    China’s corn policy shifting into producer compensation system： from price support to direct payment April 1st, 2017 Norinchukin Research Institute Co., Ltd. RUAN Wei, Research Counselor ■Abstract China embarked upon a full-fledged marketization of the economic system at the beginning of the 21st Century, in which Chinese authorities introduced a price support policy for farmers with income transfer being accompanied in order to realize a balanced growth of agriculture with non-agricultural sectors as well as to boost food production in the country. Increases in farmers’ income and food production were concurrently achieved by raising the support prices. At the same time, however, this has brought about a reversal of price difference between imported grains and domestically produced ones. In addition, lower tariff rates on imported grains, which China committed itself at its accession to the World Trade Organization (WTO), also caused a rapid inflow of imported cheap grains to the Chinese market. Domestically produced grains lost competiveness in the market, which has resulted in piling unsold grains as government’s reserves up to an unprecedented level. Since the year of 2014, China began to change its policy for soybean and corn producers from price support programs to direct payment programs such as a target price system (or deficiency payment) and a producer compensation system. Some effects, including price declines of domestically produced grains and curbed imports, have been already confirmed. Concurrently, however, these policy changes have caused decreases in producers’ profits and an amount of domestic production as well. This paper will focus on China’s producer compensation system applied for corn producers.

    TIBET INSIGHT, 1-15 AUGUST 2018 1 TAR NEWS Lhasa Natural Gas Station to start second phase expansion project July 30, 2018 In seven years of operation the Lhasa Natural Gas Station has replaced 210,000 tons of standard coal, reducing 400,000 tons of carbon dioxide and 145,000 tons of dust. From the winter of 2017 to the spring of 2018, the Lhasa gas station had a peak gas consumption of 200,000 square meters and a total gas consumption of 31 million square meters. Before the arrival of the ‘heating’ season this year, the Lhasa Natural Gas Station will start the second phase of the expansion and reconstruction project in order to meet the gas demand of the vast number of residents in Lhasa. Zhang Guangyan, station director of the Lhasa Natural Gas Station, said that using natural gas for heating and cooking had never been thought of in the past. Today, 200,000 residents in Lhasa enjoy the changes brought about by natural gas and green energy. Lhasa has achieved full coverage of natural gas. He said many residents of Lhasa were in the beginning reluctant to use natural gas, but now they want a natural gas pipeline. The gas volume has nearly doubled since 2015 and daily gas consumption of the natural gas station reached 200,000 square meters in 2017 and total gas consumption hit a record high of 31 million square meters. Zhang Guangyan said that liquefied natural gas (LNG) in all natural gas stations in Lhasa city is from the Golmud LNG production plant in Qinghai Oilfield.

(Asia Pacific) Pte. Ltd SUMMARY Relations between Australia and China are at the worst level ever. As China imposes economic sanctions, Australia is calling for dialogue. China, which has been dissatisfied with Australia over the past several years, has not responded to that request. Neither side shows signs of conceding, and the situation remains in a deadlock. For Australia, reducing its economic dependence on China is growing in importance. Trade investment and supply chain diversification are essential. Australia will likely strengthen its relations with India, a country with expanding demand for resources, and Southeast Asia, which sees the middle class growing. Considering the political calendar, it is highly probable that the situation will not improve until after the Australian election, which some think will be held before the end of the year. It is likely that the relaxation of China’s sanctions will only progress gradually. As the conflict between the United States and China becomes radical, Australia-China relations will, albeit improvement to some extent, remain likely to deteriorate for any small reason. 1. THE CURRENT POSITION OF AUSTRALIA-CHINA RELATIONS (1) Neither side showing compromise Australia-China relations, which were normalized in 1972, have fallen to the point that could be called the “worst ever.” Although a trend of deterioration has been seen since 2016, the conflict rapidly worsened when China intensely opposed the Australian government’s request for an independent investigation into the origins of COVID-19 in April 2020 (Figure 1).
