George Sidebottom

By Dave Smith George Sidebottom ex PISC member passed away on Friday 28th October. George and Margaret originally from Manchester lived in Lower Tala. Here's a picture of George and Margaret Sidebottom, who were very loyal social members for years. Until George was unable to drive, due to the onset of Alzheimer's. As we lived fairly close by we would give them a lift to the club each Friday lunch time and other social events, they were good company and no problem at all. During his working life, he was a music teacher and could play the piano and many string instruments. He would always have a great big smile on his face, which I'm sure most of our longer serving members will remem - ber. Then sadly they didn't rejoin when we moved to our present location. We George and Margaret Sidebottom often heard that George would take his dog for a walk and being returned by a friend or neighbour because he'd forgotten his way home. George was 86 years of age when he sadly passed away in hospital.

They were met by Lieutenant (Air Force) Loizos Kiafkioullis, the Ops Room Chief, who gave them a comprehensive briefing be - fore taking them on a guided tour of the Cen - tre. The briefing covered the historical back - ground to the JRCC and the timetable to its eventual location, in 2011, on the 11th and 12th floors of its current location overlooking Larnaca Main Harbour. It also explained the JRCC’s area of responsibility and the numbers of civilian aircraft (300,000) and commercial vessels (100,000) transiting that area annually. An overview of the primary and secondary Search and Rescue (SAR) units revealed the overlap between government rescue agencies. Frequent multinational Joint Exercises ensure that all participants are aware of the challenges within the area of responsibility and the steps required to overcome them and to ensure the most effective search and rescue results. The development of satellite surveillance and communications systems provides the opportunity to liaise rapidly with neighbouring SAR agencies and share data as required. Work is progressing well in the development of an Integrated Coastal Surveillance System which is based upon an overlapping series of high resolution visual and infra-red coastal telescope systems. These will ultimately link into a cell phone-based identification and communications system called SAFE TRX that is being installed and tested at the JRCC. Customised phone apps are under development that will allow persons in distress have their position identified by cell phone triangulation and help them to summon assistance through text and voice means. In use in the UK, Spain, Eire, Australia, South Africa Holland and , SAFE TRX is now the standard solution in the automated filing of Sail Plans in Spain, the UK, Ireland and Australia. JRCC operations room staff members are on duty 24/7 monitoring various communications channels. They are co-located with Cyprus Radio and would welcome a radio check call on Channel 16 to either Cyprus Radio or Cyprus Rescue. PISC looks forward to assisting JRCC with its trials and thanks the staff for their hospitality and friendship.

P.I.S.C. 30 Agiou Georgiou Avenue, Pegeia, Pafos 8560, Cyprus Page 6 RS:X Youth World Championships

By Chas Kimber PISC RS:X Youth Worlds Coordinator Following a MailChimp request to members we have taken on and now assumed a support role for the Worlds. The Commodore asked Chas to run the away team and we have had a great re - sponse from members. A team of 20+ volunteers has been assembled for several different jobs. Limassol Nautical Club are delighted and ex - tremely pleased that we are helping their team. Dr Panayiotis Kontides is President of the event for Limassol and he is the father of Pavlos Kon - tides the Olympic silver medallist for Laser Class. He has arranged our teams welfare facilities and we are very grateful for the facilities he has pro - vided. We have three members on Registration, Sev - eral on the Finish line boat, Two on the Commit - tee boat on timings and flags. We also have two crews a day on the Safety boat and a further member on the boat for Buoy 2. Several members have volunteered to help out should jobs become very busy at certain times. The Club will provide one RIB, Safety Sinka. Limassol Nautical Club (LNC) will provide a trailer to collect our boat and deliver it back to LNC on the 16th Nov. Chas and John Garratt will follow the trailer back and cover the boat at the beach while it is stored for our use at LNC. Most of the onboard fuel has been siphoned back to PISC Rib Shed tanks for use on Safety Koula. Some has been put into Safety Koula’s tank LNC will provide all fuel during the event and fuel the boat on completion of the games for our return. Chas will tow the boat back on LNC Trailer on completion of the games then return the trailer back to LNC. Jim has developed a water tank to run the Honda outboard in so that the water channels could be thoroughly flushed out. The water telltale now runs satisfactorily for the event. With Jaqui’s great setback we have taken her off the registration work and Madelaine has been added to the Registration Team so that we can continue with the task with a full team. I hope Jaqui will find time to visit the team in due course. Chas has carried out a briefing of most of the team and shown videos of RS:X Racing and the RYA videos for re - covering windsurfers. An extensive Emergency Contingency Plan has been received firstly in Greek and eventually in English and Chas has taken the salient points to produce an onboard aide memoire for crews. We still have to dot the I’s and cross the T’s with the frequency plan and phone numbers of key personnel but we will receive further briefings on arrival . The aide memoire will be completed on site before the racing begins. We expect that this Regatta will be lower key than the Youth Worlds in 2013, however there are still around 150 sailors to register and deal with. PISC Volunteers will be heavily relied on the help out. It is of interest that GB is sending quite a large team of sailors. As in the previous Youth Worlds, Our Safety boat team is the primary safety boat for the race area and our ex - ample on the water will help CYSAF set the standards for regattas to follow. The Windsurfers are far faster than any sailing dinghy (Up to 30knots) and reaction times will have to be very quick for all our team. SC Teams have 3 apartments provided for those doing several days in Limassol. Car parking and fuel for Mem - bers trips back and forth have been provided. PISC will set up a base station to welcome our members to and we hope that our members who come enjoy the racing and find it fulfilling.

P.I.S.C. 30 Agiou Georgiou Avenue, Pegeia, Pafos 8560, Cyprus Page 7 CySaF and World Sailing Accreditation, continued

In early 2015 the CYSAF President and some of his committee visited PISC to view what was then a fledgling Training Section and understand how it was organised and operated. The visitors were of the opinion that PISC represented a good example of a Learn to Sail centre and following the visit CYSAF announced that the club’s bid to become a member of the CYSAF family was ap - proved and the club granted Sports Member status. In addition, I was invited to be a member of the CYSAF NTP sub-committee and tasked with drafting the syllabus for training future Assistant Instructors, Instructors and Senior Instructors. The sub-committee first studied the WS Coaching Framework that is a matrix of the various sail training qualifications or grades that can be gained together with a generic explanation of each. The framework is divided into two distinct categories. These are ‘Participation’ (which is ‘Learn to Sail’) and has 6 grades and ‘Performance’ (which is Race training to Olympic representation standard) which has 7 grades. The sub-committee examined each grade to decide how many would be appropriate for Cyprus and then converted the generic explanation of each one to a specific explanation to reflect the National requirement. For the ‘Participation’ category 4 grades were selected and the term of Instructor inserted instead of coach to distinguish the different area of expertise. The ‘Participation’ grades are Instructor Developer, Senior Instructor, Instructor and Assistant Instructor. Under the ‘Performance’ category 5 grades were chosen and these are Olympic Coach, Coach Developer, International Coach, National Coach and Assistant Coach. The criteria and training requirement for each grade in the Cyprus NTP is too complex to explain or show here but full details will eventually be uploaded to the CYSAF website for all to see. Creating an NTP is one step in the long process to achieve WS accreditation and significant reliance is placed on each sailing club to demonstrate willingness to participate in the scheme. Earlier this year World Sailing (WS) representative Rob Holden and CYSAF Technical Advisor Elena Papazoglou made an initial visit to PISC for the purpose of understanding the type and standard of training provided by the Training Section. This was part of a wider information gathering exercise to decide the level at which each CYSAF club stood in comparison to the minimum rating acceptable to WS. Whilst in Cyprus Rob took the opportunity to deliver a WS Level 1 Instructor course to which 5 members of PISC attended. This was the first step in forming a national team of WS/CYSAF qualified instructors as part of the NTP process. Without qualified instructors WS/CYSAF recognised courses could not be delivered in the future at club level. During a follow-up visit in August Rob made an initial assessment of the Training Section’s preparedness for accreditation against specific WS criteria. A number of observations were made, all of which needed to be re - solved in readiness for the final assessment. Various club members spent much time working through the ob - servations which were completed just prior to the final inspection that took place on 20 October 2016. Rob assessed the clubhouse and our facilities at Agios Georgios as suitable training venues and also verified that the Training Section had robust written procedures for formalized training. The assessment cleared all the ob - servations made in August and Rob recommended that, subject to CYSAF gaining WS recognition, PISC should be given accreditation. For CYSAF to gain recognition a minimum of 3 CYSAF associated clubs would need to pass the accreditation process. During his visit Rob assessed 8 clubs but approved only 4 meaning a recommendation could be made to the WS Committee for CYSAF to be awarded WS recognition. As part of this visit to Cyprus Rob delivered a WS Level 2 Senior Instructor course over the period 25 - 30 October 2016. A total of 18 attended the course of which two were club members and all were awarded the Senior In - structor certificate. As this was the last of the ‘Participation’ courses sponsored by CYSAF Rob selected and ap - pointed four Instructor Developers who are now tasked with taking forward the CYSAF Instructor and Senior

Instructor training. With the imminent approval and recognition of the CYSAF National Development Pro - gramme the four clubs that achieved the requisite standard will also receive accreditation from CYSAF. Some benefits of this recognition are: a. The club will be able to provide internationally accredited training and associated certificates (very similar to the way RYA recognised clubs operate). b. Advertise such recognition on our website from which unquantified benefit may accrue (i.e. increased membership interest by aspiring sailors). c. Potentially preferential rates or conditions for our club insurance policies. Gaining CYSAF recognition relied on certain members giving up their time to attend courses in Limassol and gain the following qualifications: Instructor: John Lay, Chris Cuthbert, Mike Robb Senior Instructor: Chas Kimber Instructor Developer: Phil Mutton With this cadre of qualified persons the Training Section will be able to meet various CYSAF requirements. These are: a. For sail training to be delivered a CYSAF Senior Instructor (Level 2) must be present to oversee all on- water and theory training to ensure CYSAF standards are met. b. The SI is regarded by CYSAF as the person responsible for on-water safety during any formal training and CYSAF will defer to the SI in the event of any incidents/investigations. c. The SI must hold a valid High Speed Small Vessel Operators Licence (HSSVOL), First Aid Certificate (FA) and a Clear Criminal Record Check (CCRC). d. The SI can train potential Assistant Instructors (AI) and, providing they meet the criteria laid down in the NTP, the SI can award a CYSAF AI certificate. e. Instructors must have completed the Level 1 course and hold a valid certificate and valid HSSVOL, First Aid and CCRC Certificates. f. Learn to Sail (Participation) training must follow the details in the CYSAF Logbooks (currently in print). Awarding internationally recognised certificates may not have a high significance to some members but to others who travel and who may wish to sail in another country it has value. Also for the TLC students it is evidence of a new found life skill that provides the foundation on which to build experience and fully enjoy the wonderful sport of sailing wherever life takes them. The next stage for CYSAF is to create a pool of qualified coaches for race training. To that end CYSAF has agreed to sponsor a WS Technical Course for Coaches Level 3 training course in Limassol from 1 – 5 December 2016 to be delivered by Tom Cross of WS. Should any member require further details please contact me. I will as one of the Instructor Developers be co-organising a Level 1 Instructor course in January 2017 that will also be open to members. Full details including the venue, dates and fees will be declared in due course. Hopefully the above has given you a better understanding of what has been going on behind the scenes to raise the profile of the club within CYSAF, Cyprus and World Sailing. Maintaining the momentum will be the main challenge now but, hopefully, members will appreciate the sacrifice made by those involved and the on - going effort that will be required in the future.

Congratulations to Eric Pasman, Angela Michael, Sue Britten and Lee Hinton (pictured above) who recently successfully completed the Level 1 & 2 PISC BDSC. The course was planned for 10 people but in the end 20 attended!

Second Group OF OOD GPS Course Students Graduate This GPS Course is unique in that it has been developed to meet the specific require - ments of PISC RIB crews supporting dinghy racing at Agios Georgios. The Course has been designed to provide not only an insight into the broader subject of Global Po - sitioning Systems but also to teach techniques for using the PISC hand-held GPS re - ceivers to accurately lay out dinghy racing courses. It was originally run in April 2016 for the PISC OODs and has been modified slightly in response to their feedback. This second Course comprised a classroom session of ground-based training, fol - lowed, after lunch, with an outdoor practical session at Agios Georgios. Waterborne practical exercises using a PISC RIB took place at Agios Georgios on Thursday 15 Sep - tember 2016 and Thursday 22 September 2016. The course covered GPS satellite systems and linked into navigational issues and the requirement to configure GPS receivers in order to make them of use. An overview of the PISC GARMIN GPSMAP 78S hand-held receiver followed and this taught operators how to use waypoints for navigational reference. A quick look at the PISC triangular dinghy racing routes intro - duced the brain-numbing challenge of calculating angles and bearings on the fly and ultimately lead to the introduc - tion of the course-setting Gizmo. A series of practical exer - cise on the bundu adjacent to the Agios Georgios RIB sheds enabled students to hone their GPS operator skills before taking to the water. The 3 successful graduates were Peter Bagshaw, David Fraser and Jim Ridgway, and are seen in the photographs during one of the plotting exercises.

At around 1.45.pm, Linda and myself entered the car park from the rear entrance and I remarked that the club must be giving away free beer due to the amount of cars there, I have never seen it so busy. Sadly there was no free beer just excellent food served up by Jackie and her loyal staff. We welcome her to the club and look forward to many more enjoyable meals in the future. If you have not yet had the pleasure, come down on a Friday, enjoy the food, relax with a drink and some good company.
