He is the former President of Local Government Association of NSW (LGA) and recent Joint President of the Interim LGNSW Board.

Cr Rhoades was first elected to council in Coffs Harbour in 1991, elected as Deputy Mayor in 1999 and served as Mayor from 2004 to 2012.

Cr Rhoades was elected as Vice President of Australian Local Government Association in November 2012.

He recently retired from the NSW Fire Brigade, having been a member for 39 years. He held the position of Station Commander at Sawtell for 17 years and was awarded the Australian Fire Service Medal in 2005 for services to the NSW Fire Brigade.

Cr Rhoades continues to demonstrate his strong commitment to Local Government and helps gain greater recognition of the crucial role that Local Government has to play during this time of significant reform.
