Unemployment ----------·--·---- [3?lJ eurostat UNEMPLOYMENT --------~- ----··-- Monthly bulletin ----··----·---------------------·- ----- ----- MONTHLY STATISTICS OF REGISTERED UNEMPLOYED IN THE COMMUNITY - November 1981 - The rise in unemployment in the Community of Nine continued during November 1981, the unemployment rate reaching 9% of the civilian working population at the end of the month. More than 9.9 million persons were registered at public employment offices, a figure 2.3 million above that of November last year. The growth in numbers unemployed in the Community of Nine in November averaged 1.4%, but the rate of increase differed very much between countries. The upward tendency noted in the R.F. of Germany in October continued, the rise during November amounting to 9.1%. The numbers registered remained fairly steady in France, Italy, Belgium and the United Kingdom. Once again male unemployment showed the greater increase, the total for the Community of Nine going up by 2.4%. However this increase amounted to + 14,0% in the F.R. of Germany, near to + 7% in Luxembourg and in Denmark and + 5,6% in the Netherlands. The unemployment rate for men calculated by reference to the civilian working popu­ lation "isgradually catching up on that for women. At the end of November 1981 this was 8.3% for men and 10.1% for women, a difference of about one fifth, while at the same period last year the respective rates were 6.1% and 8.1%, a difference of about one third. The number of registered unemployed aged under 25 years showed a slight reduction in November in France, Belgium and the United Kingdom, and remained steady in Italy. By contrast it increased slightly in the Netherlands, Luxembourg, Ireland and Denmark (monthly figures are not available for the F.R. of Germany). The sharp increase in the figures for Greece is normal for this time of year, the current figures being very close to those observed last year. GENERAL A XII/Res.510 ASSEMBLY - 12th session 8 January 1982 Agenda item 21 Original: EtJGLISH IMCO RESOLUTION A.510(XII) adopted on 20 November 1981 LONG-TERM WORK PROGRAMME OF THE ORGANIZATION THE ASSEMBLY, RECALLilJ'G its resolution A.456(XI) by which it approved the long-term programme of work to be undertaken by the Organization in the period up to 1986, RECALLilJ'G ALSO that it requested the Council, the Maritime Safety Committee, the Legal Committee, the Marine :Environment Protection Committee and the Facilitation Committee to keep this programme under continuing review in the light of developments in the work of the Organization, HAVING CONSIDERED the proposals of the Council for a lo~term work programme which has been prepared in the light of recommendations from the Maritime Safety Committee, the Legal Committee, the Marine :Environment Protection Committee and the Facilitation Committee, 1. .APPROVES for inclusion in the long-term programme of work of the Organization the subjects listed in the Annex to the present resolution, 2. REQUESTS the Council, the Maritime Safety Committee, the Legal Committee, the Marine Environment Protection Committee and the Facilitation Committee to keep this programme under continued review in the light of developments in the work of the Organization, bearing in mind the directives contained in resolution A.500(XII) on the objectives of the Organization in the 1980s.

Six years ago, in December 1975, the Tindemans Report was lodged; in 1976 the European Council sitting at The Hague requested the Commission to report to it annually on progress to date and progress to come towards the ultimate goal of European union. This report is the fifth in the series. 2. 1981 has witnessed first of all the accession of Greece to the Community, serving to increase the political and economic weight the Community carries. It has further witnessed developments which will undoubtedly mark it as a key year in the long process of European unification. These have been of two kinds. First, there has been the comprehensive debate by the Commission, Members of Parliament and governments on the basis of the Council's mandate to the Commission of 30 May 1980; the Commission's report on this to the Council on 24 June 1981 contains guidelines for promoting reactivation of the Community. Secondly, there have been a number of moves - moves by Parliament concerned with the present institutional relations but calculated likewise to contribute to European reactivation and make in the future for institutional development within the Community, and moves, or forthcoming moves, by some Member States (the Federal Republic of Germany, France, Italy) to restart discussion on the future of the Communities.

I will be looking at declassified documents, radio transcripts, campaign papers, and presidential speeches to determine why officials in the Reagan administration believed that American involvement in Central America was crucial to U.S. national security. This thesis argues that the Reagan administration’s decision to overthrow the Sandinista government was shaped by the preconceived notion of Ronald Reagan, the administration’s inability to distinguish from perception and reality of the events occurring in Nicaragua, and to undermine the Nicaraguan revolution as a model for other guerrilla organizations in Central America that could have potentially challenged American hegemony in the region.
