Children may have housing and food, but remain poor if their parents can’t afford to put the heating on at home. Families and children may have mobile phones, mobile devices and computers, but remain poor if there isn’t sufficient connectivity to use the equipment for everyday tasks that others take for granted. Children can have warm clothes and modern footwear for school, but remain poor if there isn’t enough money for them to go on the same school trips as their classmates. Unfortunately, child poverty is the reality of life for many children in West Dunbartonshire. A reality that is clearly illustrated in this report. Add to this the reality of the challenges we face as the wide reaching impacts of the COVID-19 pandemic take effect; the uncertainty surrounding Brexit; and the impact of Government welfare reform and we are entering a very challenging and largely unknown future. As we work our way through these circumstances it is clear that there are significant challenges ahead that will have an impact on household incomes and living standards. The worst effects are likely to be felt most severely by those already most disadvantaged. Because of this there is a real risk that we will see rising levels of child poverty and inequality. If you do nothing else, I recommend that you read the ‘Lived Experience’ section (pages 14 – 17) of this report: It’s both, hard hitting and thought provoking. The emotions it stirs should ands will drive our determination to take action and force positive change based on equality and human rights. This report is not offered simply as a list of good intentions. It’s has been developed as a working document for individuals and organisations seeking to improve the quality of life for families in West Dunbartonshire. The expectation is that by providing this as a key reference document we will raise awareness of available services and their aims and actions; we will provide contact details and links to further information; and we will encourage cross working between these services. I’d like to convey my thanks to the staff delivering services for their professionalism and commitment. I hope this document will help them top continue that work and extend the reach and accessibility of support services, increase the number of families benefitting from support and, as a result, improve the quality of life for children in our communities. For that reason I am happy to commend this document and urge everyone to make use of this as a key resource for tackling child poverty in West Dunbartonshire. West Dunbartonshire Local Child Poverty Action Report 2019/2020 Executive Summary The Bill for The Child Poverty (Scotland) Act 2017 was passed by the Parliament on 8th November 2017 and received Royal Assent on 18th December 2017. The Bill requires local authorities and health boards to produce a Local Child Poverty Action Report each year. The report should describe measures being taken in the area that contribute to meeting the child poverty targets.

    WEST DUNBARTONSHIRE COUNCIL Report by the Chief Executive Community Participation Committee: 19 November 2008 ___________________________________________________________________ Subject: Scottish Parliament Constituency Boundaries 1. Purpose 1.1 The Committee, at its meeting on 17 September 2008, requested a background report on the current proposals to amend the constituency boundaries for the Scottish Parliament. 2. Background 2.1 Legislation provides for regular reviews of constituency boundaries and the new boundaries will be in effect for the next Scottish Parliament elections to be held in May 2011. Reviews are carried out by the Boundaries Commission for Scotland. 2.2 The Commission published its provisional proposals for the review on 14 February 2008. These proposals advertised in the local press and notices with explanatory information were lodged for consultation in council offices and main libraries. The proposals were submitted to Council at its meeting of 27 February. They comprise:- 1) linking two of West Dunbartonshire’s wards, Clydebank Central and Clydebank Waterfront, with part of the Renfrewshire Council area to create the North Renfrewshire and Clydebank Burgh Constituency; and 2) joining the Kilpatrick Ward with Dumbarton, Lomond and Leven wards and two wards of Argyll and Bute Council to form the Dumbarton and Helensburgh County Constituency. 2.3 The Council duly objected to the proposals for both constituencies on the grounds that Kilpatrick Ward should not be split from the other two Clydebank wards and that the linking of Clydebank Central and Clydebank Waterfront wards with areas in Renfrewshire Council was anomalous and unacceptable. 2.4 Where a local authority submits an objection to a proposed boundary, a Local Inquiry must be held.

    Clyde Waterfront Clyde Waterfront is the biggest regeneration project ever undertaken in Scotland. It brings together public and private sectors to rejuvenate 20km of the city alongside the River Clyde, from central Glasgow westwards past the towns of Clydebank, Renfrew and Erskine to Dumbarton. The initiative started in 2003 following the publication of an OECD report, ‘Urban Renaissance: Glasgow’, which recognised that the river Clyde area and its environs represent the city’s main under-utilised assets: people, land and buildings.1 Around 250 individual projects fall under the umbrella of Clyde Waterfront. Currently approximately one third of these are completed, one third is at the planning stage, and the other third are underway. The overarching Clyde Waterfront Regeneration Initiative (CWRI) seeks to develop a vibrant and thriving area around the River Clyde, with people and communities at its heart. The regeneration is based on the four themes of economy, place, people and connectivity. Two interlinked projects have been selected to illustrate best practice from Clyde Waterfront: NHS South Glasgow Hospital campus (NSGH): this will comprise a 1,109-bed adult hospital and 256-bed children's hospital with maternity services, able to treat 725,000 patients a year. Due for completion in 2015, it will be the biggest hospital in the UK. Fastlink: this is a transport project, promoting rapid transit ’tram on tyres’ energy efficient buses. The new routes will improve the connection of the city centre with areas that are difficult to access by public transport. The core route will connect the city centre to the SECC and Govan (NHS South Glasgow Hospital campus).

    Supporting our Recovery and Enjoying Ourselves Community Resources in West Dunbartonshire About this booklet The FAST group brings together people in West Dunbartonshire who have used addictions services. We give feedback on how services are working and help identify gaps in what people find helpful and what is currently available. One of the gaps we saw was something to help people get access to all the ordinary resources in the community. Sometimes people who have an alcohol or drugs problem don’t use these facilities because they don’t know they are there. Sometimes it’s because we don’t have the confidence, or feel that somehow they are not for us. We have found that ordinary community resources have helped us on our recovery and we want other people to benefit too. Most of them don’t cost much money and lots are free - so it makes it easier to keep up using them as part of managing to stay well. So we decided to write this booklet to encourage you and give you a wee nudge. Sometimes they are based in Clydebank and sometimes they are in Dumbarton or Alexandira. So you might have to get the bus and go outside your own area for some things.
