Vetë Cezari, shkurtimisht, por shumë qartë, ka paraqitur ngjarjet e ndodhura në veprën që ai e quajti “Commentari” (Shënime, komente), të përbërë nga tre libra, respektivisht me 87, 44 dhe 112 krerë. Mosmarrëveshjet e pazgjidhura, u kthyen në armiqësi të hapur mes këtyre dy figurave më të rëndësishme politike e ushtarake të Romës, që çuan në shpërthimin e përplasjes së ashpër, në vitin 48 para e. s. Cezari ndodhej në Gali, të cilën e kishte nënshtruar dhe paqëtuar pas një lufte dhjetëvjeçare. I shpallur “armik i atdheut” nga Senati Romak, ai kapërcen lumin e vogël Rubikon (sot Marekia), që ndante kufirin mes Italisë dhe Galisë, dhe, me një pjesë të vogël të ushtrisë, hyn në Itali, popullsia e së cilës e pranoi pa luftë. Me të mësuar këtë lajm, Pompeu dhe Senati largohen me ngut nga Roma, mbërrijnë në Brindizi dhe, që andej, hidhen në bregun tjetër të Adriatikut, duke synuar Durrësin, ku kishin grumbulluar tërë arsenalin e luftës. Pa humbur kohë Cezari e ndoqi kundërshtarin e tij, të mirarmatosur dhe të mirëfurnizuar. Duke i shpëtuar përgjimit dhe ruajtjes së flotës pompejane, vendosur në Korfuz, Cezari i zbriti trupat e vet në bregdetin epirot të Shqipërisë së sotme, në një zonë shkëmbore dhe të vështirë, në Palasë të Himarës; me shpejtësinë që ka karakterizuar tërë veprimet e tij, pushtoi portin e Orikumit, të Apolonisë dhe kërcënonte Durrësin. Këtu u zhvilluan dy beteja: Cezari nuk mundi ta shtinte në dorë Durrësin, madje u thye, por nuk u dorëzua. Pas kësaj, ai 10 Nermin BASHA zuri vend në zonën mes Durrësit e Apolonisë. Dy kundërshtarët i bënë trojet ilire teatër të veprimeve të tyre; emra malesh, lumenjsh, portesh, qytetesh fisesh, madje edhe bime për të gatuar bukë e mjaft të tjera, vijnë të emërtuara drejtpërsëdrejti ose të nënkuptuara në librin e tretë të veprës së Cezarit. Nga çasti i zbarkimit të tij në bregdetin epirot, interesi i shkrimit cezarian në lidhje me shkencën e ilirologjisë, në veçanti, dhe atë albanologjike në përgjithësi, rritet, sepse Cezari, sado i kursyer, prapëseprapë na ka dhënë lëndë të vlefshme për historinë e moçme të trojeve tona. Prandaj, nga këndvështrimi ynë, libri III i veprës së Cezarit është parë si material me vlerë albanologjike në plotësimin e lëndës së historisë së lashtë të vendit tonë. Në 67 nga 112 krerët e librit të tretë të “Luftës civile”, gjejmë të njoftuara drejtpërsëdrejti ose të nënkuptuara emra qytetesh, vendesh, fisesh, malesh, lumenjsh të trojeve të Ilirisë e të Epirit në kohën e zhvillimit të ngjarjeve dhe, mes paraqitjes tepër të shkurtër nga autori, mund të mësosh për qëndrimin e popullsisë ndaj komandantëve romakë, për gjendjen e rrugëve dhe të komunikacionit, në përgjithësi, për gjendjen e fushave dhe prodhimtarinë e tyre, për dendurinë e popullsisë, për bimësinë e vendit, për blegtorinë, e mjaft njoftime të tjera.     Illyrian-Albanian Continuity on the Areal of Kosova 29 Illyrian-Albanian Continuity on the Areal of Kosova Jahja Drançolli* Abstract In the present study it is examined the issue of Illyrian- Albanian continuity in the areal of Kosova, a scientific problem, which, due to the reasons of daily policy, has extremely become exploited (harnessed) until the present days. The politicisation of the ancient history of Kosova begins with the Eastern Crisis, a time when the programmes of Great-Serb aggression for the Balkans started being drafted. These programmes, inspired by the extra-scientific history dressed in myths, legends and folk songs, expressed the Serb aspirations to look for their cradle in Kosova, Vojvodina. Croatia, Dalmatia, Bosnia and Hercegovina and Montenegro. Such programmes, based on the instrumentalized history, have always been strongly supported by the political circles on the occasion of great historical changes, that have overwhelmed the Balkans. Key Words: Dardania and Dardans in antiquity, Arbers and Kosova during the Middle Ages, geopolitical, ethnic, religious and cultural concepts, which are known in the sources of that time followed by a chronological development. The region of Kosova preserves archeological monuments from the beginnings of Neolith (6000-2600 B.C.). Since that time the first settlements were constructed, including Tjerrtorja (Prishtinë), Glladnica (Graçanicë), Rakoshi (Istog), Fafos and Lushta (Mitrovicë), Reshtan and Hisar (Suharekë), Runik (Skenderaj) etc. The region of Kosova has since the Bronze Age been inhabited by Dardan Illyrians; the territory of extension of this region was much larger than the present-day territory of Kosova. * Prof. Jahja Drançolli Ph.     DOI: 10.11649/sm.2015.012 Slavia Meridionalis 15, 2015 Instytut Slawistyki PAN Bardh Rugova University of Prishtina The Status of Albanian in Relation to the Other Balkan Languages From 1972, i.e. when the standardisation of the Albanian language took place, the Albanian language went through three different socio­political stages that had an impact on its development. The first stage was the one that began in 1972 and lasted until the beginning of the nineties when the transition from totalitarianism to democracy took place in Albania and former Yugoslavia, two countries with the largest number of Albanian speakers. During this first stage, the Albanian language was a second­order language in Kosovo, whereas the official language, i.e. the language of prestige and the language used in government cusiness was Serbo­Croatian, even though a lot of attention was given to the Albanian language especially in Kosovo. The second stage covers the period from the 90’s until the war in Kosovo – the dissolution of the former Yugoslavia and pluralism in Albania.     Republika e Kosovës Republika Kosovo - Republic of Kosovo Kuvendi - Skupština - Assembly _______________________________________________________________________ Law No. 04/L-128 FOR AMENDING AND SUPPLEMENTING LAW No. 04/L-079 ON BUDGET OF THE REPUBLIC OF KOSOVO FOR YEAR 2012 Assembly of Republic of Kosovo, Pursuant to Article 65 (1) and (5) of the Constitution of Republic of Kosovo, Article 25 of Law No. 03/L-048 on Public Financial Management and Accountability and Article 8 of Law No.03/- L-221 on Amendment and Supplementation of Law on Public Financial Management and Accountability; Adopts LAW FOR AMENDING AND SUPPLEMENTING LAW No. 04/L-079 ON BUDGET OF THE REPUBLIC OF KOSOVO FOR YEAR 2012 Article 1 Article 1 of the basic law, after paragraph 1.30, two paragraphs 1.31. and 1.32 shall be added with the text as the following: 1.31. Transfers – any change occurred within the approved appropriations in Table 3.1, 3.1 A and 4.2. This implies that transfers shall mean: 1.31.1. change of amounts appropriated between budget organizations; 1 1.31.2. changes occurred between programs of the same budget organizations; 1.31.3. changes occurred between subprograms of the same budget organizations; and 1.31.4. changes occurred between each economic category presented in Table 3.1, 3.1A and 4.2. 1.32. Reallocations - any change occurred in Table 3.2 and 4.2 in category of capital expenses within a program of the same budget organizations.
