As discussed with Tanya the following dot points sum up the issue:

• The Premier as Transport Minister signed up, not only to participate in, but also to be the host state for the National Heavy Vehicle Regulator (NHVR). • The NHVR is set up to deliver red tape reduction, business growth, jobs for industry and lowered freight costs and better road safety for the community. • At the upcoming Transport and Infrastructure Council meeting the NHVR is asking jurisdictions for some cash to build a regulatory platform. • This regulatory platform is essential to the regulator delivering business and safetyReleased benefits to Queenslanders under and nationally. RTI Act - TMR • Queensland, which in essence was being asked to contribute about $15 million over three years has said no via cabinet. • If the NHVR, employing 200 odd people in Queensland is rendered ineffective because its host state can't stump up spare change, it will be embarrassing for the Premier as Minister who signed onto the reform. • There was assurance at a meeting with the Minister that would progress, the business case for the project is sound and it offers the opportunity to lower TMR costs over time, which makes it virtually cost neutral.

Dear Minister of Transport, Hon ... Top cred to the staff at Dept. Transport and Main Roads Strathpine. I visited yesterday and they were brilliant. I'm buying a Hyundai Elantra SR (smaller, easy tech communications and more fuel efficient than RAV4 for all the driving I do with real estate) and needed a Company Registration Number. 1st Story: A Brisbane woman, accused of torturing her baby daughter, has been granted bail. The 27 year old mother is accused of nearly starving her baby daughter to death and then gaining thousands of dollars by setting up a fundraising web page. 2nd Story: A corrections officers is at risk of losing an eye after a riot at the Cleveland Youth Detention Centre in Townsville last night. The inmates hurled rocks and abuse at guards, while demanding food and drugs. This was the second riot at the centre since August. Premier Annastacia Palaszczuk says "we need to get to the bottom of what happened here", while Opposition Leader Tim Nicolls says "It's clear that the Labor Government is losing control when it comes to the Cleveland Youth Detention Centre".

3rd Story: A 75 year old Gold Coast man came off second best after he was forced to wrangle a mountain goat.

4th Story: Premier Annastacia-Palaszczuk has kept her Cabinet reshuffle to a minimum, appointing only one new Minister. Member for Morayfield, Mark Ryan, will take on the role of Queensland's Police Minister. Minister Ryan says "It's a big job but I'm up for it and I'm looking forward to keeping Queenslanders safe". Bill Byrne will now be the Minister for Agriculture and Fisheries, as well as taking on a new portfolio - Rural Economic Development. says "The pool of talent is so small - the last minister at least grew a vegie patch". Minister Byrne says "Let's park the politics and talk about the pragmatic reality of trying to generate economic growth in this State". On the matter of Stirling Hinchliffe keeping his Transport portfolio after the Queensland Rail timetable debacle, the Premier says "Let him do the investigation".

5th Story: World News: Two American leaders, Barack Obama and Donald Trump, who openly despise each other shook hands and promised to work together in the White House.

6th Story: World News: Mr Trump has a significant job ahead of him if he is to unite Americans. Those who voted for him have been left scarred by one of the most bruising political dogfights since the Civil War while those who hate him continue to protest in the streets. 1st Story: A mother of four has faced court accused of starving her baby and fundraising online for donations for the child's recovery. The 27 year old has been released on bail.

2nd Story: 20 teenage inmates have held dozens of police at bay for 14 hours as they rioted at the Cleveland Youth Detention Centre in Townsville. Others: Queensland has a new Police Minister, with Member for Morayfield Mark Ryan being sworn in today. Minister Ryan says he is up for the job and is looking foiward to keeping Queenslanders safe. Bill Byrne will take up the position of Minister for Agriculture and Fisheries, as well as Minister for Rural Economic Development. Minister Byrne says "The truth is that not every great idea comes from George Street or a ministerial office". Premier Palaszczuk says "I made those decisions and caucus backed me". Some senior ministers are said to be 'simmering' because they wanted the Premier to seize the chance to have a broader reshuffle and refresh the Government heading into an election year. A year long legal fight to stop a controversial high-rise being built next to Customs House is now over. The high-rise will go ahead. Public Health officials inspected a Brisbane child care centre attended by the boy and say that the risk of infection to the other children 'is low'. 4th Story: NSW has beaten Queensland to secure the hosting of the lnvictus Games. 5th Story: A mother has made a plea to help find her 12 year old daughter, Jamine Schestakov, who has been missing from their Pimpama home since Tuesday. 6th Story: US President-elect Donald Trump has met with Barack Obama to discuss his transition to the White House. Others: Queenslanders stopped today to remember the tens of thousands of diggers killed during World War 1.

Premier Palaszczuk has announced a new Cabinet line-up, with Morayfield MP Mark Ryan elevated to Police Minister. Two other Backbenchers were elevated to Assistant Ministers, while current Police Minister Bill Byrne goes back to his former Agriculture Portfolio. Jo-Ann Miller decided not to run for a Cabinet position, saying she had changed her mind.

The ABC obtained under a copy of the February RTI audit Act which links - TMRMr Pearson's 'Good To Great Schools Australia' to high-risk business practices. The Indigenous leader has decided to 'pull' his organisation's support for the troubled Aurukun campus of the Cape York Academy. The project will create 1300 jobs and includes widening some sections of the highway to six lanes in each direction.

Treasurer said the project would create jobs, reduce travel times and improve safety.

"This is a win for the local community, Queensland road users, and especially the trucking industry," he said.

"Its economic benefits are estimated to be around $1 billion over 30 years."

Main Roads Minister Mark Bailey said the final design of the project reflected feedback from the community and trucking industry.

"The Logan Motorway Enhancement Project now delivers greater scope and value for motorists as a result of working with stakeholders and locals," he said.

The project will be funded by Transurban Queensland, with the money recouped by higher tollsReleased for trucks using the Loganunder and Gateway RTI Motorways. Act - TMR Construction is expected to start mid next year and take about two-and-a-half years.

Transurban Queensland group general manager Wesley Ballantine said disruption to motorists would be limited during construction and speed limits kept as is during working hours.

Running the gauntlet has been a near death defying experience for thousands of motorist but the flyover will now avoid the troubled intersection and ensure a safe passage onto the Logan Motorway.

The Wembley Rd-Logan Motorway upgrade should ease traffic congestion which, in the past, has caused significant traffic delays travelling east to west across .

Construction will see lanes on the Wembley Rd overpass doubled.

In addition, the off ramp from the Motorway to Wembley Rd will be upgraded.

The notorious roundabout leading to lllaweena St will be removed.

MINISTER for Biofuels Mark Bailey has dismissed warnings that an ethanol mandate will hit motorists in the hip pocket.

Australian Competition and Consumer Commission chairman Rod Sims yesterdayReleased said Queensland underdrivers could faceRTI higher Act costs -following TMR the introduction of the new rules for more environmentally-friendly fuels from January 1.

135-05869 MIN - Page Number: 59 of 171 A study showed that many motorists have switched to more expensive premium 95 or 98 petrol after a similar mandate was introduced in New South Wales because regular unleaded was harder to get.

The ACCC research estimated drivers had forked out between $75 million and $85 million extra as a result.

ACCC chairman Rod Sims said: "It's hard to believe we will not see a fair bit of that in Queensland."

But Mr Bailey is confident it won't happen here.

The report noted regulatory costs related to the incoming mandate were already keeping fuel prices high in Queensland.

"Queensland's biofuels mandate is different to New South Wales," he said.

"Our ethanol mandate from January 2017 is set at a level that will ensure fuel retailersReleased continue to offer under a broad range RTI of fuel Act grades. - ThisTMR means that at service stations selling E10, most will continue to sell regular unleaded and premium fuels as well.

"This gives motorists more access to cleaner sources of fuel, while maintaining choice at the bowser."

135-05869 MIN - Page Number: 60 of 171 The Queensland mandate will require service stations to ensure that at least 3 percent of total sales of regular unleaded petrol and ethanol­ blended fuel sold is bio-based such as E10. The level will rise to 4 percent a year later.

The New South Wales mandate is 6 percent.

Mr Bailey said the Palaszczuk Government had learned from mistakes made by their southern counterparts who failed to roll out a consumer education campaign ahead of introducing the mandate, leading to confusion.

"In New South Wales, motorists wrongly assume that their car can't use E10 and instead pay more for premium fuels because the NSW government did not roll out a dedicated consumer education campaign," he said.

More than 257,000 searches had already been made on the online E10 OK checker by Queensland drivers to see if their vehicles were compatible for E10 fuel.

"By supporting the use of biofuels we have an opportunity to drive jobs growth in regional Queensland and add value to the State's abundant agricultural resources such as sugar cane," Mr Bailey said.

The ACCC report noted regulatory costs related to the incoming mandate were already keeping fuel prices high in Queensland.

Brisbane already has higher petrol prices than Sydney, Melbourne, Adelaide and Perth.

Geoff Trotter, general manager of price-monitoring agency Fueltrac, said the ethanol mandate would bring even more pain at the pumps.

"If Queensland thinks this won't happen here, well, let's not kid ourselves," he said.

Mr Trotter said service stations would have to replace pumps and tanks with E10.Released under RTI Act - TMR "So if you are forced to sell E10 and lose some pumps, what do you think the service station will do ? The answer is leave as many premium fuel pumps in place as you can because the oil company and dealer make almost twice as much profit on premium fuels as they do on ULP and the mug motorists pay an extra 10 to 20 cents per litrel more at the pump."

135-05869 MIN - Page Number: 61 of 171 Analysis for the Independent Pricing and Regulatory Tribunal by University of Texas researcher Michael Noel found that E10 was rejected "en masse" by NSW motorists.

He put the additional consumer cost at $300 million for the first five years.

RACQ spokeswoman Renee Smith said they expected the impact here would be less because Queensland's target was half that of NSW.

But she added: "We'll be monitoring it closely to ensure there is still choice for Queensland motorists at the bowser."

Consumers in southeast Queensland will watch their power bills fall by $100 on average next financial year, bucking the national trend of rising energy prices.

135-05869 MIN - Page Number: 91 of 171 The deregulation of the energy market, coupled with the decreases in the Solar Bonus Scheme mean southeast Queensland energy prices are set to fall by 1.5 per cent annually on average over the next two years, according to the Australian Energy Market Commission (AEMC). The average annual bill of $13 7 0 for the current year is predicted to fall by almost $100 next year before a slight increase again to $1330 by 2018/19. Tasmania is the only other state expected to experience a fall in prices, with NSW and Victoria both predicted to increase by about four per cent. Prices are rising nationally due to the closure of the Hazelwood power station in Victoria, but the decrease in the cost of the Queensland's solar bonus scheme more than offsets the impact on Queensland consumers. Ultimately though, individual households and how they use energy will be the main factor in prices. "No two households use energy in the same way. Knowing how much power you use and when, will be the key tool in controlling electricity costs in the future," AEMC Chairman John Pierce said.

1st Story: Authorities have revealed a man who killed his wife before taking his own life had only been granted bail less than three weeks ago for serious domestic violence charges. The couple's bodies were found by their young children in their Pimpama home this morning.

2nd Story: Protesters have rallied outside State Parliament in the wake of the Pimpama tragedy, which is the third domestic violence-related death in Queensland this year. It comes as the Women's Legal Services Qld experiences an influx in calls at a time when the Federal Government is making funding cuts. Queensland Attorney-General Yvette D'Ath says, "The Commonwealth needs to reverse their decision.' 3rd Story:Released Seven juvenile inmates underat the Brisbane YouthRTI Correctional Act Centre - TMR at Wacol who smashed their way onto the facility's rooftop overnight have been arrested and are expected to be charged. The unrest has forced the State Government to order yet another review into security on the back of a similar incident at a Townsville facility two months ago. A report into the Townsville incident still has not been released. Shadow Attorney-General Ian Walker says, "Our hardworking staff at these centres shouldn't be put at risk by kids who are out of control." Opposition leader Tim Nicholls asks, "Is the government in control or are the thugs in control?"

The Premier says, "What this means is jobs, jobs and more jobs." Opposition leader Nicholls says, "Look, this is nothing more than a panicked Premier worried about One Nation."

5th Story: One Nation leader Pauline Hanson has called on the Federal Government to scrap its controversial plan to force Central Queensland farmers off their land. The ADF wants to acquire about 50 properties to make way for an expansion of its military training ground near Shoalwater Bay.

6th Story: Police have released video of a man firing a shotgun into the door of a tavern during a brazen robbery attempt on the Sunshine Coast.

1st Story: Gold Coast mother Theresa Bradford was found dead in her Pimpama home this morning, along with her abusive ex-husband. He had only been released on bail two weeks ago after another horrific case of domestic violence.

2nd Story: A rally has been held on the Gold Coast in memory of Shelsea Schilling, who was killed in a murder-suicide at Southport in November by her ex-boyfriend. Campaigners are calling for harsher penalties for those who breach restraining orders and for more funding for safety accommodation. Last year there were over 22,000 breaches of DV orders.

3rd Story: A former worker at the Brisbane Youth Detention Centre at Wacol says yesterday evening's rooftop rampage by seven inmates is 'not an isolated incident'. Queensland Attorney-General Yvette D'Ath says, "They obtained access to the roof through a skylight that they damaged." Opposition leader Tim Nichols says, "At the moment you would have to say the young thugs are in control?" It is the second recent uprising at a Queensland youth facility.

4th Story: Drivers heading north on the Bruce Highway this evening are facing lengthy delays as a bushfire blazes at Bells Creek.

5th Story: Pauline Hanson looks set to claw back power in Federal Parliament, with the frontrunner for a looming Senate vacancy saying he will back One Nation. ·

6th Story: Pauline Hanson's One Nation Party has snatched another defector from the LNP, with former Newman Government MP Michael Pucci joining the Party. Premier Palaszczuk says, "Yet another one." Opposition leader Nicholls has played down the move. Former Newman Government Education Minister John-Paul Langbroek is under fire over travel expenses. The State Government has received the Strachan Report into Queensland Rail, with the Premier to be briefed on the report by Phillip Strachan when she returns from Central Queensland on Friday.

Others: • The Queensland Government could consider changing the way firearm licences are regulated in the wake of the death of a Gold Coast actor while Releasedfilming for a music video under last week. 1st Story: Teresa Bradford was found deceased in her Gold Coast home this morning along with her former partner. The couple separated in November as her former partner David was jailed for assault. David Bradford was released two weeks ago and ordered not to make contact with Teresa.

2nd Story: A fire has caused the northbound lanes of the Bruce Highway to be closed. Police are currently diverting traffic.

3rd Story: Former school Principal of St Teresa's College Ingham Terence Kingston has been sentenced to 3 years jail suspended after 9 months.

4th Story: Security cameras footage has caught a man attempting to break into a Caloundra tavern. The man is thought to be linked to a string of offences in the area.

5th Story: Three people freed themselves from a car accident at Gympie this afternoon with a woman being transferred to hospital with a serious leg injury.

6th Story: A 20 month old girl was hit by a minibus at Palm Island today. The toddler later died from her injuries and Forensic Police are investigating the incident. others:

• Reports have surfaced that MP John-Paul Langbroek, claimed hotel rooms on his expenses even though they were in his own electorate. Attorney General Yvette D' Ath said "I have never seen a need to stay overnight in my electorate other than in my own home". A fourth former LNP MP has joined One Nation. Premier Palaszczuk said "yet another one, I think One Nation is starting to look more and more like the LNP at the moment". Opposition Leader Tim Nicholls saying "if they can't be part of the A team they might want to go and be part of the B team at One Nation as I don't think they would want to be part of the C team which is the ALP. • Seven teenagers will be charged over a rooftop riot at Brisbane's Youth Detention Centre. A former guard 'Paul' has spoken out saying that he believes the youth are out of control. Attorney General D' Ath said "this sort of conduct by youth will not be tolerated".

• Plans have been unveiled for a new 19-storey apartment block at Kangaroo Point that is almost double the current height restrictions. Residents want the proposed 'Tower of Flowers' to be much smaller. Released under RTI Act - TMR

It's before the police and we will look at the circumstances."

4th Story: A former school principal of St Teresa's College north ofTownsville has been sentenced to three years' imprisonment for inappropriately touching young boys in the 1970s.

5th Story: The Federal Court has heard the State Government will pay damages for the way Police treated Palm Islanders during the 2004 riot.

6th Story: One Nation is continuing to rattle the major Parties ahead of the next state election. The LNP has accused Labor of 'pork barrelling' and in Central Queensland to fend off the minor Party. Opposition leader Tim Nicholls asks, "What is going on in our youth detention centre system? Why is this all happening under Labor's watch?" The Government says seven detainees accessed the rooftop of the Brisbane Youth Detention Centre via a skylight. Queensland Attorney-General Yvette D'Ath says, "There will be consequences for these youths who have committed these offences." However, a report on a similar incident in Townsville in November is yet to go to Cabinet. and have done actions, and there will be consequences for these youths." We investigate every fatal crash on a state-controlled road.

The posted speed limit for the Capricorn Highway was reduced to 80km/h (from 100km/h) in 2007-08 in recognition of traffic volumes at the intersection.

The approach speed on Anakie-Sapphire Road (Sapphire leg) reduces from 100km/h to 60km/h in the lead-up to the intersection, accompanied by "Reduce Speed" warning signage.

The approach speed on Anakie-Sapphire Road (Anakie leg) reduces from 70km/h to 60km/h in the lead up to the intersection.

We are working with Queensland Police Service to finalise the investigation into the crash on the Capricorn Highway in December 2016.
