TERMS OF REFERENCE

HM NAVAL BASE DEVONPORT (HMNB(D))

NBC’s AIM

To ensure that the output of the Naval Base safely meets the needs of the Naval Service.

Primary Purpose

1. To support the waterfront engineering and operating requirements for the Royal and the UK’s allies from Devonport, reaching worldwide.

2. To manage the Naval Base Berths and Waterfront to ensure facilities, utilities, overside support and Waterfront liaision are provided to all and .

3. To support Devonport’s MOD Intelligent Customer functions with respect to the MSDF (to be replaced by FMSP) and other contracts such as the Marine Services Contract (provision of fuel etc) and the local contract with (Oct 20) Future Industrial Services (bulk liquid removal and disposal).

Secondary Purpose

1. To provide vessel Masters and Commanding Officers with an initial point of contact for resolving any issues with the delivery of waterfront support.

2. To co-ordinate Naval Base waterfront support for events such as “Families Days”, “Meet ”, Commissioning, Decommissioning and Re-dedication ceremonies.

3. To provide advice on Naval Base ammunitioning regulations, processes and procedures and co-ordinate the programme. Responsibilities

1. To provide technical input/advice for the Department.

2. To oversee the managemnt of waste including International Catering Waste and hazardous materials.

3. To provide oversight of the safety and cleanliness of berths and the waterfront. Delivering direction and education to ship’s staff on required standards and procedures where necessary.

4. To manage, run and to supervise management rounds of the waterfront, in order to highlight areas for improvement / development and to ensure that these are reported to the appropriate person(s) for remedial action.

5. To be technical author for the Devonport Guide for Ships and Submarines.

6. To co-ordinate the compilation of QHM inputs into BRd 9424.

7. To be Divisional Officer for the Base Services CPO.

8. The postholder must adhere to the NBC(D) Diversity and Inclusion Policy.

Authority

1. To liaise directly with relevant areas of the MOD and with IPs on waterfront business.

2. Release routine signals on behalf of NBC Devonport.

1. The post requires a detailed knowledge of military organisational structures, management processes and an understanding of the needs and expectations of ships and submarines.

Additional requirements, health and safety and Security,

The post holder has a personal legal responsibility for their own health and safety and that of others who might be harmed by their actions or omissions. Staff are required to cooperate with their Employer and others on health and safety and not to interfere with or misuse anything provided for health, safety or welfare. In addition, as a Nuclear Authorised and Licensed Site, all staff are to give due priority to safety.

All staff are required to prevent harm to the environment, which can be achieved by minimising waste, using the recycling facilities provided, turning off unwanted heating and lighting, reporting water leaks and preventing pollution of the water, land and air. Causing or knowingly permitting a pollution incident could result in a breach of legislation as well as causing harm to the environment.

Postholders have a responsibility to be aware of the security implications of their actions on themselves and others. Staff are required to cooperate with their Employer by demonstrating good security behaviours through maintaining personal security clearances, in date Naval Base passes and mandatory security training. All staff are required to challenge poor security behaviours and report these and any suspicious activities to the Naval Base security forces.

Review of Terms of Reference

TORs are to be reviewed and agreed annually. Line Managers are to ensure that any change to a post is managed in accordance with NB Business Procedure 48 – Organisational Change.
