Given the challenges associated with traditional initiation schools, the study investigated factors that hinder the effective participation of traditional leadership in partnership policing; explored the extent of partnership policing in rural areas in Limpopo that are led by traditional leaders; and examined best practices with regard to the roles of traditional leadership in partnership policing. Potential areas of non-compliance with and ignorance of the law, and the Constitution, were identified. The role of traditional leadership in other African countries, such as Ghana, Tanzania, Zimbabwe, Namibia and Botswana, was also analysed. A comprehensive literature study on traditional leadership and international best practices on partnership policing was conducted. Traditional leaders play a vital role in the development process. Furthermore, traditional leaders play a significant role in resource mobilisation and political stability. The primary question guiding this study is: What is the role of traditional leadership in partnership policing in the rural areas of Limpopo? During the research process, in-depth interviews, non-participative observation and focus group interviews were conducted with the relevant role players. These role players included Chiefs, Indunas and Headmen, SAPS representatives, representatives from the Department of Community Safety and Liaison, as well as representatives from the Department of Cooperative Government and Traditional Affairs in Limpopo. The study fulfilled the following objectives: Identified factors that hinder the effective participation of traditional leadership in partnership policing; Explored the extent of partnership policing in rural areas, in Limpopo, led by traditional leaders; and Examined international best practices with regard to the role of traditional leadership in partnership policing. iv Based on the findings of this study, a Multi-Stakeholder Partnership Policing Strategy (MSPPS) was developed. This strategy could serve as a recommendation to advise the SAPS of a more substantial role that traditional leadership could fulfil in partnership policing in the rural areas of Limpopo; this would also contribute towards further identifying best practices with a view to benchmark such a strategy in rural areas throughout South Africa. This study makes a significant contribution to the improvement of working relations between the police and traditional leadership in Limpopo. Secondly, the study promotes nation-building, harmony and peace between traditional leadership, the SAPS and other relevant stakeholders in the quest to prevent crimes associated with traditional cultural practices. Independence brought to an end one of the most intractable and wasteful conflicts in the region. With independence, the people of Namibia not only gained political freedom, but set out on the challenging task of building a nation and defining their relations with the world. Mitchell INTRODUCTION Internal settlements are especially applicable to Southern Africa where the independent settler colonies of Namibia, Rhodesia, and South Africa had/ have locally born settler elites facing insurgencies from the majority black populationandinternationaleconomicsanctions. Thisarticleexaminescooption through internal settlements as a political counterinsurgency strategy. It will discuss why and when internal settlements occur, who is involved in them, what their goals are and why they failed to achieve them. It will concentrate on internal settlements in Rhodesia, Namibia and South Africa, under white settler regimes, but the article is also relevant to Central and possibly South America, Northern Ireland, and East Asia. Internal settlements are particularly suited to settler regimes and pariah states — often these two groups have overlapping membership.1 Settler regimes are found where a particular ethnic or racial group has entered an area and established control over the indigenous population. Settler states exist throughout Latin America wherever a white minority or mestizo rules over a majority black, Indian or mestizo population.2 Internal settlements have a very poor track record of achieving the goals that their authors set for them and thereby serving as a successful counterinsur­ gency (COIN) warfare strategy. Because of the desire to retain power, there is always a strong temptation among ruling settler elites, especially those that are international pariahs and face economic sanctions, to resort to them in an attempt to see sanctions lifted or to avoid their implementation.3 There are abundant theoretical studies on counter-insurgency strategy and methods, most of them having been written since the early 1960s.

The African continent is highly prone to lightning storms and has an ideal fire climate with dry and wet periods. It also has the most extensive area of tropical savanna on the earth, characterized by a grassy understory that becomes extremely flammable during the dry season. The use of fire in the management of vegetation for both domestic livestock systems and wildlife is widely recognized. Research on the effects of fire has been conducted throughout the grasslands and savannas of Africa since the early 20th century, and has focused on the effects of season and frequency of burning on forage production potential of the grass sward and the ratio of bush to grass in African savannas. In 1971, a conference was held in the United States by Tall Timbers Research Station in Tallahassee, Florida, on the theme ‘‘Fire in Africa.’’ This congress was attended by fire ecologists from throughout Africa. A major benefit that accrued from this meeting was the realization that in Africa the study of fire behavior and its effects on the ecosystem, as described by type and intensity of fire, had been largely ignored in the fire research.

They are also increasingly marked by militarisation and violence. In Ruling Nature, Controlling People, Luregn Lenggenhager shows that these features were also characteristic of South African rule over the Caprivi Strip region in North-Eastern Namibia, especially in the fields of forestry, fisheries and, ulti- mately, wildlife conservation. In the process, the increasingly internationalised war in the region from the late 1960s until Namibia’s independence in 1990 became intricately interlinked with contemporary nature conservation, ecology and economic development projects.     Journal of Namibian Studies, 5 (2009): 27–71 ISSN: 1863-5954 The Khwe and West Caprivi before Namibian independence: Matters of land, labour, power and alliance Gertrud Boden Abstract This article outlines the pre-independence past of the Khwe in West Caprivi, one of Namibia’s San populations whose history is yet to be written. Besides consolidating material from previous publications, it also presents fresh insights based on archival and oral sources. While the trans-regional networks and power relations, in which the Khwe participated before the onset of colonialism, remain blurred due to scarce source material, the article will show that the German colonial power, while not profoundly affecting the daily lives of West Caprivi residents, nevertheless had significant and long-lasting effects through the definition of the boundaries, which, although permeable for local residents, became crucial in rendering activities illegal, delineating territories of refuge and marking out areas affected by conflicts in the neighbouring countries. During the first decades of South African administration, the situation on the ground was not much different from that under German ‘control’. From 1940 onwards, however, the state intervened in local interethnic relations as well as in the economic lives of the Khwe in a number of ways: by making West Caprivi first a livestock free territory, then a nature conservation area and finally a military no-access zone. In addition the state had an impact by promoting the recruitment of Khwe men for mine labour, installing native guards and Khwe leaders, courting the Khwe as useful people and hiring Khwe as soldiers for the South African Defense Force.
