To support the waterfront engineering and operating requirements for the Royal Navy and the UK’s allies from Devonport, reaching worldwide. 2. To manage the Naval Base Berths and Waterfront to ensure facilities, utilities, overside support and Waterfront liaision are provided to all ships and submarines. 3. To support Devonport’s MOD Intelligent Customer functions with respect to the MSDF (to be replaced by FMSP) and other contracts such as the Marine Services Contract (provision of fuel etc) and the local contract with (Oct 20) Future Industrial Services (bulk liquid removal and disposal). Secondary Purpose 1. To provide vessel Masters and Commanding Officers with an initial point of contact for resolving any issues with the delivery of waterfront support. 2. To co-ordinate Naval Base waterfront support for events such as “Families Days”, “Meet Ship”, Commissioning, Decommissioning and Re-dedication ceremonies. 3. To provide advice on Naval Base ammunitioning regulations, processes and procedures and co-ordinate the programme. Responsibilities 1. To provide technical input/advice for the Department. 2. To oversee the managemnt of waste including International Catering Waste and hazardous materials. 3. To provide oversight of the safety and cleanliness of berths and the waterfront. Delivering direction and education to ship’s staff on required standards and procedures where necessary. 4. To manage, run and to supervise management rounds of the waterfront, in order to highlight areas for improvement / development and to ensure that these are reported to the appropriate person(s) for remedial action. 5. To be technical author for the Devonport Guide for Ships and Submarines. 6. To co-ordinate the compilation of QHM inputs into BRd 9424. 7. To be Divisional Officer for the Base Services CPO. 8. The postholder must adhere to the NBC(D) Diversity and Inclusion Policy. Authority 1. To liaise directly with relevant areas of the MOD and with IPs on waterfront business. 2. Release routine signals on behalf of NBC Devonport. Staff are required to cooperate with their Employer and others on health and safety and not to interfere with or misuse anything provided for health, safety or welfare. In addition, as a Nuclear Authorised and Licensed Site, all staff are to give due priority to safety. All staff are required to prevent harm to the environment, which can be achieved by minimising waste, using the recycling facilities provided, turning off unwanted heating and lighting, reporting water leaks and preventing pollution of the water, land and air. Causing or knowingly permitting a pollution incident could result in a breach of legislation as well as causing harm to the environment. Postholders have a responsibility to be aware of the security implications of their actions on themselves and others. Staff are required to cooperate with their Employer by demonstrating good security behaviours through maintaining personal security clearances, in date Naval Base passes and mandatory security training. All staff are required to challenge poor security behaviours and report these and any suspicious activities to the Naval Base security forces. Review of Terms of Reference TORs are to be reviewed and agreed annually.     PART TWO DEVONPORT DOCKYARD IN THE TWENTIETH CENTURY 2.1 INTRODUCTION The dockyard at Devonport was known as Plymouth Dock until 1843, when Queen Victoria and Prince Albert announced the change on their visit to Devonport Dockyard. Devonport ‘Naval Base’ is the total RN area which includes both operational and accommodation areas. It comprises 650 acres, including accommodation for the shore base HMS Drake. From south to north, facing west over the River Tamar and the Hamoaze, it consists of the original South Yard and Morice Ordnance Yard, and Keyham North Yard, which was developed from the 1860s and further extended at the beginning of the twentieth century. The original yard then became known as South Yard and the new yard as North Yard, linked by a tunnel and railway beneath Morice Ordnance Yard from c.1857. At its south end, the tunnel passed through the North Smithery, requiring the removal of a blast furnace. In 1963, the MoD linked Morice Yard and South Yard by a flyover; Morice Yard and North Yard were linked in 1964. Use of the dockyard railway tunnel ended in 1966 and a bus service was introduced. (Flyovers to Make Dockyard One Unit, 1962) Babcock International owns one third of the Naval Base, but does not maintain the HMS Drake accommodation area. Princess Yachts acquired the freehold of its premises in Devonport South Yard in 2011, but Babcock International maintains the remaining buildings in that yard.

It came into being purely as a result of the decision to locate a naval dockyard on land owned by the Meyrick family of Bush. Shipwrights and carpenters, blacksmiths and riggers flocked to the new yard from villages on the Haven and from other dockyard towns, notably Plymouth. They and their families needed to be housed, and Pembroke Dock rapidly grew in classic grid-iron style, the pattern of streets still very much apparent today. Royal Naval Dockyard (SM 961037): Protected by high walls and gun towers, the Naval Dockyard occupied an 80-acre site. Work on building the dockyard began in 1814 and by 1890 some 2,000 men were employed constructing ships for the Royal Navy.

    The Royal Dockyard Worker in Edwardian England: Culture, Leisure and Empire Melanie Marie Bassett 108964 The thesis is submitted in partial fulfilment of the requirements for the award of the degree of Doctor of Philosophy of the University of Portsmouth. March 2014 1 Abstract This thesis is a detailed study of the influence of imperialism on the English working-class male during the period of ‘high imperialism’. Recent debate on the impact of imperialism on the British working class has split academics between those who argue in favour of an imperial dominant ideology and those who question its impact. The thesis will address this disparity and make an original contribution to the historiography of British imperialism by examining discourses of ‘top down’ imperialism alongside working-class responses to evaluate their impact and highlight examples of cultural agency. By using a detailed study of the Portsmouth Royal Dockyard worker the thesis highlights the importance of local experiences in mediating the imperial narrative. The impact of workplace relations in the community, the civic elites, the provincial press and commercial leisure are explored to provide a nuanced understanding of how these processes worked in practice. Portsmouth’s Royal Dockyard worker provides an interesting case study as the town’s economic prosperity rested with the presence of the Admiralty in the town. The Royal Dockyard workers were the largest industrial group in the town and possessed a unique perspective as employees of the state. They were instrumental in the building and maintenance of the British Fleet, which continued to gain increasing interest during the Edwardian period due to the escalation of the Naval Arms Race with Germany and the other world powers.
