With so many items on the ballot, I want to draw your attention to the Ballot Worksheet located on pages 191–192, the last two pages of this Voter Information Pamphlet. The Ballot Worksheet lists every contest and measure and provides space for you to note your selections. Completing the Ballot Worksheet prior to marking your multi-card ballot will help you think through the material, and ensure that you vote on both sides of the ballot cards. Early Voting Before Election Day you can vote by mail or vote at City Hall, beginning October 4. Vote-by-Mail: The back cover of this Pamphlet includes an application to request a vote-by-mail ballot, and you can also apply online using our website: www.sfelections.org. Voting at City Hall: Beginning October 4, early voting is available in City Hall to all registered voters on weekdays (except the holiday) from 8 a.m. until 5 p.m. On Election Day, City Hall is open for voting from 7 a.m. until 8 p.m. Weekend Voting: Early Voting is available in City Hall during the two weekends before the election—October 23–24 and October 30–31 —from 10 a.m. until 4 p.m. For weekend voting, enter City Hall from Grove Street. Ranked-Choice Voting All voters Citywide will use the ranked-choice voting method for the offices of Assessor-Recorder and Public Defender. Also, voters in Supervisorial Districts 2, 4, 6, 8 and 10 will elect their Supervisors using ranked-choice voting. The ranked-choice ballot has three columns, allowing voters to select up to three different candidates—one in each column—by connecting the head and tail of the arrow pointing to their choice. However, voters can still make fewer than three selections if they choose to do so. Accessible Voting Equipment Each polling place is required to have voting equipment that is accessible to voters with disabilities, and that allows people to vote independently and privately. To provide accessible voting, the Department will have one accessible voting machine in each polling place. Please note that, in accordance with Secretary of State requirements, the Department will transfer votes from the accessible equipment onto paper ballots and tally votes from these paper ballots at City Hall after Election Day. You can locate your polling place, apply for a vote-by-mail ballot, determine whether the Department has mailed or received your vote-by-mail ballot, and use an interactive demonstration for ranked-choice voting. San Francisco as a conference Tcity or as a tourist destination is hard to beat—it has something for every visitor. Our 2013 program, likewise, has something for every OAH conferee. The program committee, so ably cochaired by Tom Guglielmo and Erika Lee, assembled sessions, panels, workshops, and plenaries that link to nearly every subfield of American history. A large number link directly to the conference theme of “Entangled Histories,” which explores the complexities, intersections, and tensions that characterize so much of US history. Although we cannot promise ideal California weather in April, we can promise an engaging and rich intellectual experience. Plenary sessions, featuring an outstanding cast of colleagues, will consider two different topics. Report from District Director Margot Hennings [email protected] The weather was not as cooperative as it might have been during the Spring NABC in St. Louis—hence “sleety” in the title—but that did not deter players from having a “slick” time in some of the best playing space we have enjoyed in quite a while. Tables were placed spaciously in well-lit ballrooms and the convention center and both playing sites were easily accessible from the host hotels. The pre-tournament estimate of 9600 tables was exceeded and table count would have been even higher without the final weekend’s snow. The major flaw—and it WAS major— was the inability of the BridgePad electronic scoring device servers to work well with the hotel’s limited WIFI capability. Also, the “technology poltergeists” (to use the term coined by the Daily Bulletin) ran rampant throughout the two-day National Mixed Pairs causing a great deal of both director and player frustration. Congratulations: Yet again, D6 players did well at the St. Louis Spring NABC, with the most notable accomplishment among us belonging to Mike Cappelletti when he and partner Dick Wieland (formerly of the DC area and now a Connecticut resident), bested 315 other pairs for the win in the Silver Ribbon Pairs. Peter Lesnick was 9th overall in this same event. Kudos to Greg Humphreys, who was 3rd in the Rockwell Mixed Pairs, followed closely by Sylvia Shi and Alex Prairie who were 5th, and Alan and Annie Schwartz who were 12th.

Introduction At 8:46 on the morning of 11 September 2001, a handful of terrorists propelled the globe into an era of profound change. The immediate and palpable consequence of Al Qaeda’s attack—the deaths of thousands of innocent civilians and the immutable gash in the skyline of the United States’ most populous city1—is relatively transient compared to the consequences of the response to 9/11. Whether or not recognized, ac- knowledged, or asserted, 9/11 and the response thereto brought forth a nascent legal regime that will alter the way nation states apply the rule of law in combating terrorism. While Usama bin Laden affected count- less lives in the most primitive and horrific fashion, the United States and its allies, in responding, is effecting a metamorphosis of the legal landscape that structures our society and the relationships between states.
