Polycentric and balanced development is a key element of development. Urban, rural and island space complement each other and create a unique space of good living, based on the broad partnership of all our local communities. Comparative advantages such as good traffic connections, natural beauties and values as well as central position in the Croatian Adriatic coast are the starting points for the development of the Zadar County based on the objectives of EU development policy : • Smart growth through stimulating development, innovation, education and digital society, • Sustainable development with the growth of competitiveness, • Inclusive growth through poverty reduction and employment promotion. TRAFFIC CONNECTION: Zadar County for its geo-traffic position occupies a very important place in the Republic of Croatia and has the important role in traffic connection between northern and southern part of Croatia, as in the road, thus in rail and air traffic. By the construction of highway, hinterland of the Zadar County is better connected with coastal part, while the modernization of sea ports enabled easy connection of inhabited islands with the mainland. EXPANSION OF THE REGIONAL INTERMODAL TRAFFIC JUNCTION DEVELOPMENT PROJECT OF ZADAR COUNTY Port Gaženica will be the intersection of all maritime activities in the near future: • Fishing, ferry and cruise port • Cargo, RO-RO and container port The newly built passenger port Gaženica allowed conditions for simultaneous boarding and disembarking of passengers and cars for: • six ferries on local lines of 50 to 150 m long, • three ships in international navigation of 150 to 200 m long, • three cruiser ships on round trips of 250 to 400 m long, • as well as the possibility of accepting RO-RO ships at the same gates. Construction of a modern passenger port that aims to develop Zadar as cruising „home port” destination. The Port Authority of Zadar has chosen the operator of the Terminal and the Terminal Central Building for international passenger traffic, seafront near the operational terminal and the parking lot. The Contract will be awarded for a period of 20 years. Co-financing the Development of the Regional Traffic Master Plans for functional region: North Dalmatia by the Competitiveness and Cohesion Operational Programme. (estimated project value: 4 million HRK) The purpose of this document is to enable efficient and sustainable transport development of the region in accordance with European national strategies and plans. This Basic Strategic Transport Document has the task of identifying all the conditions, problems and potentials of the entire transport system of our area and offering frameworks of solutions and directions for development for all future key traffic projects. Zadar will be an outstanding intermodal traffic hub. The modern fast road, 20 km long, connects port with A1 highway, touches the shore, practically enters the heart of Port Gaženica. The railroad tracks also enter to the industrial-warehouse area, i.e. in liquid cargo warehouses (petroleum products) and bulk cargo (mainly soybeans). Modernization of railway is challenge and enormous investment potential. Zadar Airport is only 7 km away with flights to more than 30 cities in Central and Western Europe. The proximity of the new business zones Crno (City of Zadar) and Lonići (Municipality of Bibinje), modern Zadar airport and highway are port’s advantages. Implementation and integration of the planned project will completely change the look of the city, open the Zadar County to investors and will have an immeasurable impact on the development of the County. Main purpose of the investment in Zadar Airport infrastructure is: to achieve maximum traffic security and to improve service quality; to increase capacity of the terminal for handling the higher passenger and aircraft traffic; to ensure greater mobility of people and provide greater quality of life; to increase Zadar Airport`s competitiveness. DEVELOPMENT PROJECT OF ZADAR COUNTY The project objective : Zadar airport by the project of runway extension will be able to accept large aircraft for transatlantic flights (i.e. B 747-400). The project envisages a comprehensive reconstruction and a prolongation of the runway for 700 meters. All the investments at Zadar Airport will directly increase number of the tourists arriving in Zadar Region. Tourism is the economical area which has the biggest impact in Croatia`s GDP. By strengthening the airport, we are strengthening the entire tourist sector. BIOGRAD NA MORU HEALTH AND TOURIST CENTRE - This is one of the largest projects of health tourism on the Adriatic, which will partly be financed from EU funds. It is planned to rehabilitate and upgrade Orthopaedic hospital and construct new facilities for medical-tourism services. The total project cost is EUR 20 million. The land on which the Centre will be built is the property of the Orthopaedic Hospital Biograd. SOUTH PAŠMAN RESORT - The project strongly encourage integration, social interaction and the formation of close ties amongst community members. The local workforce, local residents and holiday makers share the same facilities and environment and develop the same passion for the land, the culture and people. Ownership and legal property rights are solved by municipality. https://www.pasman-rivijera.hr/realization-pasman-resort/ NIN RECREATIONAL AND TOURIST CENTRE - includes three components: accommodation facilities that provide top quality, wellness and tourist services, the use of attractive natural resources of the City of Nin (medicinal mud, climate, sea view with beautiful sandy beaches). On the list of assets offered by the State through its State Property Management Office to potential investors, one of the most attractive real estates is the area of the FORMER MILITARY BASE ŠEPURINE of even 1 million m2. Capacity is limited to 2000 tourist users, and in particular it has also retained the already existing runway, as a smaller sport airport would certainly be a valuable addition to the tourist destination, but also to the entire western part of the Zadar County. WIND ENERGY POTENTIALS IN ZADAR COUNTY: Constructed wind energy power: 103,2 MW (Pag, Obrovac, Benkovac, Gračac) In the phase of construction / preparation : 372,65 MW of total wind energy power projects SOLAR ENERGY POTENTIALS: Spatial plan of the Zadar County provided stimulatory conditions for the introduction and construction of solar power plants in the area, from which we highlight the realized project in the municipality of Stankovci of 1MW power and project in the area of Sukošan municipality at the initiative stage. Centre for new technology (CeNT) will also be educational centre for working labour and synergy of the technological platform in Croatia. Centre for creative industry It focuses on the areas of the film industry and the IT industry, taking advantage on the synergy of the creative technology platform in the Republic of Croatia and the EU. First Film Commission in Croatia was established in Zadar. Blue-Green Centre – a fish and fruit processing centre This project idea strongly supported by the business community of our County in sector of aquaculture and fishery. The Zadar County is traditionally a fishing region and achieved: 50% of the total catch of bluefish in Croatia 35% of total fish debarkation in Croatia (on 44 debarkation locations) About 70% of total mariculture production in Croatia: 68% white fish, 74% tuna, 16% of shellfish. Concession areas on the Zadar County maritime domain for fish and other marine organisms cultivation are total of 2.3 million m2. With these figures, the Zadar County prevails over other counties in the Adriatic according to the number of ecological producers. PLANS FOR FUTURE: The exploitation of agricultural potential and increasing agricultural production (significant area of suitable fertile surfaces) Protection and inclusion of local agricultural products in tourist offer and development of agro-tourism Funding from EU funds - investing in production and processing DEVELOPMENT PROJECTS OF ZADAR COUNTY In the area of Zadar County in collaboration with the Croatian Waters following project activities have been. carried out : • Pre-investment study of multipurpose use of Lika and Zrmanja River for the purpose of irrigation of agricultural areas of the Zadar hinterland, • IS - Irrigation system Vransko polje I phase (1620 ha), • IS Baštica II. Phase- subsystem Smilčić (150 ha), • IS Lišansko polje I phase (240 ha), • IS Donja Baštica (110 ha), By the end of 2016, the construction of a public irrigation system (in an estimated value of 55 million HRK and surface of 400 hectares) projects were submitted to the public tender for funds from the Rural Development Program 2014-2020. TOURISM In the period I. – XII. 2017. 1.808.200 arrivals (+ 11%) and 13.698.888 nights (+ 18%) Accommodation capacity (number of beds): Legal entities and dealers: 52,510 beds or 38,2% Private accommodation / 13.817 leaseholders: 84.591 beds or 61.7% TOTAL: 169.635 beds Distinct nautical tourism because of the indented coast (total of 3.820 berths, 1 million acres of seawater area).

    Tourism Introduction Zadar County encompasses marine area from Island Pag to National Park Kornati and land area of Velebit, i.e. the central part of the Croatian coastline. This is the area of true natural beauty, inhabited from the Antique period, rich with cultural heritage, maritime tradition and hospitality. Zadar County is the heart of the Adriatic and the fulfilment of many sailors' dreams with its numerous islands as well as interesting and clean underwater. It can easily be accessed from the sea, by inland transport and airways. Inseparable unity of the past and the present can be seen everywhere. Natural beauties, cultural and historical monuments have been in harmony for centuries, because men lived in harmony with nature. As a World rarity, here, in a relatively small area, within a hundred or so kilometres, one can find beautiful turquoise sea, mountains covered with snow, fertile land, rough karst, ancient cities and secluded Island bays. This is the land of the sun, warm sea, olives, wine, fish, song, picturesque villages with stone- made houses, to summarise - the true Mediterranean. History of Tourism in Zadar Tourism in Zadar has a long tradition. The historical yearbooks record that in June 1879 a group of excursionists from Vienna visited Zadar, in 1892 the City Beautification Society was founded (active until 1918), and in 1899 the Mountaineering and Tourism Society "Liburnia" was founded. At the beginning of the XX century, in March 1902 hotel Bristol was opened to the public (today's hotel Zagreb). Most important period for the development of tourism in Zadar County lasted from the 60's - 80's of the 20th century, when the majority of the hotel complexes were erected.

Our own investigations of these reports, conducted during a series of fact-finding missions to Croatia in the past year, indicate that many of these reports are well-founded. We call upon you to investigate the abuses enumerated in this letter and to punish those responsible for them. We call upon you to take immediate measures to ensure that such violations of human rights do not occur again. The abuses described in this letter include violations of the laws of war in the current conflict between Croatian and Serbian forces and the Yugoslav army, including the summary execution of civilians and disarmed combatants; the torture and mistreatment of detainees; arbitrary arrests and disappearances; destruction of civilian property and the killing of journalists covering the war. In addition to violations connected with the war, Helsinki Watch has also documented restrictions on freedom of expression and the press and interference with the independence of the judiciary. Finally, we are gravely concerned about the harassment, discrimination and rising violence against Serbs not engaged in the armed conflict in Croatia. Prostornim planom uređenja Grada Biograd na Moru (Službeni glasnik Grada Biograda na Moru, br. 9/05.), utvrđena je obveza izrade Urbanističkih planova uređenja za područje Grada Biograda na Moru među koje je uvršten i Urbanistički plan uređenja za cjelovita područja GP naselja Grada Biograda na Moru: Jankolovica - sjeverni dio te se smjernice za izradu UPU-a temelje na odredbama PPUG i elementima Programa mjera za unapređenje stanja u prostoru na području Grada Biograda na Moru (Službeni glasnik Grada Biograda na Moru 01/06). Izrada Urbanističkog plana uređenja (u nastavku: UPU) za cjelovita područja GP naselja Grada Biograd na Moru: Jankolovica - sjeverni dio temeljena je na orijentaciji Grada Biograda na Moru glede stvaranja prostornih uvjeta za stanovanje, razvoj turizma, javnih i društvenih sadržaja, razvoj malog i srednjeg poduzetništva te razvoj rekreacijskih sadržaja. UPU za cjelovita područja GP naselja Grada Biograd na Moru: Jankolovica - sjeverni dio treba regulirati prostor koji prema Prostornom planu uređenja Grada Biograda na Moru predstavlja znatan potencijal za razvoj stambene zone (M1), poslovnih sadržaja (K) i sadržaja rekreacije (R). Područje obuhvata UPU za cjelovita područja GP naselja Grada Biograd na Moru: Jankolovica - sjeverni dio predstavlja prostor omeđen na sjeveru poljoprivrednim površinama Vranskog polja, sjeveroistoku zonom poljoprivrednog gospodarstva «Jankolovica», istoku državnom cestom D503 (Biograd na Moru – Benkovac) te jugozapadu šumskim površinama.

    URBANISTIČKI PLAN UREĐENJA ZA CJELOVITA PODRUČJA GP NASELJA GRADA BIOGRADA NA MORU: JANKOLOVICA – JUŽNI DIO I. OBRAZLOŽENJE I. OBRAZLOŽENJE Uvod Na temelju Zakona o prostornom uređenju i gradnji (NN 76/07), Programa mjera za unapređenje stanja u prostoru na području Grada Biograda na Moru (Službeni glasnik Grada Biograda na Moru 01/06), Prostornim planom uređenja Grada Biograd na Moru (Službeni glasnik Grada Biograda na Moru, br. 9/05.), te Odluke o izradi predmetnog plana (Službeni glasnik Grada Biograda na Moru 3/08) izrađen je Urbanistički plan uređenja za cjelovita područja GP naselja Grada Biograda na Moru: Jankolovica - južni dio. Veličina obuhvata UPU-a kao i njegova zadana granica definirana je Prostornim planom uređenja Grada Biograda na Moru (Službeni glasnik Grada Biograda na Moru 09/05). Izrada Urbanističkog plana uređenja (u nastavku: UPU) za cjelovita područja GP naselja Grada Biograd na Moru: Jankolovica - južni dio temeljena je na orijentaciji Grada Biograda na Moru glede stvaranja prostornih uvjeta za stanovanje, razvoj turizma, javnih i društvenih sadržaja, te razvoj rekreacijskih sadržaja. Izrada Urbanističkog plana odvija se u slijedećim fazama: I. Prethodni radovi II. Programsko analitički dio (radni sastanci) III. Nacrt prijedloga Prostornog plana (prethodne rasprave) IV. Prijedlog Prostornog plana (javna rasprava) V. Nacrt Konačnog prijedloga plana VI. Konačni prijedlog plana VII. UDK 911.3:728.71](497.57/.58) Original Scientifi c Paper Izvorni znanstveni članak Recent Characteristics of the Second Home Phenomenon in the Croatian Littoral Vuk Tvrtko Opačić The study analyses the characteristics of developmental dynamics and spatial distribution of the second home phenomenon in the Croatian littoral, the leading receiving second home area in the country, after the Second World War, with particular emphasis on the recent period (after the Homeland War and Croatian liberation). The period of the conversion and adaptation of the existing and abandoned housing stock into recreational second homes (mostly in 1960s and 1970s) and the period of the construction of the purpose-built dwellings for vacation and recreation, i.e. family weekend-houses (in 1970s and 1980s), was followed by the period of a more intensive construction of multi-apartment recreational buildings (from mid 1990s until the present time). The second home phenomenon fi rst spread in the area of the Northern Croatian Littoral. Then, between 1980 and 1990, it made signifi cant inroads also into Dalmatia. After the Homeland War and in the last ten years, it again became more prominent in the Kvarner and Istria. The geographical distribution of dwellings for vacation and recreation in 2001, covering the period between the two censuses of 1991 and 2001, reveals the persistence of earlier trends towards greater concentration of second homes in the leading tourist regions along the Croatian littoral, but also the increased dispersion into the regions which do not have as high value for tourism but are suitable for accommodating second home dwellings.
