Many of the issues of balancing preservation of vistas, natural and architectural heritage against the pressures of sustainability remain. As an agency of the Ontario Government, NPC is one of the longest-standing agencies of the province with a proud history of service to the public. The Niagara Parks Commission continues as one of the key drivers of economic prosperity and tourism in the Region. The Commission therefore is required to continuously adapt to societal and financial changes, while preserving reasonable access to NPC facilities and services. NPC continues to steward a great internationally known icon – the Niagara Falls and 56 kilometres of adjoining parkland, traversing three local municipalities within the Region of Niagara. Ontario’s Economic and Fiscal Review in November 2014 points to positive signs that Ontario’s economy is gaining momentum, supported by the resurgence in the U.S. economy. The global economic environment remains challenging and NPC cannot depend on the US and international traveler for incremental new revenues. There will be a continued focus on the domestic traveler and creating value and reasons for repeat visits especially from GTA visitors who now make up a majority of visitors. Tourism infrastructure investments are required for Niagara to remain competitive and offer a diversity of products/services to meet the needs of visitors. NPC must focus more on the visitor, including understanding motivation for visits and length of stay, as well as meaningful elements of desired experiences. It is critical that NPC continue to work constructively with many stakeholders and partners to protect the natural and cultural heritage along the Niagara River for the enjoyment of visitors while maintaining self-sufficiency. To achieve this vision, each business area has detailed work plans and outputs that support a balanced portfolio using seven critical foci in its strategy and emphasizing use of benchmarking, best practices and continuous improvement. These foci are as follows: x FINANCE – Align financial resources to efficiently deliver products and services x HUMAN RESOURCES – Create an operating culture in which innovation is encouraged x PRODUCTS & SERVICES – Deliver a wide range of educational, recreational and environmental tourism opportunities x FACILITIES & TECHNOLOGY – Maintain state of the art infrastructure and equipment x IMAGE – Generate interest and excitement in the NPC Brand 2 THE NIAGARA PARKS COMMISSION – 2015 - 2018 BUSINESS PLAN x PARTNERSHIPS – Negotiate and maintain mutually beneficial operating partnerships and x RESEARCH & DEVELOPMENT – Ensure that Commission and administrative decisions are evidence based For the 12 months ended October 31, 2014, NPC achieved a surplus in its operating results of $1.092 million. This was a positive variance of $2.169 million from budget including a savings of $928 thousand in operating expenditures, as well as a $1.08 million improvement in revenues over budget. Strong performance from the new retail outlet at Grand View and increased attendance at NPC’s Journey Behind the Falls attraction which celebrated its 125th anniversary, contributed to the positive results. Highlights of the financial results for NPC for the recently completed 12 months ended October 31 and the projection to the new year-end of March 31, 2015 are summarized in Table 1.1. below. NPC’s peak operating season traditionally extends from May to October, and October 31 has been the traditional fiscal year end for NPC. During 2013, the Commission approved a change in its fiscal year end from October 31 to March 31, with the transitioning fiscal year to be November 1, 2013 to March 31, 2015 (17 months). The March 31 year end coincides with the Province of Ontario’s fiscal year end and provides efficiencies in financial reporting as well as business plan reporting and capital planning. It is important to understand the impact of the change in year end from October 31 to March 31 on the 17 month transition budget and the 17 month projection in Table 1.1 below. The 17 month transition budget includes two 5 month periods of traditionally low revenue production, being November 1, 2013 – March 31, 2014 as well as November 1, 2014 to March 31, 2015. NPC’s revenue producing operations experience peak season activity typically from June to September. Revenues for the 5 months of November to March usually represent approximately 12% of revenue for a normal year, while operating expenses for those same 5 months normally represent approximately 30% of operating expenses in a normal year. The deficit reflected for the 17 months ended March 31, 2015 is resulting from including two low seasons and one peak season within the same fiscal year – the transition year.     STRATEGIC PLAN 2018-2028 1 A MESSAGE FROM THE CHAIR Back in 1885, a group of people came together to preserve and enhance the natural beauty of Niagara Falls and the Niagara River corridor. These visionaries recognized something special in the environment that they wanted to preserve. A treasure and cultural heritage they wanted to protect. This was to be a place of reflection, of beauty and of natural wonder. While the borders of Niagara Parks may not be immediately recognizable or known, these values remain steadfast. It’s the reason the Niagara Parks Commission exists, and the values of preservation and conservation inform everything that the organization says and does. Niagara Parks and Ontario are experiencing a period of growth and there is huge potential to enhance the rejuvenation process by making our natural and cultural heritage come alive by telling stories that set us apart. In the Spring of 2017, the Niagara Parks Commission undertook the development of a new 10-Year Strategic Plan to lead the organization forward. During this exercise, the Niagara Parks Commissioners reviewed the current vision, mission, and values to determine if they truly reflect the Commission, its operations and the overall direction it intends to set for the future. I would like to recognize the significant efforts of the Niagara Parks Commissioners, Moriyama & Teshima Architects, and CEO Reegan McCullough and his senior staff who unselfishly contributed a significant amount of time and expertise to developing the new Niagara Parks Strategic Plan (2018 – 2028). Their efforts will benefit NPC’s founding principles (financial self-sufficiency and public access) by increasing revenue, increasing employment opportunities, ensuring ongoing maintenance, preserving the Niagara River corridor and the economic well-being of the region and continuing to remain as free to the public as possible.

    Niagara Parks Pavilion Regulations Niagara Parks administers and maintains over 1,325 hectares (3,274 acres) of parkland along the Niagara River Corridor. These parklands include parks and picnic areas, historical and archaeological sites, golf courses, restaurants, gift shops, attractions, a horticultural school and kilometers of recreational trails along the scenic Niagara Parkway. Many services and facilities are provided for a minimal fee. Among these are picnic areas complete with covered pavilions, tables, electrical outlets and washrooms. Several conditions apply to the use of picnic areas and pavilions under the jurisdiction of The Niagara Parks Commission (NPC). We ask that these conditions are read carefully and respectfully adhered to when visiting Niagara Parks properties: Reservations Must be made by phone with payment by credit card (only) at the time of booking. Picnic Pavilions may be reserved seasonally from April to October (weather permitting) between 10am and dusk. Pavilion tables will be assigned by NPC staff and reservation information will be posted in the Pavilion. Tables in the Pavilion must not be moved and seating arrangements must not be changed. BBQ’s are available at several picnic sites and may be reserved for a fee. It is illegal to bring any BBQ inside the pavilion area or to place on a picnic table located within a pavilion. If a group has permission to bring in a BBQ with propane, please obey the following rules: • No single vehicle is permitted to carry more than 4 (four) propane cylinders. Propane cylinders are a portable means of storing and transporting propane. Cylinders are regulated by Transport Canada and bear a TC stamp on the collar.
