecclesia Dei have changed; noting that the Institutes and Religious Communities which customarily celebrate in the extraordinary form have today found proper stability of number and of life; recognizing that the aims and questions addressed by the Pontifical Commission Ecclesia Dei are of a predominantly doctrinal order; and wishing that these aims be made ever more evident to the conscience of the ecclesial communities, with this Apostolic Letter ‘Motu Proprio data’, I decree that 1. The Pontifical Commission Ecclesia Dei, instituted on 2 July 1988 with the Motu Proprio Ecclesia Dei Adflicta, is decommmissioned. 2. The tasks of the Commission in question are assigned entirely to the Congregation for the Doctrine of the Faith, within which will be established a special Section committed to continue the work of supervision, promotion and protection conducted thus far by the decommissioned Pontifical Commission Ecclesia Dei. 3. The financial report of the Pontifical Commission returns to the ordinary accounting of the aforementioned Congregation. 3 Furthermore, I establish that this Motu Proprio — to be observed notwithstanding anything to the contrary, even if worthy of specific mention — be promulgated by publication in the 19 January 2019 issue of L’Osservatore Romano, entering immediately into force, and that it be inserted thereafter into the official register of the Holy See, the Acta Apostolicae Sedis. These are to be observed not only so that errors may be avoided, but also that the faith may be handed on in its integrity, since the Church’s rule of prayer (lex orandi) corresponds to her rule of faith (lex credendi).” [1] Eminent among the Popes who showed such proper concern was Saint Gregory the Great, who sought to hand on to the new peoples of Europe both the Catholic faith and the treasures of worship and culture amassed by the Romans in preceding centuries. He ordered that the form of the sacred liturgy, both of the sacrifice of the Mass and the Divine Office, as celebrated in Rome, should be defined and preserved. That isn’t so» Interview with Cardinal Darío Castrillón Hoyos by Gianni Cardinale The motu proprio Summorum pontificum by Benedict XVI that in practice liberalizes the use of the Roman Missal of 1962 was finally published on 7 July. The motu proprio, that will come into force on 14 September, establishes that the Roman Missal promulgated by Paul VI in 1970 is the ordinary expression of the lex orandi of the Catholic Church of Latin rite. The Missal promulgated by Saint Pius V and re-edited by Blessed John XXIII must, therefore, be considered as extraordinary form. In no way, therefore, is a division in the «law of the faith» created since it is a matter of «two uses of the single Roman rite». It is hence lawful to celebrate mass according to the typical edition of the Roman Missal of 1962. To this purpose, the motu proprio of Benedict XVI indicates new rules that replace those established by the previous documents, Quattuor abhinc annos of 1984 and Ecclesia Dei of 1988, in which the indulgence was granted whereby the so-called Tridentine mass could be celebrated, but only with the consent of the local bishop. From 14 September onwards instead no priest or rector can impede the celebration of the mass of Saint Pius V in his church, on condition that the faithful who ask for it also have a priest willing to do so, provided he be suitable and not legally impeded.

    CHAPTER 14 EXTRAORDINARY FORM OF THE ROMAN RITE A. INTRODUCTION 14.1.1 The Roman Missal promulgated in 1970 by Pope Paul VI is the ordinary expression of the lex orandi of the Catholic Church of the Latin rite. Nonetheless, it is permissible to celebrate the sacrifice of the Mass following the typical edition of the Roman Missal promulgated by Blessed Pope John XXIII in 1962 as an extraordinary form of the liturgy of the Church.1507 14.1.2 It is permissible as well, in the circumstances described below, to use the liturgical books promulgated or in use in 1962 for the celebration of some of the other sacraments and rites.1508 14.1.3 In addition to the Roman Missal, the liturgical books promulgated or in use in 1962 were the following: a. the Roman Breviary, in the typical edition of 1962; b. the Roman Martyrology; c. the Roman Ritual, in the typical edition of 1952, and local rituals derived from it;1509 1507 SP 1. It is not clear what “never abrogated,” used in the full text of this article in reference to the MR1962, means; for if the Missal was “never abrogated,” the law requiring its use certainly was. “Paul VI’s 1969 apostolic constitution Missale Romanum, was properly promulgated as law in the Acta Apostolicae Sedis, in keeping with canon 9 of the 1917 code. The constitution required the use of the newly revised Roman Missal and abrogated previous law that had required use of the Tridentine rite Mass. The Pope decreed that his constitution had the force of law ‘now and in the future,’ and he expressly revoked contrary law, including ‘the apostolic constitutions and ordinances issued by our predecessors and other prescriptions, even those deserving of special mention and amendment.’ Moreover, the March 26, 1970, decree of the Sacred Congregation for Divine Worship promulgating the editio typica of the revised Roman Missal contained the phrase, ‘Anything to the contrary notwithstanding.’” For a priest lawfully to use MR1962, even in private, an indult or permission of the ordinary was required.

    CATHOLIC DIOCESE OF FORT WORTH THE BISHOP’S OFFICE August 8, 2014 Bishop Olson Statement Regarding Ecclesia Dei’s Closing of Fisher More College Matter On May 15, 2014 I received a letter dated May 8, 2014 from Archbishop Guido Pozzo, Secretary for the Pontifical Commission of Ecclesia Dei, inquiring as to the reasons for my pastoral decision of February 24, 2014 to remove the past permission of my predecessor, Bishop Kevin Vann, for the Extraordinary Form of the Mass to be celebrated bi-weekly and not on Sunday at Fisher More College. The inquiry was prompted by a formal request of “recourse” from Fisher More College after the College formally contested on March 4, 2014 my administrative act of February 24, 2014. I responded to Archbishop Pozzo’s inquiry in a lengthy missive dated May 30, 2014. In summary of my missive to Archbishop Pozzo, it remains my judgment that the limited scope of the previous permission granted by Bishop Vann had indeed been, in effect, ignored and abused by the administration of Fisher More College. My assessment regarding this matter remains also accompanied by several ecclesiological and pastoral concerns that I perceived to be attached circumstantially to the celebration of the Extraordinary Form of the Mass at Fisher More College. These judgments informed my pastoral decision to remove permission to celebrate the Extraordinary Form (since even the limited scope of the previous permission for bi-weekly daily celebration was summarily ignored by the college’s administration). I acted in accord with my responsibility as the bishop as articulated in church law “to direct, to promote, and to guard the entire liturgical life” in the Church entrusted to me.
