Sir/Madam , I am directed to say that the Electricity (Amendment) Bill, 2014 was introduced in the Lok Sabha on 19.12.2014. The Bill was subsequently referred to the Standing Committee on Energy for examination and report. The Committee had submitted its report on 7.5.2015 . Based on the observations/recommendations of the Standing Committee, further consultation with State Governments/UTs held in September, 2015 and deliberations at different levels thereafter some more amendments have been proposed. 2. A revised proposal for amendment in Electricity Act, 2003 is enclosed with the request to provide your comments , if any, to this Ministry within 45 days from the date of this letter. West Champaran Introduction
DISTRICT PROFILE WEST CHAMPARAN INTRODUCTION West Champaran is an administrative district in the state of Bihar. West Champaran district was carved out of old champaran district in the year 1972. It is part of Tirhut division. West Champaran is surrounded by hilly region of Nepal in the North, Gopalganj & part of East Champaran district in the south, in the east it is surrounded by East Champaran and in the west Padrauna & Deoria districts of Uttar Pradesh. The mother-tongue of this region is Bhojpuri. The district has its border with Nepal, it has an international importance. The international border is open at five blocks of the district, namely, Bagha- II, Ramnagar, Gaunaha, Mainatand & Sikta, extending from north- west corner to south–east covering a distance of 35 kms . HISTORICAL BACKGROUND The history of the district during the late medieval period and the British period is linked with the history of Bettiah Raj. The British Raj palace occupies a large area in the centre of the town. In 1910 at the request of Maharani, the palace was built after the plan of Graham's palace in Calcutta. The Court Of Wards is at present holding the property of Bettiah Raj. The rise of nationalism in Bettiah in early 20th century is intimately connected with indigo plantation. Raj Kumar Shukla, an ordinary raiyat and indigo cultivator of Champaran met Gandhiji and explained the plight of the cultivators and the atrocities of the planters on the raiyats. Gandhijii came to Champaran in 1917 and listened to the problems of the cultivators and the started the movement known as Champaran Satyagraha movement to end the oppression of the British indigo planters. -

SECRETARIAL AUDIT SCOPE AND SECTORWISE INDICATIVE LIST OF LAWS Section 204 of the Companies Act, 2013 read with the Companies (Appointment and Remuneration of Managerial Personnel) Rules, 2014, provides that every listed company and every prescribed company shall annex with its Board’s Report, a Secretarial Audit Report, given by a Company Secretary in Practice, in Form MR- 3. The Council at its 226th meeting held on November 21, 2014 after deliberating on the views that emerged from consultation meets and taking into consideration the views of members of Corporate Laws and Governance Committee, decided the Scope of Secretarial Audit as under: Reporting on compliance of five laws as mentioned in form MR-3 o Companies Act, 2013, o Securities Contracts (Regulation) Act, 1956 (‘SCRA’), o Depositories Act, 1996, o Foreign Exchange Management Act, o Securities and Exchange Board of India Act, 1992. Reporting on compliance of ‘Other laws as may be applicable specifically to the company’ which shall include all the laws which are applicable to specific industry for example for Banks- all laws applicable to Banking Industry; for insurance company-all laws applicable to insurance industry; likewise for a company in petroleum sector- all laws applicable to petroleum industry; similarly for companies in pharmaceutical sector, cement industry etc. Examining and reporting whether adequate systems and processes are in place to monitor and ensure compliance with general laws like labour laws, competition law, and environmental laws. In case of financial laws like tax laws and Customs Act etc., Secretarial Auditor may rely on the Reports given by statutory auditor or other designated professionals. -

During the drafting of the Indian Constitution. Indian laws also adhere to the United Nations guidelines on human rights law and the environmental law. Indian family law is fairly complex, with each religion adhering to its own specific laws. In most states, registering of marriages and divorces is not compulsory. Separate laws govern Hindus, Muslims, Christians, Sikhs, and followers of other religions. The exception to this rule is in the state of Goa, where a uniform civil code is in place, in which all religions have a common law regarding marriages, divorces, and adoption. Ancient India represented a distinct tradition of law, and had a historically independent school of legal theory and practice. Early in this period, which culminated in the creation of the Gupta Empire, relations with ancient Greece and Rome were not infrequent. -

BE it enacted by Parliament in the Seventieth Year of the Republic of India as follows:— 1. (1) This Act may be called the Companies (Amendment) Act, 2019. Short title and commencement. (2) The provisions of this Act, except sections 6, 7 and 8, clauses (i), (iii) and clause (iv) of section 14, sections 20 and 21, section 31, sections 33, 34 and 35, sections 37 and 38 shall be deemed to have come into force on the 2nd day of November, 2018. (3) The provisions of sections 6, 7 and 8, clauses (i), (iii) and clause (iv) of section 14, sections 20 and 21, section 31, sections 33, 34 and 35, sections 37 and 38 shall come into force on such date as the Central Government may, by notification in the Official Gazette, appoint 2 THE GAZETTE OF INDIA EXTRAORDINARY [PART II— and different dates may be appointed for these provisions and any reference in any such provision to the commencement of this Act shall be construed as a reference to the coming into force of that provision. -
