Shuya Branch of Ivanovo State University, Shuya, Russia, 155908 ABSTRACT Currently, the development of Paralympic boccia is under way in Russia. However, this process is hampered by a number of serious circumstances. Among them there is a deficit of specially trained bocce trainers, able to organize a training process with the disabled of this nosological group. Also in Russia there is a significant shortage of special scientific and methodological literature, recommendations, experimentally justified means and methods of training athletes with severe lesions of the musculoskeletal system in boccia. In addition, there is no information about boccia in medical institutions and social protection services as an effective means of physical and social rehabilitation for people with severe disabilities of the musculoskeletal system. It becomes clear that for the more effective development of Paralympic boccia in Russia it is necessary to promote this sport among people with musculoskeletal disorders, improve the material and technical base for boccia in the Russian regions, including barrier-free access of people with disabilities to sports facilities. In Russia, it is necessary to involve more volunteers, sponsors and sponsors in the organization of the training process and competitions. In addition, in Russia, it is necessary to improve the scientifically-based system of training coaches and athletes in this sport. The aspects of urban and background pollution of soils are discussed. Insignificant degree of natural soil contamination is established. Otherwise soil quality in regional center is inadequate. 89.60.Ec Introduction Nowadays an environmental contamination problem in Central Russia is very important. During last years an increase of industrial activity may be caused negative influence on environment. Soil is the most conservative as compared with air and water. Therefore monitoring of soil is the key to assessment of ecosystem integrally. One of the most dangerous pollutants is heavy metals (HM). They exist in all natural environments and frequently have a tendency of bioaccumulation. Their expressed toxicity and high level of the influence define the urgency of investigation of heavy metals migration and transformation in natural ecosystems. The aim of the given research is to study the level of HM content in soil at large industrial city by example of Ivanovo city and at natural, unperturbed places, which are distant from cities. Materials and methods Ivanovo region situated at interfluve of the Volga and Klyaz’ma rivers with an area of 22 000 km2 was the object of the investigation. There were 45 squares (Fig. 1) separated within the region with average area of 400 km2. Samples of soil were taken from each square in 2010.

With an increase in the power/weight ratio of vehicles in cities and towns, the thermal loads of many functional units increase significantly. This requires the organization of the removal of excess heat into the environment, since the violation of the proper thermal regime in individual functional units prevents the realization of the potential operational properties of the entire vehicle up to failure. At the same time, the variety of operating conditions for vehicles, causing a change in a wide range of factors of the working environment, especially road and climatic ones, creates a difficult, both in practical and theoretical terms, problem of ensuring the required thermal regime for functional units. In this regard, the paper presents a consistent development of the theory of hydro- thermodynamic properties of functional units based on the principles of constructing the operational properties of vehicles. The problems determining the further search and scientific substantiation of meters and indicators for assessing the efficiency of cooling systems, as well as the development of methods, tools and equipment for calculating and studying these systems are considered. At the same time, the work presents the improvement of the working process and designs of gas engines of tractors aimed at increasing reliability through the use of new production technologies.

To adopt the List of Joint-Stock Companies Producing Goods (Products, Services) of Strategic Importance for Safeguarding National Security of the State with Federally-Owned Shares Not to Be Sold Ahead of Schedule (attached). In accordance with Decree # 1514 of the President of the Russian Federation dated December 21, 2001, pending the adoption by the President of the Russian Federation in concordance with Article 6 of the Federal Law “On Privatization of State and Municipal Property” of lists of strategic enterprises and strategic joint-stock companies, changes and additions to the list of joint-stock companies adopted by this Resolution shall bee introduced by Resolutions of the Government of the Russian Federation issued on the basis of Decrees of the President of the Russian Federation.

  • All Sides Claim Victory in 1996 Gubernatorial Elections
    ALL SIDES CLAIM VICTORY IN 1996 GUBERNATORIAL ELECTIONS Although they did not receive nearly as much international attention as the July presidential election, the 48 Russian regional elections held between 1 September and 5 January were closely watched by Russian politicians and commentators. Gubernatorial elections were held in 45 oblasts, krais, and autonomous okrugs, forcing leaders appointed by President Boris Yeltsin to face the voters. Three ethnic republics also elected top executives. Both the Kremlin and opposition leaders have portrayed the elections as a success, but many new governors have pledged to use their mandates to benefit their own regions, and it is difficult to predict where their primary loyalties will lie. Who are the new governors? Of the 48 incumbent regional leaders who faced elections in 1996, 20 held on to their jobs and 24 were defeated. Another three continue to serve pending repeat elections in their regions, and Tyumen Governor Leonid Roketskii will contest a runoff on 12 January. Fifteen of the 24 new governors were elected mainly with the backing of the Communist Party of the Russian Federation (KPRF) and its left-wing umbrella movement, the Popular-Patriotic Union of Russia (NPSR). Of the successful Communist-backed candidates, seven were chairmen of regional or local legislatures immediately before being elected governor (Krasnodar and Altai krais and Voronezh, Volgograd, Kaluga, Vladimir, and Kurgan oblasts). Four others were State Duma deputies (Kirov, Bryansk, and Chelyabinsk oblasts and Stavropol Krai), and one (Ryazan) worked in the parliament's Audit Chamber.
