No. 21 is a 7 storey building located on the eastern side of City Road. The building is not listed but it is situated within the Bunhill Fields and Finsbury Sq Conservation Area. The surrounding area is predominantly commercial in character. Proposal (in Detail) 2. Installation of replacement projecting sign and display of various vinyl signs to the shopfront. Relevant History (Advertisement Applications) 3. January 2009: Planning application (Ref. P082296) Granted for Installation of one refrigeration condenser unit within existing roof level plant enclosure to serve the ground floor retail unit at 21 City Road. 4. January 2008: Advertisement application (Ref. P072685) Granted for Installation of 'halo' illuminated fascia and projecting advertisement signs. CONSULTATION Public Consultation 5. Letters were sent to occupants of adjoining and nearby properties. A site notice and a press advert were also displayed. At the time of the writing of this report a total of no responses had been received from the public with regard to the application. EVALUATION 6. The National Planning Policy Framework (NPPF) has been considered in the assessment of this application. 7. Consent is sought to install a replacement projecting sign and display various vinyl signs to the shopfront. Whilst the method of internal illumination is not ideal is conservations area, only the lettering of the projecting sign would internally illuminated. It is therefore considered that the method of internal illumination is acceptable in this instance. 8. Overall, the proposed projecting sign is considered appropriate in terms of size, design and location and would not cause demonstrable harm to the street. The various vinyl signs to the shopfront window do not require consent. The proposal would therefore accord with the proposal is therefore considered to accord with the NPPF; Policy CS9 of the Core Strategy (2012); policies D11 of the UDP; and draft policies DM1 and DM3 of the emerging Development Management Document. 9. The proposed signage would also not cause harm to the safety or either pedestrians or road uses inline with policy D3 and Env11 of the UDP and draft policy DM6 of the Development Management (Submission Document 2012) 10. It is recommended that advertisement consent is Approved. .
