Linda King Preface In development policy, themost difficult process of revision and yet the most influential, is the shift of paradigms.To undertake such a renewal of perspectives, ina domain where policies touch on intimate areas of life and where the grand narrativesembedded in other contexts do not oftenconnect with the present risk faced by women andmen of today, is even more delicate and difficult. This book, produced under the intellectualleadership of Linda King, fulfils this task remarkably andin many differentways: extending at last the gender questionto men as well as women, daring to re-link reproductive healthto the broad reality of sexuality, revising the predominant linearmode of communication in health promotion in favour ofa practice of dialogue acknowledging the subjectivity of theprocesses involved, and, above all, relyingon the creative participation of men andwomen. It is so refreshing, in this domain,to read authors who have refused to restrict the population issue toa demographic explosion and population education to the strict adoptionof the "best" behaviour. This change of paradigm here isnot an academic exercise. It comes out of hard confrontation with reality and ittransforms practices and policies. Behind thisepistemological shift lies the hope for millions ofwomen and men to become free of violence, to have space for reproductive choice,to prevent severe sickness, to enjoy creative ageing, to live with dignity. As we say in my country of origin,this book is "fun". This publication about population dealsnot with problems but with people; it respects them; it recognizestheir various cultures; it looks at their differentways to learn throughout life and to transform reality. It also invitesmen to engage into a long awaited dialogue among themselves and withwomen on masculinities, feminities and sexual stereotypes. I, forone, take up the invitation.     Monolingualism and its Meaning in Two KwaZulu-Natal High Schools A thesis submitted in fulfilment of the requirements of the degree of Master of Arts of Rhodes University by Jacqui Carlyle May 2016 Abstract This study reports on the identity and attitudes of monolingual English speakers (MES) at two high schools in Durban, South Africa, in relation particularly to the role and meaning of monolingualism. Two bodies of data are used to investigate the attitudes of MES and are oriented towards four variables: English, African languages (particularly Zulu), monolingualism and plurilingualism. The attitudes to these variables reveal the impact on identity of language usage in Durban, and negotiations of the participants in trying to mitigate or justify attitudes that are counter to the embracing of diversity encouraged in modern South Africa. First, an attitude questionnaire provides quantitative data that is subjected to analysis, including a chi-squared test. Second, a narrative elicitation interview provides qualitative narrative data that is analysed in relation to APPRAISAL theory. Both analysis types are used to ascertain the presence of a monolingual mindset in the scholars’ responses, as well as to capture the ideological forces to which they are subjected as monolingual English speakers in the unique multilingual setting of Durban. In essence, the data points to a discourse of compromise and unease on the part of the participants - as they juggle with the effects of an English-centric monolingual mindset, and a more pervasive pluralism that embraces the Rainbowism of ‘the new South Africa’. This discourse of compromise is characterized on one side by insecurity and dissatisfaction with the language in education policy, and well as the monolingual upbringing of MES in Durban, and a lack of Language other than English (LOTE), in particular, Zulu.

It also traces the evolution and meaning of sustainable development in the South African socio- cultural context, and shows how the legacies of colonialism and apartheid contributed towards the national policy of sustainable development. This study explains the reasons for the presence (or lack) of sustainable development paradigms in apartheid and post- apartheid South Africa, as well as their implications for the future development of the country as a whole. There is also an analysis of the effects of the liberalisation of the water sector on the citizenry, and how this can disempower millions of poor South Africans. Finally, this study offers solutions for the lack of sustainable use of water in South Africa. Amongst the findings and conclusions are the deleterious effects of employment equity, cut-backs in municipal funding that resulted in the outsourcing of critical services such as water provision, and the deployment of party cadres to local councils.

Impacts of drought such as the effects on a regions’ climatology, increases in food insecurity and food prices and the integration of drought with factors such as the HIV/AIDS epidemic have led government to introduce various policies dealing, in particular, with drought risk. By means of examining government documents, journal articles and media publications the methods government has employed to reduce the impacts of drought are traced. The way government has handled drought in the recent past, such as during 1991/92 and 2003/04, with regard to maize farming and vulnerable populations, is of great importance for learning lessons in drought-risk reduction for the future. Lessons Government has learnt include shifting drought management policy and those lost from recent drought episodes include improving early warning systems and incorporating HIV/AIDS in drought strategies.

    Daily reports about the trial of Dr Wouter Basson: 4 October 1999 – 11 April 2002 This is a record of proceedings in the criminal trial of Dr Wouter Basson, former head of the apartheid chemical and biological warfare programme. The trial took place between October 1999 and concluded on 11 April 2002. During this period, journalist Marlene Burger attended each day of the proceedings and made comtemporaneous reports available to Chandre Gould. Gould edited the reports and they were made available publicly. Since the trial was conducted in Afrikaans, these were the only reports accessible to non-Afrikaans-speakers and the international community. In the interests of ensuring that the trial record remains available to researchers and the public the Institute for Security Studies has archived the daily reports. The reports were made possible by funding received from the Ford Foundation, the Friedrich Ebert Stiftung and the Norwegian Government. Financial contributions were also made by Dr Alastair Hay of the Leeds University's School of Medicine, the Science Policy Research Unit of the University of Sussex and Amnesty International. Trial Report: One Dr. Wouter Basson appeared in court on Monday 4 October 1999 for the start of what is predicted to be a long and complicated trial. He is facing multiple charges of fraud, murder, conspiracy to murder and possession of drugs (ecstasy, mandrax and cocaine). Dr. Basson is represented by Jaap Cilliers and Tokkie Van Zyl, advocates at the Pretoria bar. Dr. Torie Pretorius and Anton Ackerman (SC) are prosecuting. The trial is presided over by Justice Hartzenberg. The trial failed to get underway this week and Basson has not yet been asked to plead.

Yet there are places in the city where citizens voluntarily act in ways that are consistent with the ideals of the good city and how it should function. This research aims to show that while public space does not necessarily lead to improved citizen relations, it can provide a backdrop in which people can engage socially and where the encounter with the ‘other’ is not something to be feared. 2 The formation of community and assimilation into community through social ties established in the park is investigated. An attempt is made to show how these social relationships are maintained through the mutual trusts that are a result of the daily interaction between the park users.
