As a result, we continue to share Oregon’s earliest stories with tens of thousands of visitors, many of them students, every year. —David Porter Clackamas Heritage Partners September 2007 Dear Oregon Cultural Trust supporters and interested Oregonians: With genuine pride we present the Oregon Cultural Trust’s inaugural report from the launch of the Trust in December 2002 through June 30, 2006 (the end of fiscal year 2006). It features the people, the process, the challenges and the success stories. While those years were difficult financial ones for the State, the Trust forged ahead in an inventive and creative manner. Our accomplishments were made possible by a small, agile and highly committed staff; a dedicated, hands-on board of directors; many enthusiastic partners throughout the state; and widespread public buy-in. As this inaugural report shows, the measurable results, given the financial environ- ment, are almost astonishing. In brief, more than $10 million was raised; this came primarily from 10,500 donors who took advantage of Oregon’s unique and generous cultural tax credit. It also came from those who purchased the cultural license plate, those who made gifts beyond the tax credit provision, and from foundations and in-kind corporate gifts. Through June 30, 2006, 262 grants to statewide partners, county coalitions and cultural organizations in all parts of Oregon totaled $2,418,343.

ROBBINS A SELF-STYLED GROUP of armed patriots set off a firestorm of contro- versy in January 2016 when it took control of the Malheur National Wildlife Refuge headquarters thirty-five miles south of Burns, Oregon. Challenging the function and purpose of federal management, the militants demanded that ownership of the land be turned over to the citizens of Harney County. Burns, the county seat, and nearby Hines are home to ranching and farm- ing people and, until the 1980s, a thriving logging and lumbering industry. IN JANUARY 2016, a group of armed protesters took control of the Malheur National Wildlife A sizable number of federal and state agency employees also make their Refuge in Harney County, Oregon. He Mineral Surveys 1898 practiced engineering at Brooklyn and to New Jersey, and established the firm of no more Abbott and Abbott in San Juan County in 1875. He married Florence Sarah Wood in 1877 in Colorado, and worked as a Mining Engineer for 10 years at Ouray, c. 1910 Colorado, including time as Clerk of the District Court. James became manager of Ybarra Gold Mining Company from 1895-96 in Lower California, Mexico, and in 1897 was representing a syndicate purchasing mines in California. He surveyed 7 Claims in the Wolf Creek Mining District in Josephine County, Oregon in 1898. By 1900, James was the Western States Representative for the Good Roads Association, working for the Department of Agriculture.

    A Hard Country to Settle By Jeff LaLande Lacking the rich gold or other precious-metal deposits of neighboring areas, southeastern Oregon’s development took a slower course. A few hardy settlers had begun grazing cattle herds in the region’s natural pasture bottomlands by the mid to late 1860s, developing their ranching operations near permanent watercourses. Southeastern Oregon was largely settled by two separate streams of cattlemen, from Oregon and California. Stockmen from southwestern Oregon pushed the cattle frontier to the east, most of them driving their herds into what is now western Lake County and southeastern Deschutes County. Others came from California’s Sacramento and San Joaquin valleys and across northwest Nevada into present-day Harney and Malheur Counties, bringing immense herds of cattle with them. Some established huge ranches that took on the character of feudal fiefdoms. Then, as now, control of water and the land adjacent to it was the key to survival. In some parts of southeastern Oregon, honest use of the homestead laws provided the legal means for desirable land to come into private ownership. Elsewhere, however, shady government land disposal deals (such as those that occurred in Warner Valley) as well as the outright abuse of homestead laws (such as the use of dummy homestead claims by ranch employees) brought thousands of acres of bottomland into the hands of wealthy entrepreneurs. By 1880, merchants and others willing to gamble on the prospects of the new country had founded a few small but important towns in the High Desert. A significant number of southeastern Oregon’s early stockmen, particularly those who settled in Lake County in the 1870s, came from the older ranching country of the Rogue River Valley, around Jacksonville and Ashland.
