    Educated Youth Should Go to the Rural Areas: A Tale of Education, Employment and Social Values* Yang You† Harvard University This draft: July 2018 Abstract I use a quasi-random urban-dweller allocation in rural areas during Mao’s Mass Rustication Movement to identify human capital externalities in education, employment, and social values. First, rural residents acquired an additional 0.1-0.2 years of education from a 1% increase in the density of sent-down youth measured by the number of sent-down youth in 1969 over the population size in 1982. Second, as economic outcomes, people educated during the rustication period suffered from less non-agricultural employment in 1990. Conversely, in 2000, they enjoyed increased hiring in all non-agricultural occupations and lower unemployment. Third, sent-down youth changed the social values of rural residents who reported higher levels of trust, enhanced subjective well-being, altered trust from traditional Chinese medicine to Western medicine, and shifted job attitudes from objective cognitive assessments to affective job satisfaction. To explore the mechanism, I document that sent-down youth served as rural teachers with two new county-level datasets. RUAN Wei, Research Counselor ■Abstract China embarked upon a full-fledged marketization of the economic system at the beginning of the 21st Century, in which Chinese authorities introduced a price support policy for farmers with income transfer being accompanied in order to realize a balanced growth of agriculture with non-agricultural sectors as well as to boost food production in the country. Increases in farmers’ income and food production were concurrently achieved by raising the support prices. At the same time, however, this has brought about a reversal of price difference between imported grains and domestically produced ones. In addition, lower tariff rates on imported grains, which China committed itself at its accession to the World Trade Organization (WTO), also caused a rapid inflow of imported cheap grains to the Chinese market. Domestically produced grains lost competiveness in the market, which has resulted in piling unsold grains as government’s reserves up to an unprecedented level. Since the year of 2014, China began to change its policy for soybean and corn producers from price support programs to direct payment programs such as a target price system (or deficiency payment) and a producer compensation system. Some effects, including price declines of domestically produced grains and curbed imports, have been already confirmed. Concurrently, however, these policy changes have caused decreases in producers’ profits and an amount of domestic production as well. This paper will focus on China’s producer compensation system applied for corn producers.

A Modified Mann–Kendall test (MMK) was applied to test the spatiotemporal trends of ET0, while Pearson’s correlation coefficient and cross-wavelet analysis were employed to assess the factors affecting the spatiotemporal variability at different elevations.

This new district, the Songbei District, is to become the new administrative center for the Heilongjiang Provincial Government and the Harbin Municipal Government. In addition, the city of Harbin sees the opportunity to create a model sustainable city, which would set a new standard in China and beyond. A team of experts in the field of planning, architecture, energy, and water, led by Environmental Market Solutions, Inc, (EMSI) were assembled to review the current master plan for the new district, identify opportunities for sustainable design and development, and create district sustainable development guidelines.
