At kindergartens, children talk about experience, feelings, and new activities. Because building confidence, bearing responsibility, and enhancing citizenship are very important for kindergarten child, a study in Germany indicated that kindergartens always include what is called “children parliament” which is considered one of the effective means for children participation toward contemporary programs. At that parliament, children gather to discuss, exchange ideas, vote and respect views of opponents. Some important programs about values of citizenship such as tolerance, loyalty, and affiliation and how to instill and develop them in children are discussed. The parliament works on establishing some social rules, settle conflicts among children according to the principle of tolerance which extends to involve the way of preserving public and private property and other projects.     Short History of the Commission on the Status of Women1 1946: Birth of the Commission on Status of Women United Nations commitments to the advancement of women began with the signing of the UN Charter in San Francisco in 1945. Of the 160 signatories, only four were women - Minerva Bernardino (Dominican Republic), Virginia Gildersleeve (United States), Bertha Lutz (Brazil) and Wu Yi-Fang (China) – but they succeeded in inscribing women’s rights in the founding document of the United Nations, which reaffirms in its preamble “faith in fundamental human rights, in the dignity of the human person, in the equal rights of men and women and of Nations large and small”. During the inaugural meetings of the UN General Assembly in London in February 1946, Eleanor Roosevelt, a United States delegate, read an open letter addressed to “the women of the world”: “To this end, we call on the Governments of the world to encourage women everywhere to take a more active part in national and international affairs, and on women who are conscious of their opportunities to come forward and share in the work of peace and reconstruction as they did in war and resistance.” A few days later, a Sub-commission dedicated to the Status of Women was established under the Commission on Human Rights. Many women delegates and representatives of non-governmental organizations believed nevertheless that a separate body specifically dedicated to women’s issues was necessary. The first Chairperson of the Sub- Commission, Bodil Begtrup (Denmark), also requested the Economic and Social Council (ECOSOC) in May 1946 for a change to full commission status: “Women’s problems have now for the first time in history to be studied internationally as such and to be given the social importance they ought to have.

    Women and the UN This book provides a critical history of influential women in the United Nations and seeks to inspire empowerment with role models from bygone eras. The women whose voices this book presents helped shape UN conventions, declara- tions, and policies with relevance to the international human rights of women throughout the world today. From the founding of the UN and the Latin American feminist movements that pushed for gender equality in the UN Charter, up until the Security Council Resolu- tions on the role of women in peace and conflict, the volume reflects on how women delegates from different parts of the world have negotiated and disagreed on human rights issues related to gender within the UN throughout time. In doing so it sheds new light on how these hidden historical narratives enrich theoretical studies in international rela- tions and global agency today. In view of contemporary feminist and postmodern critiques of the origin of human rights, uncovering women’s history of the United Nations from both Southern and Western perspectives allows us to consider questions of feminism and agency in international relations afresh. With contributions from leading scholars and practitioners of law, diplomacy, history, and development studies, and brought together by a theoretical commentary by the Edi- tors, Women and the UN will appeal to anyone whose research covers human rights, gen- der equality, international development, or the history of civil society.
