HERTFORDSHIRE COUNTY COUNCIL THE HERTFORDSHIRE (C165 BALDOCK ROAD, ROYSTON) (50 MPH SPEED LIMIT) ORDER 2020 NOTICE is given that the Hertfordshire County Council in order to improve road safety proposes under the Road Traffic Regulation Act 1984 to implement a 50mph speed limit in part of Royston as specified in the Schedule to this Notice. Documents giving more detailed particulars of the proposals are held on deposit at the offices of Hertfordshire County Council, Pegs Lane, Hertford. However, due to the current COVID 19 emergency, in particular the restrictions imposed on population movement, the documents may be viewed on line from 18 June 2020 at www.hertfordshire.gov.uk/trafficorders by selecting North Herts and looking at Ref: NH00720, or you may request a copy of the documents by emailing [email protected] quoting reference NH00720. The proposals include:  Implementation of a ’50 mph speed limit’ restriction on part of Baldock Road. This Speed Limit Order is being proposed to reduce the current National speed limit and impose a mandatory vehicle speed limit at 50 mph. This scheme is being proposed on road safety grounds, in connection with safe access to a new development. The proposal has been subject to consultation with the local and County Councillor representing the location and North Herts District Council. The local Police, Ambulance, Fire and Rescue Services, Hertfordshire County Council Passenger Transport Unit, Royston Town Council, Therfield Parish Council, local residents and businesses have also been consulted. HERTFORDSHIRE COUNTY COUNCIL ROAD TRAFFIC REGULATION ACT 1984 Date of Order: Order No: THE HERTFORDSHIRE (C165 BALDOCK ROAD, ROYSTON) (50 MPH SPEED LIMIT) ORDER 2020 The Hertfordshire County Council in exercise of their powers under Section 84 of the Road Traffic Regulation Act 1984 (hereinafter referred to as “the Act of 1984”) and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 of the Act of 1984 hereby make the following Order:- 1. This Order may be cited as “The Hertfordshire (Baldock Road, Royston) (50 mph Speed Limit) Order 2020” and shall come into operation on ………… 2. No person shall drive any motor vehicle at a speed exceeding 50 miles per hour on that length of C165 Baldock Road, Royston as specified in the Schedule to this Order. 3. No speed limit imposed by this Order applies to vehicles falling within Regulation 3(4) of the Road Traffic Exemptions (Special Forces) (Variation and Amendment) Regulations 2011 when used in accordance with Regulation 3(5) of those Regulations. 4. For the avoidance of doubt where a length of road is described within Article 2 and the Schedule to this Order, that restriction (unless stated to the contrary within the Schedule) shall apply to the whole width of the road so described and in all directions along that said length of road. 5. The Interpretation Act 1978 shall apply for the interpretation of this Order as it applies for the interpretation of an Act of Parliament. SCHEDULE length of C165 Baldock Road, Royston – 50 mph speed limit Baldock Road between a point 40 metres south east of a point in line with the projected south east kerbline of A505 Royston Bypass and a point 170 west of a point in line with the projected west kerbline of Ivy Lane; a distance of approximately 1005 metres.
