SUMMARY the Purpose of This Report Is to Draw to the Attention of the Executive the Existence of the Argyll Marine Special ARGYLL AND BUTE COUNCIL EXECUTIVE CORPORATE SERVICES 20 MARCH 2008 ARGYLL MARINE SAC FORUM 1. SUMMARY The purpose of this report is to draw to the attention of the Executive the existence of the Argyll Marine Special Areas of Conservation (SAC) Forum and to invite the Executive to appoint representatives from the Council. 2. RECOMMENDATION The Executive is invited to consider appointing one Member from each of Wards 5 and 2, and appoint one of those to Chair the Forum. 3. BACKGROUND Argyll and Bute Council has taken the lead on the management of the Loch Creran and the Firth of Lorn Special Areas of Conservation. These are marine SAC’s. Scottish Natural Heritage identified possible marine SAC’s and after consultation with the owners/occupiers and users of these areas the Scottish Executive designated these sites in terms of the EC Habitats Directive. Management plans for the Firth of Lorn and Loch Creran Marine SAC’s have been prepared and the Argyll Marine SAC Management Forum brings together organisations with an interest in the activities that have the potential to impact on the conservation of each marine SAC site and the management of these activities in a sustainable manner. A list of the organisation members of the Forum is attached at Appendix 1. The Forum generally meets once a year. 4. It is appropriate to consider the Members to be appointed to the Forum with reference to the ward boundaries established in May 2007. The whole of the Loch Creran site lies within Ward 5 (Oban North and Lorn). The coastal waters comprising the Firth of Lorn SAC lie partly off Ward 5 and partly off Ward 2 (Kintyre and the Islands). 1 5. It is suggested, therefore, that perhaps one Councillor from each Ward might represent the Council on the Forum, with one of those Councillors to be appointed as its Chair. ABSTRACT: This paper presents recently collected swath bathymetry from the Firth of Lorn. 553 km2 of data were collected during 2012–2013 as part of the INIS Hydro (Ireland, Northern Ireland and Scotland Hydrographic Survey) programme. The area proves to consist of bedrock-dominated seabed, divided into narrow, stratigraphically- constrained and glacially-over-deepened basins. The bedrock is composed of late Proterozoic Dalradian metasediments overlain unconformably by Old Red Sandstone (ORS) sediments and lavas of ?Silurian-age. The central region of the Firth of Lorn is dominated by a vertical cliff, up to 150 m high and extending for approximately 24 km. This feature, here termed the Insh Fault, may have originated as a Dalradian extensional fault, been reactivated as an ORS feature and now forms a fault-line scarp with resistant ORS rocks on the downthrown side, flanking the more deeply eroded metasediments exposed in the basin. Tertiary intrusives are common, in particular, swarms of Paleocene dolerite dykes exposed on the sediment-free bedrock surfaces, and can be traced for many kilometres.

Regulations 1994 (as amended) 30 March 2006 Regulation 33(2): Firth of Lorn SAC SNH About this Package: Section 1 of this document provides a general introduction and Sections 2 and 3 fulfil Scottish Natural Heritage's duties under Regulation 33(2) of The Conservation (Natural Habitats, &c.) Regulations 1994 (Habitats Regulations) (as amended by The Conservation (Natural Habitats, &c.) Amendment (Scotland) Regulations 2004). This requires that SNH advises other relevant authorities as to the conservation objectives of the site (see Section 2) and any operations which may cause deterioration of natural habitats or the habitats of species, or disturbance of species, in so far as such disturbance could be significant, for which the site has been designated (see Section 3). Annexes A and B provide supplementary, non-statutory information. Annex A gives information on the sensitivity and vulnerability of the qualifying interest: ‘Reefs’. Annex B gives some indication as to the extent, distribution, structure, function and processes that affect the qualifying interest. It should be noted that this is indicative and not definitive, and as more site information is gathered these sections may be updated. The Firth of Lorn was designated by Scottish Ministers as a Special Area of Conservation (SAC) on 17th March 2005. This site is also referred to as a ‘European site’ (Regulation 10(1)). A ‘European marine site’ is a ‘European site’ which is wholly or in part marine (Regulation 2(1)) and is hereafter referred to as a marine SAC.
