DIPLOMATIC DICTIONARY A | B | C | D | E | F | I | M | N | P | R | S | T | V A ACCESSION The procedure by which a nation becomes a party to an agreement already in force between other nations. ACCORDS International agreements originally thought to be for lesser subjects than those covered by treaties, but now really treaties by a different name. AMBASSADOR The chief of a diplomatic mission; the ranking official diplomatic representative of a country to the country to which s/he is appointed, and the personal representative of his/her own head of state to the head of state of the host country. Ambassador is capitalized when referring to a specific person (i.e., Ambassador Smith) AMERICAN PRESENCE POSTS (APP) A special purpose overseas post with limited staffing and responsibilities, established as a consulate under the Vienna Convention. APPs are located cities outside the capital that are important but do not host a U.S. consulate. Typically these posts do not have any consular services on site, so the APP’s activities are limited or narrowly focused on priorities such as public outreach, business facilitation, and issue advocacy. Examples of American Presence Posts include: Bordeaux, France; Winnipeg, Canada; Medan, Indonesia and Busan, Korea. ARMS CONTROL Arms Control refers to controlling the amount or nature of weapons-such as the number of nuclear weapons or the nature of their delivery vehicles -- a specific nation is allowed to have at a specific time. ATTACHÉ An official assigned to a diplomatic mission or embassy. Usually, this person has advanced expertise in a specific field, such as agriculture, commerce, or the military. -

The Chinese Civil Service Examination’s Impact on Confucian Gender Roles By Albert Oliver Bragg Submitted in partial fulfilment of the requirements for Graduation summa cum laude University of Louisville May 2015 Bragg 2 Introduction The Chinese Civil Service Examination was an institution that lasted virtually uninterrupted for roughly thirteen-hundred years, beginning during the late Sui Dynasty in 587 C.E. and ending in 1904 shortly before the collapse of the Qing Dynasty1. While the structure and number of examinations varied widely from dynasty to dynasty, the fundamental content of the examinations was to test one’s knowledge of the Confucian classics: The Analects, The Book of Mencius, The Book of Changes, The Book of Documents, The Book of Poetry, The Book of Rites, and the Tso Chuan. -

We test whether there is any evidence of a trade-off or complementary interaction between these two instruments in trade facilitation. We compare the effects of these two instruments of economic diplomacy on bilateral trade by employing a gravity model for 45 African states over the period 1980-2005. The results show that bilateral diplomatic exchange is a relatively more significant determinant of bilateral exports among African states compared to regional integration. We also find a nuanced interaction between these two instruments of economic diplomacy: the trade-stimulating effect of diplomatic exchange is less pronounced among African countries that shared membership of the same regional bloc. -

This is because both principles can guarantee the dignity and equality of sovereign states when resolving issues in international relation. Not every statement of persona non grata has to culminate in expulsion because a statement may be issued by the receiving state both after the diplomatic agent has started performing his functions and even before he arrives at the receiving state. If such a statement is followed by the expulsion of the diplomat, it should be based on article 41 of the Vienna Convention, 1961 (infringement on laws of receiving state and/or espionage actions). Also, expulsion may occur due to war and severance of diplomatic relation between two states. Indonesia has had to deal with issues of persona non grata on several occasions both as receiving and sending state. This paper analyses several cases of declaration of persona non grata involving several countries, especially Indonesia in order to give a better understanding of how the declaration of persona non grata plays out between states, and the significance of the Vienna Convention of 1961 on diplomatic relations. -

Determinants and Consequences of Bureaucrat Effectiveness: Evidence from the Indian Administrative Service∗ Marianne Bertrand, Robin Burgess, Arunish Chawla and Guo Xu† October 21, 2015 Abstract Do bureaucrats matter? This paper studies high ranking bureaucrats in India to examine what determines their effectiveness and whether effective- ness affects state-level outcomes. Combining rich administrative data from the Indian Administrative Service (IAS) with a unique stakeholder survey on the effectiveness of IAS officers, we (i) document correlates of individual bureaucrat effectiveness, (ii) identify the extent to which rigid seniority-based promotion and exit rules affect effectiveness, and (iii) quantify the impact of this rigidity on state-level performance. Our empirical strategy exploits variation in cohort sizes and age at entry induced by the rule-based assignment of IAS officers across states as a source of differential promotion incentives. ABSTRACT Regional governments can be international actors. This phenomenon of regional governments developing international relations, often called ‘paradiplomacy,’ has been most visible in Western industrialized liberal- democracies. In thinking about paradiplomacy in developing and post- communist countries, considering the experience of regions such as Quebec, Catalonia, the Basque Country, Flanders and Wallonia could be instructive for understanding the logic of this activity, highlighting key choices that need to be made, and pointing out potential challenges stemming from the development by sub-state units of international relations. This paper begins by distinguishing between three layers of paradiplomacy and makes the argument that paradiplomacy can be a multifunctional vehicle for the promotion of interests and identity. It then discusses the various choices that have to be made when developing a paradiplomacy, including designing new structures and selecting partners. -

Virtual Credential Ceremony of Foreign Diplomats Why in news? In a first, President Ram Nath Kovind accepted the credentials of foreign diplomats of as many as 7 countries in a virtual ceremony, given the COVID-19 situation. What is the credential ceremony all about? A Letter of Credence is a formal document appointing a diplomat as Ambassador or High Commissioner to another sovereign state. The present ceremony involved diplomats from the Democratic People's Republic of Korea, Senegal, Trinidad & Tobago, Mauritius, Australia, Cote d'Ivoire and Rwanda. They presented their credentials (Letters of Credence) before the President via video conference. Each of these letters is addressed from one head of state to another. President Ram Nath Kovind formally accepted each Letter of Credence. This marked the beginning of the ambassadorship of each of those foreign diplomats, in India. The letters were officially handed over to the MEA (Ministry of External Affairs) to be delivered to the President of India. Initially, the ambassadors were to present their credentials from their respective embassies. However, all seven were escorted to the Jawahar Bhavan headquarters of the MEA (Ministry of External Affairs). How does it take place generally? The presentation of credentials is a spectacular and elaborate ceremony with strict rules and rituals. Under normal circumstances, it is hosted at the majestic Ashoka Hall inside the Rashtrapati Bhavan. The envoys come to Rashtrapati Bhavan accompanied by a foreign ministry official. They have to sit in a specific seat in the car with the protocol officer next to them. The diplomat is received at the forecourt of the presidential palace by the commander of the Presidential Guard. -

Imperial China and the West provides correspondence from the Factories of Canton (modern Guangzhou) and from the missionaries and diplomats who entered China in the early nineteenth century, as well as from the envoys and missions sent to China from Britain and the later legation and consulates. The documents comprising this collection include communications to and from the British legation, first at Hong Kong and later at Peking, and British consuls at Shanghai, Amoy (Xiamen), Swatow (Shantou), Hankow (Hankou), Newchwang (Yingkou), Chefoo (Yantai), Formosa (Taiwan), and more. -

Policy Redding Police Department 412 RPD Policy Manual Foreign Diplomatic and Consular Representatives 412.1 PURPOSE AND SCOPE This policy provides guidelines to ensure that members of the Redding Police Department extend appropriate privileges and immunities to foreign diplomatic and consular representatives in accordance with international law. 412.2 POLICY The Redding Police Department respects international laws related to the special privileges and immunities afforded foreign diplomatic and consular representatives assigned to the United States. All foreign diplomatic and consular representatives shall be treated with respect and courtesy, regardless of any privileges or immunities afforded them. 412.3 CLAIMS OF IMMUNITY If a member comes into contact with a person where law enforcement action may be warranted and the person claims diplomatic or consular privileges and immunities, the member should, without delay: (a) Notify a supervisor. (b) Advise the person that his/her claim will be investigated and he/she may be released in accordance with the law upon confirmation of the person’s status. (c) Request the person’s identification card, either issued by the U.S. Department of State (DOS), Office of the Chief of Protocol, or in the case of persons accredited to the United Nations, by the U.S. Mission to the United Nations. These are the only reliable documents for purposes of determining privileges and immunities. (d) Contact the DOS Diplomatic Security Command Center at 571-345-3146 or toll free at 866-217-2089, or at another current telephone number and inform the center of the circumstances. (e) Verify the immunity status with DOS and follow any instructions regarding further detention, arrest, prosecution and/or release, as indicated by the DOS representative. -

Nepotism and meritocracy Anders Sundell QoG Working Paper Series 2014:16 December 2014 ISSN 1653-8919 ABSTRACT Despite the crucial importance of a well-functioning and impartial public administration for growth and well-being, we know little of how such bureaucracies can be created, and why elites allow them to be. One reason for this dearth of studies is that there are few to none quantitative measures of historical bureaucratic development. This paper analyzes the surnames of civil servants in the Swe- dish central public administration over 200 years to track nepotism in recruitment. A decline in nepotism is registered during the 19th century. The nobility however continued to thrive in the ad- ministration even after reform, due to disproportionate access to education. Paradoxically, birth was thus an important predictor of success in a system that generally was considered meritocratic.
