    WEST DUNBARTONSHIRE COUNCIL Report by the Chief Executive Community Participation Committee: 19 November 2008 ___________________________________________________________________ Subject: Scottish Parliament Constituency Boundaries 1. Purpose 1.1 The Committee, at its meeting on 17 September 2008, requested a background report on the current proposals to amend the constituency boundaries for the Scottish Parliament. 2. Background 2.1 Legislation provides for regular reviews of constituency boundaries and the new boundaries will be in effect for the next Scottish Parliament elections to be held in May 2011. Reviews are carried out by the Boundaries Commission for Scotland. 2.2 The Commission published its provisional proposals for the review on 14 February 2008. These proposals advertised in the local press and notices with explanatory information were lodged for consultation in council offices and main libraries. The proposals were submitted to Council at its meeting of 27 February. They comprise:- 1) linking two of West Dunbartonshire’s wards, Clydebank Central and Clydebank Waterfront, with part of the Renfrewshire Council area to create the North Renfrewshire and Clydebank Burgh Constituency; and 2) joining the Kilpatrick Ward with Dumbarton, Lomond and Leven wards and two wards of Argyll and Bute Council to form the Dumbarton and Helensburgh County Constituency. 2.3 The Council duly objected to the proposals for both constituencies on the grounds that Kilpatrick Ward should not be split from the other two Clydebank wards and that the linking of Clydebank Central and Clydebank Waterfront wards with areas in Renfrewshire Council was anomalous and unacceptable. 2.4 Where a local authority submits an objection to a proposed boundary, a Local Inquiry must be held.

Purpose of Report 1.I The report provides, for the consideration of the Council, a draft submission as formulated by the United Kingdom Constituencies Working Group, for the statutory consultation on the Sixth Review of United Kingdom Parliamentary Constituencies. 2. Background 2.1 The Policy and Resources Committee, at its meeting on 1 December, having considered a report (copy attached as Appendix 1) on the Sixth Review of United Kingdom Parliamentary Constituencies - Statutory Consultation, agreed that a Working Group comprising Councillors Maginnis, McCabe, Ross, Smith and Welsh be established to formulate the Council's response. 2.2 The attached report sets out the background to and criteria for the constituency review. As indicated in the report, a constituency requires to have an electorate not less than 72,810 and not greater than 80,473. The relevant electorate of North Lanarkshire as at 1 December 2010 was 248,333. It is, accordingly, 42,907 electors short of the minimum number required for four constituencies and 6,914 electors in excess of the maximum number permitted for three constituencies. 2.3 The constituencies as proposed by the Boundary Commission are as set out in Section 3 of the attached report. It will be noted that 0 Kilsyth ward is included in a constituency comprising principally East Dunbartonshire wards 0 Ward No. 19 (Murdostoun) is split between the proposed Airdrie and Coatbridge South Constituency and Motherwell, Wishaw and Bellshill Constituency and 0 The town of Coatbridge is divided between two of the proposed constituencies.

    How the Council Works- Decision making within Housing Services Members of West Dunbartonshire Council are elected to represent West Dunbartonshire Council the people of the area. The Single Transferable Vote (STV) method of proportional representation is used. Voters in each ward 22 Elected Members indicate their preference of first, second etc candidates. A quota Labour (12), SNP (6), Independent (3), and formulae system then decides who is elected based on the SSP (1) preferences as indicated by the voters. There are 22 elected members in 6 multi-member wards Covering 6 wards (Clydebank Central, Clydebank Waterfront, Kilpatrick, Dumbarton, Clydebank Central, Clydebank Leven and Lomond). The current political make-up of the Council Waterfront, Kilpatrick, Dumbarton, is: Leven, Lomond Party Councillors Labour Party 12 Scottish National Party 6 Independents 3 Scottish Socialist Party 1 The Council usually meets every two months and is responsible for taking decisions, but it can delegate decisions to Committees, Sub-Committees or Officers. The Council meeting is attended by all the Councillors elected to West Dunbartonshire Council. Political administration and leadership The Council is currently led by a Labour Majority Administration and therefore does not rely on the support of other Members of the Council to get its policies approved. Councillor Douglas McAllister (Labour) is the current Provost and he is the Convener of the Council meeting. When votes are tied West Dunbartonshire Council the Provost has the option to use his casting vote to determine 22 Elected Members matters. Labour (12), SNP (6), Independent (3), SSP (1) Councillor David McBride (Labour Party) is the Spokesperson for Housing Services and is the Chair of the current Housing and Covering 6 wards Communities Committee.
