© 2008 CEFRIEL Page 4 EVA - European Virtual Academy Executive Summary The present document intends to report about activities carried on within the EVA – European Virtual Academy Project, lead by CEFRIEL in partnership with the Italian Department of Civil Protection, Presidency of the Council of Ministers an EU Commission co-funded project part of the Fourth Civil Protection Action Programme, which was published in May 2005. The project had the following objectives: 1. To build up an innovative and flexible system for strengthening networking and coordination among Civil Protection training centres and schools at European level for favoring exchange of existing experience, curricula and best practice among European Civil Protection operators and professionals. Particular focus is put on the Community Mechanism Training Programme. 2. To design, develop and implement new training tools using new technologies in support of the enlargement and consolidation of the entire European Civil Protection training system 3. A migrant, is someone who leaves his country trying to find work and better living conditions. Usually, a migrant is forced to leave because of environmental conditions and absolutely poverty. The difference with a refugee is that a migrant can return to his country. It is important to note that, usually, both migrants and refugees, when they enter Greece, do not have documents and it is not easy to identify their identity. 1.3 What is asylum seeker? An asylum seeker, is a person who has left his home country as a political refugee and is seeking asylum in another.

Description of Reforms and Investments A. COMPONENT 1.1: POWER UP This component of the Greek recovery and resilience plan targets reforms and investments to increase the weight of renewable energy sources in the electricity system and facilitate Greece’s process of decarbonisation. Reforms shall simplify licensing rules for renewable energy investment, make the electricity market more efficient, and secure the financial sustainability of support schemes. The component also includes key investments in networks to complete the interconnection with the Cyclades islands and make electricity distribution more environment-friendly and able to absorb a greater share of renewable energy. Storage systems shall also support the decarbonisation of the economy through accumulating surplus renewable electricity. Land rehabilitation shall also be supported in areas currently used as lignite mines, as a step of the just transition process in the territories most affected by the phase-out of lignite. The component is in line with the National Energy and Climate Plan (NECP) and supports addressing the country-specific recommendations on public and private investment (Country Specific Recommendation 3 of 2020 and Country Specific Recommendation 2 of 2019). It is expected that no measure in this component does significant harm to environmental objectives within the meaning of Article 17 of Regulation (EU) 2020/852, taking into account the description of the measures and the mitigating steps set out in the recovery and resilience plan in accordance with the Do No Significant Harm Technical Guidance (2021/C58/01).

CRISIS MANAGEMENT SYSTEM AND THE ROLE OF THE HELLENIC COAST GUARD Tryfon Korontzis1 Abstract: The aim of this concise paper is to present and to examine critically the security policy planning of the Olympic Games 2004 (OG 2004) which took place in Hellas. More specifically will be examined the strategic management of security forces which were involved in them, the crisis management system which was developed in order to combat any event, incident during the Olympic Games and further to ensure the secure conduct of them. Furthermore will be analyzed the role and the contribution of one of the basic Law Enforcement Agency (LEA) in Hellas, the role of the Hellenic Coast Guard in this security policy. It is noted that Hellas was the smallest country that has ever organized modern Olympic Games. Because of its size, the international interest and the participation of many people of the entire world activated the whole state machine and the total of forces in order to be ensured the secure conduct of them.
