    Boundary Review Review of The Borough of Ribble Valley Ribble Valley Borough Council - Warding Proposal To the Local Government Boundary Commission for England January 2017 Ribble Valley Borough Council set up a cross‐party working group to consider proposals on the warding patterns with support from officers. The group recognised that changes were required in order to gain electoral equality across the borough. Some wards are already outside the +/- 10% variance and other wards will be by 2022 following expected development. The electoral forecast for 2022 is 48,027 which equates to 1,201 electors per Councillor (currently 1136). The working group worked on a number of options. The working groups preferred option was submitted to Policy and Finance Committee on 24 January and the committee approved the option being submitted as the Council’s proposals. The Council has followed the principle of trying to keep parishes as a whole, however it was considered it was impossible to make the numbers up (retaining 40 members) without splitting two parishes. Please find below the Council’s proposals: The Proposals Having considered the forecast electorate and warding it is recommended that remaining with 40 Councillors would provide efficient and effective representation to the public and best enable appropriate warding proposals. Calculations based on alternative numbers of Councillors, for example 41, didn’t work across the borough and in some wards created even bigger variances. The review started by looking at the wards at the outermost edges of the borough in the north east and south west of the borough - as there is less scope for changes to boundaries in these areas due to being surrounded by other boroughs.

    THE CELTIC NAMES OF CABUS, CUERDEN, AND WILPSHIRE IN LANCASHIRE Andrew Breeze The three place-names discussed here, all in Lancashire, are of Celtic origin. They thus cast light on the pre-English inhabitants of the region, where a British dialect akin to Welsh was spoken until the Anglo-Saxon invasions of the late seventh century. The names are described in alphabetical order. 1. CABUS, NEAR LANCASTER Cabus is a parish (National Grid Reference SD 4848) eight miles south of Lancaster. Formerly a township in the parish of Garstang, it has no real centre, but lies on major north south routes of communication: the Lancaster canal runs along its western edge, the A6 down its middle, and the Glasgow- Euston railway beyond its eastern perimeter, which is formed mainly by the river Wyre. Ekwall, citing the name as 'Kaibal' in 1200-10 and 'Cayballes' in 1292, derived it from Old English ceg 'key', allegedly used in an earlier sense 'peg', plus unattested Old English ball 'rounded hill'. But he said the exact meaning of the name was unclear. A. D. Introducon Ministry in the Diocese of Blackburn In the Diocese of Blackburn we profoundly believe in the difference that the Gospel makes to peoples’ lives and so have a deep commitment to building healthy churches which can transform the communies in which they are set. We are looking for clergy of all backgrounds and tradions who share our passion for making a difference in the name of Jesus Christ. ‘Vision 2026’ is a bold and ambious strategy which presumes that growth is what God wills for his church and which seeks to deliver growth through making disciples, being witnesses and growing leaders. Our Diocese serves an area of extraordinary variety, from the stunning countryside of the Trough of Bowland to the former mill towns of East Lancashire, from the University cies of Preston and Lancaster to the seaside towns of Blackpool and Morecambe, from elegant villages to Presence and Engagement Parishes, there is something for everyone. We have Parishes of all tradions and are strongly commied to the principle of mutual flourishing. We are also seeking to grow 50 new congregaons by 2026 so need people who are gied as pioneers and evangelists. If you think that the Church of England is at its evende and that decline is inevitable, then these pages are probably not for you.
