It can easily be accessed from the sea, by inland transport and airways. Inseparable unity of the past and the present can be seen everywhere. Natural beauties, cultural and historical monuments have been in harmony for centuries, because men lived in harmony with nature. As a World rarity, here, in a relatively small area, within a hundred or so kilometres, one can find beautiful turquoise sea, mountains covered with snow, fertile land, rough karst, ancient cities and secluded Island bays. This is the land of the sun, warm sea, olives, wine, fish, song, picturesque villages with stone- made houses, to summarise - the true Mediterranean. History of Tourism in Zadar Tourism in Zadar has a long tradition. The historical yearbooks record that in June 1879 a group of excursionists from Vienna visited Zadar, in 1892 the City Beautification Society was founded (active until 1918), and in 1899 the Mountaineering and Tourism Society "Liburnia" was founded. At the beginning of the XX century, in March 1902 hotel Bristol was opened to the public (today's hotel Zagreb). Most important period for the development of tourism in Zadar County lasted from the 60's - 80's of the 20th century, when the majority of the hotel complexes were erected.

    February 13, 1992 Volume 4, Issue 4 His Excellency Franjo Tudjman President of the Republic of Croatia Radi ev Trg 2 41000 Zagreb Croatia Dear President Tudjman: The U.S. Helsinki Watch Committee is deeply concerned by reports of serious human rights abuses by forces responsible to the Croatian government and by individual extremists in Croatia. Our own investigations of these reports, conducted during a series of fact-finding missions to Croatia in the past year, indicate that many of these reports are well-founded. We call upon you to investigate the abuses enumerated in this letter and to punish those responsible for them. We call upon you to take immediate measures to ensure that such violations of human rights do not occur again. The abuses described in this letter include violations of the laws of war in the current conflict between Croatian and Serbian forces and the Yugoslav army, including the summary execution of civilians and disarmed combatants; the torture and mistreatment of detainees; arbitrary arrests and disappearances; destruction of civilian property and the killing of journalists covering the war. In addition to violations connected with the war, Helsinki Watch has also documented restrictions on freedom of expression and the press and interference with the independence of the judiciary. Finally, we are gravely concerned about the harassment, discrimination and rising violence against Serbs not engaged in the armed conflict in Croatia. Rules of War Violations in Croatia by Croatian Forces Violations of the rules of war are often committed by local police officers and members of the Croatian army1 in areas which are under heavy siege by Serbian forces and the Yugoslav army.

Prostornim planom uređenja Grada Biograd na Moru (Službeni glasnik Grada Biograda na Moru, br. 9/05.), utvrđena je obveza izrade Urbanističkih planova uređenja za područje Grada Biograda na Moru među koje je uvršten i Urbanistički plan uređenja za cjelovita područja GP naselja Grada Biograda na Moru: Jankolovica - sjeverni dio te se smjernice za izradu UPU-a temelje na odredbama PPUG i elementima Programa mjera za unapređenje stanja u prostoru na području Grada Biograda na Moru (Službeni glasnik Grada Biograda na Moru 01/06). Izrada Urbanističkog plana uređenja (u nastavku: UPU) za cjelovita područja GP naselja Grada Biograd na Moru: Jankolovica - sjeverni dio temeljena je na orijentaciji Grada Biograda na Moru glede stvaranja prostornih uvjeta za stanovanje, razvoj turizma, javnih i društvenih sadržaja, razvoj malog i srednjeg poduzetništva te razvoj rekreacijskih sadržaja. UPU za cjelovita područja GP naselja Grada Biograd na Moru: Jankolovica - sjeverni dio treba regulirati prostor koji prema Prostornom planu uređenja Grada Biograda na Moru predstavlja znatan potencijal za razvoj stambene zone (M1), poslovnih sadržaja (K) i sadržaja rekreacije (R). UDK 911.3:728.71](497.57/.58) Original Scientifi c Paper Izvorni znanstveni članak Recent Characteristics of the Second Home Phenomenon in the Croatian Littoral Vuk Tvrtko Opačić The study analyses the characteristics of developmental dynamics and spatial distribution of the second home phenomenon in the Croatian littoral, the leading receiving second home area in the country, after the Second World War, with particular emphasis on the recent period (after the Homeland War and Croatian liberation). The period of the conversion and adaptation of the existing and abandoned housing stock into recreational second homes (mostly in 1960s and 1970s) and the period of the construction of the purpose-built dwellings for vacation and recreation, i.e. family weekend-houses (in 1970s and 1980s), was followed by the period of a more intensive construction of multi-apartment recreational buildings (from mid 1990s until the present time). The second home phenomenon fi rst spread in the area of the Northern Croatian Littoral. Then, between 1980 and 1990, it made signifi cant inroads also into Dalmatia. After the Homeland War and in the last ten years, it again became more prominent in the Kvarner and Istria. The geographical distribution of dwellings for vacation and recreation in 2001, covering the period between the two censuses of 1991 and 2001, reveals the persistence of earlier trends towards greater concentration of second homes in the leading tourist regions along the Croatian littoral, but also the increased dispersion into the regions which do not have as high value for tourism but are suitable for accommodating second home dwellings.
