Attachment II SEA-TVET Student Exchange Programme

In response to the Southeast Asian regional directions agreed at the 1st High Officials Meeting (HOM) on SEA-TVET in Thailand, May 2015 for promoting the internationalisation of TVET institutions, improving the student mobility, and leveraging global competitiveness and 21st century skills of TVET students in Southeast Asian countries, the Southeast Asian Ministers of Education Organization (SEAMEO) has spearheaded to develop the SEAMEO Polytechnic Network in April 2016 as a part of SEA-TVET Consortium.

The SEAMEO Polytechnic Network aims to enhance internationalisation and partnership of TVET institutions (colleges, polytechnics and university of technologies) in the Southeast Asian region through cross-country student exchange programme and other collaborations.

In addition, the 3rd High Officials Meeting on SEA-TVET hosted by the Ministry of Education of Malaysia in May 2017 also recommended to improve the student mobility by suggesting the SEAMEO Secretariat to serve as a ‘Coordinating Agency’ (One Stop Service Unit) to facilitate the implementation process of TVET student exchange programme.

Since 2016, the SEAMEO Polytechnic Network Meeting has been organised as a “Meeting Platform” for TVET institutions to discuss, and commit for the implementation process of the TVET Student Exchange Programme. As a result from the SEAMEO Polytechnic Network Meetings, the SEA-TVET Student Exchange Programme has been implemented for 4 batches with the total number of 800 TVET students exchanged in 2018-2019.

1. Objectives of SEA-TVET Student Exchange

The objectives of the SEA-TVET Student Exchange are as follows: 1. To enhance global competitiveness, knowledge and technical skills of TVET students 2. To improve inter-cultural understanding, regional perspectives, and English communication of students 3. To provide employable opportunities for students 4. To create a sustainable partnership among polytechnics and TVET colleges/institutions in Southeast Asia

2. Agreements on the Implementation Process of the 4th Batch

The implementation process and commitments of participating institutions from Southeast Asian countries for joining the 4th Batch of SEA-TVET Student Exchange were agreed at the 5th SEAMEO Polytechnic Network Meeting on 26-27 March 2019 at Ipoh, Malaysia. The meeting was hosted by the Department of Polytechnic and Community College Education, Ministry of Education, Malaysia.

134 TVET institutions (Indonesia: 56, Malaysia: 39, Philippines: 22, Thailand: 15, and Vietnam: 2) agreed to sign the Letter of Agreement (LOA) of the 4th batch of TVET Student Exchange to be implemented in August- October 2019.

For the implementation of the 4th batch, the participating institutions agree that:

a. The agreement will be implemented in reciprocal way.

b. The 4th batch of SEA-TVET Student Exchange will be applied for Diploma, Higher Diploma and TVET Bachelor students.

c. The major/specialisation will be as follows, but not limited to: • Mechatronics, Electronics, Electrical, Mechanical and Manufacturing • Industrial Technology • Informatics/ Computer Science • Hospitality and Tourism • Agriculture, Aquaculture, Animal Science, Fisheries • Forestries

• Agro Technology/Agro Business • Food Technology • Business, Commerce and Accounting • Creative Industry, Multimedia • Civil Engineering • Health Science/Nursing/ Public Health d. Each participating institution should submit the list of eligible students for at least 2 students with the same gender in equal number, but not more than 6 students in any area to the SEAMEO Secretariat for mapping. e. The institutions will start the 4th batch of exchange for 1 to 3 months (30 to 90 Days) as the following tentative traveling schedule:

• Traveling schedule of option I for 30 Days: Staring Saturday 17 August – Sunday 15 September 2019 (30 Days)

• Traveling schedule of option II for 30 Days: Starting Saturday 21 September – Sunday 20 October 2019 (30 Days)

• Traveling schedule of option III for 30 - 90 Days: Starting September onwards. The travel schedule of students can be agreed by the parties. f. The Sending and Receiving institutions will ensure that the students should apply “International Health Insurance” before traveling. It is the responsibility of Receiving Institutions to ensure that the copy of International Health Insurance of the students must be provided to the receiving institutions before providing the “Letter of Acceptance” to the students.

For any eventualities which may happen or occur to the students during the internship period, the receiving institutions may advance expenses for hospitalisation subject to the reimbursement by parents. g. In case of student’s misbehavior, the students will be transferred back to their home country. The travel expenses will be shouldered by the parents/student. h. The Sending Institutions will be responsible for:

• Recruiting eligible students (with Good academic performance, proficiency English communication, attitude, maturity, good health), • Coordinating with SEAMEO for the student mapping list, • Preparing travel arrangement for outbound students, • Conducting pre-departure orientation for outbound students, • Coordinating with Receiving Institutions for arrangement of online interview, letter of acceptance, travel schedule, and travel preparation, • Ensuring the important travel documents which the outbound students must have: 1) Valid passport, 2) Student/education visa (if needed), 3) International health insurance, 4) Health certificate, and • Ensuring that the students will submit the following 3 reports to SEAMEO at the end of internship: 1) Self-Report Blog during internship, 2) Company Supervisor Evaluation Form, 3) Student Overall Project Evaluation.

i. The Receiving Institutions will be responsible for:

• Partnering with industries according to the study areas and agreed internship period of inbound students, • Arranging internship programme according to the agreed period, including orientation, internship with industry, class room observation, and other excursion/student activities, • Coordinating with SEAMEO for the student mapping list, • Preparing accommodations for inbound students, • Providing mentor (s) and buddy (ies) for inbound students, • Preparing airport transfer for inbound students, • Coordinating with Sending Institutions for arrangement of online interview, letter of acceptance, travel schedule, and travel preparation, • Ensuring the important travel documents which the inbound students must submit: 1) Valid passport, 2) Student/education visa, 3) International health insurance, 4) Health certificate, and • Ensuring that the students will submit the following 3 reports to SEAMEO at the end of internship: 1) Self-Report Blog during internship, 2) Company Supervisor Evaluation Form, 3) Student Overall Project Evaluation.

j. For budgeting, it will be based on the following cost sharing agreement between the agreed parties:

• Parents of Sending Institutions shall be responsible for 1) passport/visa fee, 2) health check-up cost, 3) international health and travel insurance, 4) return air-ticket, 5) daily meals, 6) daily public transportation for internship, and 7) pocket money.

• Receiving institutions shall be responsible for 1) accommodation, 2) transportation for airport transfer, 3) Student extra activities required by Receiving Institutions for the inbound students to join.

k. The eligibility of the students must be ensured by the sending institutions, receiving institutions, and industry partners.

l. SEAMEO Secretariat will issue e-Certificate of Completion only for the students who submit 1) Blog, 2) Company Supervisor Evaluation Form, and 3) Overall Project Evaluation Form to the person in charge of SEAMEO Secretariat.

m. The 6th SEAMEO Polytechnic Network Meeting will be hosted by the Duy Tan University, Danang, Vietnam on 16-19 October 2019. The 5th batch of TVET Student Exchange Program will be discussed at the meeting.

The Southeast Asian Ministers of Education Organization (SEAMEO) is an international and intergovernmental organization established on 30 November 1965 to promote regional cooperation in education, science, and culture. Its 11 Member Countries include Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand, Timor-Leste, and Vietnam. It includes 8 Associate Member Countries: Australia, Canada, France, Germany, Netherlands, New Zealand, Spain and United Kingdom; and 5 Affiliate Members: The International Council for Open and Distance Education (ICDE), University of Tsukuba, the British Council, China Education Association for International Exchange (CEAIE) and UNESCO Asia-Pacific Centre of Education for International Understanding (APCEIU).

The SEAMEO Council, the Organization’s governing body, is composed of the 11 Ministers of Education of the SEAMEO Member Countries. The Council determines the general policies and strategic directions of the Organization. The SEAMEO Secretariat, based in Bangkok, Thailand, is the headquarters and executive arm of the council.

Over the past five decades, SEAMEO has developed 26 specialist institutions in 10 of its 11 Member Countries that provide regional leadership in human resource development and the diverse expertise that they offer in learning, health and environment, and agriculture and natural resources. These SEAMEO Units are closely linked with the educational environment of the country hosting them. Each SEAMEO Regional Centre has its own governing board with a representative from each Member Country that reviews the Centres’ operation and budget and sets their policies and programmes.

The Centres maintain SEAMEO’s work and aspirations to nurture human capacities and explore the fullest potentials of people in the region through quality and equity in education, preventive health, culture and tradition, training, research, information and communications technology, languages, poverty alleviation, and agricultural natural resources.

Since its inception, SEAMEO has not only become the oldest chartered intergovernmental organization serving the Southeast Asian region but also Southeast Asia’s largest, longest existing, and most dependable provider in human resource development.
