Hermans noted that the world did not really care what the Dutch had to say, since the Dutch never dealt with crises that ‘exceeded a fire in an ashtray’. Hermans admonished Dutch authors to stop copying foreign examples and to become fully provincial. Writing this dissertation often felt like following Hermans along that path, since this study departs from an insistence on the particularity of Dutch political thought, even if it does so through international comparisons. At conferences abroad, I sometimes felt I had become fully provincial, and somehow blamed Hermans for it. I have dug myself deep into the Dutch context, in the hope that I can escape the dilemma, and that the Dutch case is indeed more compelling than a fire in an ashtray. At the same time, this thesis has been the work of a relative outsider. Someone with no obvious belonging to a single academic discipline in the Netherlands. A relative outsider, too, when it comes to the Dutch political culture of consensus and moderation. Prominent inspirations such as Stuart Hall and Edward Said have written on the scholarly merits of being a relative outsider. Arguably, it allows one to develop a critical vision of the things that insiders generally take for granted. Stuart Hall’s saying that ‘fish have no concept of water’, is something that stuck with me with respect to Dutch consensus culture. You need to be located outside of that political culture, banging your head against it so to say, to be able to trace its contours. Often I found myself lost without purchase, manoeuvring a slippery slope with nothing to hold on to, without the clear contours of public and academic debate that I knew from surrounding countries. Typically, I only found out how to frame and situate what I was concretely doing at the very end of the project. As such, writing the dissertation has also been a humbling experience. One often starts a PhD with a very critical attitude towards the things that have already been written. Being somewhat of an angry young man, I had internalized the notorious motto of Marx, the ruthless criticism of everything that exists. At the end of the dissertation, that sentiment has given way to something milder and above all, more modest. Deconstructing an existing narrative is a lot easier than constructing one’s own edifice. You come to appreciate how difficult it is to develop a coherent and convincing analysis in the first place. While I do not believe I have fully achieved that goal, I hope this dissertation at least comes close to offering such an analysis. It is perhaps also good to mention that the writing of this thesis has been interrupted by a severe accident. Rehabilitation has taken me some time. There was a notable intervention from a cognitive psychologist who confidently concluded after viii The conservative embrace of progressive values some standardised tests that my mental functions corresponded to the lowest Dutch education level, meaning that I would never be able to finish my PhD. I have taken the liberty of interpreting that as an encouragement. Finishing this project therefore carries some extra symbolic weight. All the more reason to thank those who have helped me along on my path to completing this manuscript. First my supervisors, Odile Heynders and Piia Varis, who have pushed me to make the most of it, at a moment when I was ready to submit ‘the damned thing’ in suboptimal condition. Thanks also to Jan Blommaert who helped me get to Tilburg in the first place. We have had great conversations, connecting everything with everything. Colleagues such as Tom van Nuenen, Paul Mutsaers, Ico Maly and Geertjan Vugt have made the remote department in Tilburg feel like home to a geographically prejudiced Amsterdammer. And Carine Zebedee has been a great help with the final editing and layout of the text. Furthermore, I would like to thank Jan Willem Duyvendak for debating me in my angry young man phase. Especially for being intellectually magnanimous when it comes to critical debate in a way that is still rather rare in Dutch academia. I have also had great discussions on Dutch social democracy with Paul Kalma. Who, after discovering that I was not a communist, mistakenly thought that the debate was over. And there is Dick Pels, whose eloquent intellectual histories have been an important influence, and at the same time a prominent source of disagreement. I should also mention the group of young, leftist academics that I regularly met with. Contrary to what is assumed by some contemporary politicians and journalists, it is not that easy to be on the left in Dutch social science, which is a predominantly positivist and depoliticized space. Thanks to Rogier, Dylan, Irene, David, Arjen, Laurens, Matthijs and Gijsbert. Especially Paul en Sinan have been an important presence, although too often in digital form. And thanks to Lisanne, for being able to complain together that indeed the last mile is the longest one. I would like to thank, of course, the Prins Bernhard Cultuurfonds, for financially supporting my stay at Berkeley. And Femke and Niels for helping me to survive it socially.     MICHAEL POLANYI AND EARLY NEOLIBERALISM Martin Beddeleem Keywords: Friedrich Hayek, Louis Rougier, Michael Polanyi, Mont-Pèlerin Society, neoliberalism, planning, Walter Lippmann ABSTRACT1 Between the late 1930s and the 1950s, Michael Polanyi came in close contact with a diverse cast of intellectuals seeking a renewal of the liberal doctrine. The elaboration of this “neoliberalism” happened through a transnational collaboration between economists, philosophers, and social theorists, united in their rejection of central planning. Defining a common agenda for this “early neoliberalism” offered an opportunity to discard the old laissez-faire doctrine and restore a supervisory role of the state. Ultimately, post-war dissensions regarding the direction of these efforts led Polanyi away from the neoliberal core. Between the publication of his pamphlet on the failures of economic planning in the Soviet Union in 1936 (CF, 61-95) and that of The Logic of Liberty in 1951, Michael Polanyi progressively lost interest in chemistry and started to investigate the political and sociological conditions necessary to scientific freedom and the pursuit of truth. During that time, he became involved with a group of scholars who, equally, perceived the democratic collapse of Europe as a wake-up call for a restatement of its liberal tradition. Whereas the values of individual dignity and social progress that liber- alism carried were needed then more than ever, they agreed that the method to achieve these ideals had become obsolete. Therefore, they focused their efforts on revamping a science of liberalism, which could answer the scientific claims of plannism and totalitar- ian ideologies.     Met stijgende verontwaardiging en teleurstelling hoorde ik op dinsdag 17 april 2018 in de Tweede Kamer het debat aan over het wetsvoorstel herindeling Groningen, Haren en Ten Boer. Dinsdag 17 april 2018 was ik aanwezig in Den Haag bij het debat over het wetsvoorstel herindeling Groningen, Haren en Ten Boer. Ik was daar in goed gezelschap van veel Harenaars. Het debat begon om 18.45 uur (een kwartier later dan gepland) en eindigde ruim na 22.00 uur. In Haren de Krant stond aan het einde van de avond al een zeer uitgebreid verslag van de vergadering. In de pauze na de eerste termijn van de Kamer werd mij een aantal keer gevraagd: Heb je je lidmaatschap van D66 al opgezegd? De dagen na het debat werd mij veelvuldig gevraagd: Op wie moet ik nu dan stemmen? Het debat leverde een ontgoocheld gevoel op. Maar ook boosheid en verdriet. De middenpartijen in dit land die graag het vertrouwen willen terugwinnen van een groot deel van het publiek hebben schromelijk gefaald. Samen met de minister is er flink bijgedragen aan de afkalving van het vertrouwen in de politiek. En hebben daarmee de deur opengezet voor Harenaars om de flanken van het politieke spectrum ernstig te overwegen. Roelof Bisschop van de SGP Roelof Bisschop van de SGP opende de lijst van sprekers van de zijde van de Kamer. Hij noemde een aantal duidelijke uitgangspunten om daar vervolgens het voorstel van de minister aan te toetsen. Een degelijke aanpak die helaas niet veel navolging kreeg. Bisschop moest in zijn tweede termijn teleurgesteld constateren dat de minister geen enkele poging heeft gedaan om te reageren op de opbouw van zijn verhaal.

In this discussion, the nature of this binding is explored in detail, in large part in relation to Oakeshott’s own usages, such as his discussion of the relation of faith and skepticism, between collective goal-oriented associations and those based on contract, and between a legal regime based on neutral rules and one oriented to policy goals . Other examples might include Weber’s distinction between the politics of intention and the politics of responsibility. Moreover, such ambiguous concepts as “rights,” have antinomic interpretations. Levy, Chair As long as far-right parties { known chiefly for their vehement opposition to immigration { have competed in contemporary Western Europe, scholars and observers have been concerned about these parties' implications for liberal democracy. Many originally believed that far- right parties would fade away due to a lack of voter support and their isolation by mainstream parties. Since 1994, however, far-right parties have been included in 17 governing coalitions across Western Europe. What explains the switch from exclusion to inclusion in Europe, and what drives mainstream-right parties' decisions to include or exclude the far right from coalitions today? My argument is centered on the cost of far-right exclusion, in terms of both office and policy goals for the mainstream right. I argue, first, that the major mainstream parties of Western Europe initially maintained the exclusion of the far right because it was relatively costless: They could govern and achieve policy goals without the far right.

Het waren kennismakingsbezoeken, ze duurden een uur en vonden plaats op de werkkamer van de nieuwe koning. De reeks visites van parlementariërs werd op donderdag 6 juni 2013 ingeluid met een bezoek van de beide Kamervoorzitters, Fred de Graaf (Eerste Kamer, vvd) en Anouchka van Miltenburg (Tweede Kamer, vvd). Op 13 juni volgden, keurig op volgorde van de fractiegrootte, Halbe Zijlstra van de vvd, Diederik Samsom van de pvda en Geert Wilders van de pvv. Voor zover de voorzitters van de eerste drie fracties iets over de bezoeken loslieten, waren de geluiden positief. pvv-leider Wilders, die zich in het verleden kritisch over leden van het Koninklijk Huis had uitgelaten, was het meest expliciet. Hij twitterde na afloop: ‘Openhartig en aangenaam gesprek gehad met de koning. Onze koning is een sympathieke en energieke man.’2 Op vrijdag 28 juni was sp-leider Emile Roemer aan de beurt, en nog net voor het zomerreces van de Tweede Kamer, op donderdag 4 juli, kwamen de leiders van cda, d66, ChristenUnie, GroenLinks, sgp, 50Plus en Partij voor de Dieren langs. De sfeer was kennelijk ook nu goed. cda-leider Sybrand van Haersma Buma: ‘Nederland mag trots zijn op deze open en betrokken vorst.’3 Bezoeken als deze, van parlementariërs aan het staatshoofd, vormen een ongereguleerde traditie die al menige hobbel heeft gekend.
